POSTE 1 : RHCS, and Logistics Associate

Job Description

The Position:

You work under the authority of the Representative, and the direct supervision of the Reproductive Health Commodity Security (RHCS), and Family Planning Coordinator. You contribute substantially to the implementation of effective strategies to ensure the Securing of Reproductive Health Commodities.

You support the office in supply chain management including supporting planning, purchasing, stock management, making commodities available to beneficiaries at the last mile, managing logistics information, updating the Shipment tracker software.

You execute and apply established procedures and contribute to the creation of substantial knowledge by compiling, synthesizing, and analysing information relating to RH product supply problems, and guarantee traceability, quality control of Reproductive Health Commodities (RH) quality at all levels of the supply chain as part of the implementation of Last Mile Assurance (LMA).

You would be responsible for:

Coordination/Planning of activities

  • Ensure that beneficiaries obtain and use, when they need them, the quality reproductive health commodities of their choice, at an affordable price.
  • Contribute to the development of Annual Work Plans on RHCS.
  • Actively participate in planning and ensure the logistical implementation of humanitarian contingency plans.
  • Actively participate in the coordination mechanisms put in place by the government, the United Nations system and other development partners, aimed at strengthening the Supply Chain Management (SCM)
  • Participate in meetings and fora related to the RHCS and Logistics.

Quantification and sourcing

  • Contribute to the quantification of health commodity needs and the development of the supply plan considering the list of essential drugs, contraceptives, STI-HIV, RH humanitarian emergency kits, equipment, and medical devices
  • Submit and track requests for import authorizations and verbal notes (tax exemption request).
  • Track orders placed daily to ensure timely receipt and collection to avoid demurrage and storage fees.
  • Ensure that all commodities ordered are delivered on time and that they comply with the required technical specifications indicated in the purchasing plans.
  • Document all product receipts and regularly update stakeholders using UNFPA reporting formats.
  • Follow up on the quality control of health commodities ordered by UNFPA.
  • Update the data of Shipment Tracker software.

Inventory management and routing of health commodoties:

  • Coordinate with freight forwarders, Provincial Health Divisions (DPS) and managers of storage warehouses, the planning and receipt of health commodities and complete the related documents accordingly.
  • Support implementing partners in the development of distribution plans and monitor the delivery of health commodities to beneficiaries.
  • Support implementing partners to conduct periodic physical counts of inventories donated by UNFPA.
  • Set up an archiving system for all files relating to the acquisition, storage and delivery of health commodities donated as part of the collaboration between UNFPA and implementing partners.
  • Track and update the database of UNFPA assets made available to implementing partners.

Development of national capacities in logistics management and reporting

  • Provide technical support for the development of the capacities of implementing partners in logistics management for the inventory and management control of health commodities.
  • Provide technical support to national counterparts to analyze and strengthen the supply chain system including RH commodities according to national priorities.
  • Produce quarterly, half-yearly and annual reports on the state of stocks, storage conditions as well as the distribution of reproductive health commodities at all levels of the supply chain.

Monitoring-evaluation

  • Conduct periodic monitoring and supervision missions of health workers and activities implemented in UNFPA intervention areas.
  • Contribute to the generation, documentation, and use of knowledge (lessons learned and good practices) resulting from the implementation of interventions relating to Securing RH Commodities.
  • Participate in needs assessment studies for reproductive health commodities and the logistics management system.
  • Perform any other task assigned by the Head of Office or his supervisor.

 

Qualifications and Experience: 

  1. Education: 
  • Completed Secondary Level Education in supply chain management, or an equivalent diploma in economics or management required.
  • First level university degree in pharmacy or equivalent is an asset.

         Knowledge and Experience: 

  • Seven (7) years of professional experience in the field of Supply Chain management and/or logistics, preferably within an international organization.
  • Professional experience in planning, execution, and analysis of strategies in the management of the supply chain of health commodities
  • Good knowledge of development issues in the DRC, including reproductive health issues and the availability of health commodities at the last mile.
  • Have a good knowledge of common office software applications (Word, Excel, Power Point, Publisher)
  • Experience in an international organization is an asset.
  • Experience with UN system management mechanisms is an advantage.

Languages: 

  • Fluency in French; working knowledge of English, is desirable.

Under the overall direction of the Representative, the Human Resources Analyst reports to the International Operations Manager (IOM) and provides leadership in execution of the full range of CO HR services ensuring their transparency and integrity. The HR Analyst has a technical reporting line to the Senior Regional HR Business Partner.

Job Purpose:

You will be responsible for ensuring that the delivery of HR services meets clients’ expectations with regard to efficiency and consistency. The HR Analyst leads and coordinates the efficient, consistent implementation of key HR processes in the Country Office. Provides value-adding advice to the CO management and staff regarding policy application in all areas of Human Resources. The Analyst promotes a collaborative, client-oriented approach and facilitate the maintenance of high staff morale.

You would be responsible for:

A. Human Resources Management

  • Provide delivery of timely, client focused HR support. Lead and coordinate the efficient, consistent implementation of key HR processes in close collaboration with the IOM.
  • In collaboration with the Country Office Management team undertake Job analysis activities and evaluate the possible work load and division of labor that will be implemented for the CP. Advice on the best way to minimize duplication of efforts and avoiding overlapping of duties that may exist within the CO and between the CO and Sub- Offices.
  • Ensure full compliance of HR documentation and reporting systems with UN rules and regulations, UNFPA policies, procedures and strategies; effective implementation of the internal control framework, proper functioning of the HR management system;
  • Provision of advice and information on corporate strategies, changes in rules and regulations, implementation of personnel rules, strategic use of contractual modalities, application of entitlements, change management processes, etc;
  • In partnership with the Country Office Management Team and the Regional HR Team, lead the organization of recruitment processes for staff members and consultants including drafting job description, provision of input to job classification process, vacancy announcement, screening of candidates, participation in interview panels, and managing rosters
  • Coordinate effective contract management processes for national staff and personnel; this will include the following with Finance staff and UNDP on Global payroll issues.
  • In coordination with the country office Admin/HR team, make appropriate arrangements for the deployment of identified surge candidates when applicable
  • In collaboration with the Regional HR Team, proactively advise managers and staff members on the resolution of human resources issues ensuring equitable and transparent solutions that protects both the staff and organizations interests in accordance with policies, regulations and procedures
  • Promote the organizational goals and targets for gender equity and cultural diversity
  • Ensure the provision of appropriate duty of care guidance as per the UNFPA staff health, safety and wellbeing policy and strategy
  • Promote wellbeing and implement wellbeing initiatives

B. Learning and Capacity Development

  • In collaboration with the Country Office Management team design and deliver learning plans for staff to enhance their knowledge and build skills in new areas
  • Recommend efficient and cost-effective learning products which strengthen staff capacity to contribute effectively to business goals
  • Participate as a resource person in capacity building initiatives to enhance the competencies of staff members, including wellbeing and PSEA
  • Track and report on indicators relating to and ensure sharing of best practices, distribution of learning and training materials, organization of HR learning, training and briefing events, networking with other UN agencies and private institutions on Duty of Care: work/family life matters, well-being and psycho-social services.
  • Provide orientation briefings to new staff
  • In collaboration with the Regional HR Team, provide day-to-day performance and talent management guidance to line management (e.g., coaching, career development, career conversations, and disciplinary actions).
  • Perform any other duties as may be assigned by the IOM and senior management of the Country Office.

Qualifications and Experience: 

Education:  

  • Master’s Degree/ Advanced university Degree  in Human Resources Management, Business Administration, Management or relevant subject.

Knowledge and Experience: 

  • Minimum of 2 years of relevant experience in administration, HR or office management with focus on HR management;
  • Proficiency in current office software applications and corporate IT systems
  • Experience in performance management and talent management practices;
  • Experience in challenging and complex humanitarian/emergency setting is desirable
  • Good knowledge of humanitarian response; prior experience in humanitarian response is desirable;
  • Strong communication skills including training experience and capacity building;
  • Demonstrable experience in staffing and recruitment processes;

Languages: 

  • Must be fluent in French (oral and written)
  •  Good working knowledge of English is required
