ORGANIZATIONAL FRAMEWORK AND WORKING RELATIONSHIPS

 

Since February 2015, with the first attacks perpetrated by Boko Haram group on Niger territory, continuous internal and cross-border populations displacements are recorded. Population movements have become more complex combining movements of people from Nigeria, Chad, and Niger within the Region of Diffa. The UNHCR Sub-Office in Diffa operates in a complex humanitarian, security, and protection situation due to the crisis in the Lake Chad Basin affecting Niger, Nigeria, Chad, and Cameroon. Gross human rights violations, including killings, rapes, kidnapping, and population movements both internal and across borders are widespread. As of 31 December 2021, Diffa region hosts 250.590 persons of concern to UNHCR, including 81464 internally displaced persons (IDPs), 130123 refugees and 3612 asylum-seekers and 35491 returnees. The pressure from armed groups, the counter insurgency operations as well as IED incidents continue unabated. The displaced population, live mostly amongst the host communities with poor shelter, spontaneous and poorly set sites.  The humanitarian assistance although targeted is on the decline, prompting the raise of negative coping mechanisms leading to numerous protection incidents. Insecurity hinders the humanitarian access and protection delivery, including protection monitoring faces enormous challenges. The services are overstretched. Despite the above situation, the search for durable solutions has been prioritized by political leaders in the region. To ensure that protection risks/incidents and human rights violations are systematically identified, and documented to allow timely and effective protection response, UNHCR has set up a protection monitoring program using both monitors, community-based structures, including key informants and community mechanisms. The program aims mainly at data collection, verification, analysis and reporting of protection incidents, and population movements in areas affected by insecurity to inform planification, programming, advocacy, and operational interventions by humanitarian actors. Based on its mandate and engagement its IDP footprint, including the leadership of the Protection Cluster, UNHCR bears the responsibility to ensure that protection monitoring activities are well planned, implemented and coordinated in an efficient manner, hence the need to invest in competent human resources.

It is against this background that the UNHCR Sub office Diffa in Niger; would like to request the deployment of an Associate Protection Monitoring Officer on UNOPS contract to strengthen the capacity of the Protection team to deliver and support the sub office protection Unit and cluster protection in ensuring the fulfilment of UNHCR-s mandate as well as its engagement in IDP situations.

Organisational context

Despite slight improvement, the overall security situation across the region remains unpredictable marked by targeted kidnappings, killings, gender-based violence, looting of property including livestock, the use of improvised explosive devices (IEDs) among others. To date, UNHCR continues its operations despite hindered access in certain areas of the country, notably the regions of Bosso and Tomour where community-based mechanisms are the main source of information.

The position

Under the overall guidance of the Head of office and direct supervision of the Senior Protection Officer, the Associate Protection Monitoring Officer will be responsible for ensuring the coordination of quality data collection, verification, analysis and reporting by UNHCR protection monitoring partners and will ensure both the transversality and centrality of protection. The incumbent will be based in Diffa.

S/he will build and maintain effective collaboration with other relevant teams within the operation including Programme; external relations; IM, communities of concern, authorities, protection and assistance partners who can contribute to enhancing protection and achieving solutions.
Duties and responsibilities
Under the direct supervision of the Senior Protection Officer, the UNOPS ICA holder will undertake the following tasks:
– Provide technical guidance and support to UNHCR and partners and staff on all protection monitoring related issues.
– Work closely with the protection staff in Diffa, the protection partner staffs as well as the Protection Cluster; local authorities to ensure that timely and quality data is collected, compiled, and disseminated as necessary.
– Ensure protection trends and risks are identified in a timely manner and reported in a coordinated manner and in collaboration with the Protection Section and the Protection Cluster.
– Prepare internal and external analyses and high-quality ad-hoc and regular reports in a timely manner.
– Contribute to the regular development of protection monitoring products, including monthly/quarterly/annual highlights/ad hoc reports as requested by the management
– Review all reports and Information Management (IM) products relating the protection monitoring activities to ensure the accuracy of data and high-quality protection analysis is produced
– Liaise closely with the Information management Unit to ensure that IM tools, procedures and products support the smooth operationalization of the protection monitoring activities
– Work with management to ensure evidence is made available, analyzed and supports the response in the field by UNHCR and partners, programming for protection as well as advocacy for protection.
– Follow up on protection risks and incidents and support the partners to adequately address them through direct intervention, referral, or advocacy.
– Timely raise for and contribute to the update on the protection monitoring tools used to carry out protection monitoring activities.
– Stay abreast of all protection related developments to prepare appropriate briefings and reports
– Coordinate capacity-building initiatives for communities and individuals to assert their rights.
– Advise and capacitate national authorities, relevant institutions, and civil society to strengthen applicable legislation and protection monitoring procedures and mechanisms.
– Perform other related duties as required.
Essential minimum qualifications and professional experience required
The ideal candidate will:
– Have a university degree in Law, International Law, International Human Rights Law, International Refugee Law, Political Sciences, or other relevant fields.
– Have three years of experience (with bachelor-s degree) or two years of experience (with master-s degree) working in area of IDPs or refugee protection, internal displacement, human rights, or international humanitarian law.
– Have Field Experience and the ability to apply the relevant legal principles.
– Excellent legal research, analytical and drafting skills.
– Have excellent communication and negotiation skills with strong interpersonal and ability to work in team.
– Good IT Skills including database management skills.
– Be fluent in French, with advanced writing skills. Good knowledge of English will be an asset.
– Be able to multi-task and to prioritize workload.
Location
The successful candidate will be based with the in Diffa, Niger.

Conditions

The individual contractor Agreement is for one (01) year and will start as soon as possible. It is a full-time role with working hours starting from 8.00am to 5. 00 pm Monday to Thursday and from 8 h 00 to 14 h 300 pm the Friday (40 hours per week).

Based on the hardship living conditions, Diffa is classified as Category E; No family duty station with 6 weeks rest and recuperation (RR) cycle. RR place is Niamey.
– Medical facilities: basic medical facilities exist in Diffa to manage/stabilize urgent cases (for 24h) before evacuation to Niamey and then outside of country as needed.  Capacity, infrastructure, and equipment to treat and take in-patient in appropriate medical and sanitation conditions is not sufficient
– Food and environmental sanitation the extremely limited options for vegetables and fruits, the local culinary habits not adapted to the culinary habits of the expatriate staff, associated with the total absence of dairy and imported products leaves no choice but to eat what is available.
– Restricted movements: The movement of the international staff is restricted to avoid the risk of being victim of any critical incident (kidnapping and ransom); and avoid collateral damage resulting from terrorist attacks. They are not advised to move around alone. Everyone knows each other and the foreigners are quickly recognized especially staffs of the United Nations. They can easily become a target to kidnapping for ransom. At duty stations, there are no safe public transports no taxis. it is strongly advisable to use the duty driver to be available to be dropped anywhere.

– Housing: Because of occurrence of security incidents and terrorism attack, international staff have been requested to live in a designated place. International recruited staff live in the UNHCR guesthouse. The Guesthouse meets the minimum conditions required for a decent life.

– Physical isolation and Change of Scene: Diffa is located about 1300 Kilometer from the capital city Niamey. Diffa has an airport for local flights. There are 3 humanitarian flights per week departing and to Diffa. Diffa to Niamey is an average of 5 hours by flight with stop overs.
