BACKGROUND
The International Trade Centre launched the SheTrades initiative to create an ecosystem of integrated solutions that empower women economically through greater integration in trade and investment.
The SheTrades West Africa project is financed by the Korea Development Cooperation Agency and implemented by the International Trade Centre (ITC) until 2023. The project aims to contribute to improving the livelihoods of women working in selected value chains in Côte d’Ivoire, Guinea, Liberia and Sierra Leone.
The project’s primary beneficiaries are poor women in agricultural value chains in farming households that grow cash crops (such as cashew, shea, cassava) and associated crops as part of an integrated farming system. By 2023 the project will improve the livelihoods of 10,000 women farmers and help to increase their incomes by improving their gender relationships within the household, building their technical capacity and expanding their markets through trained supply chain intermediaries.
The project will work with 40 business support institutions that provide support and capacity building services to farming households and entrepreneurs. ITC will build their awareness of a gender sensitive approach to their work, and will provide them with the training, coaching, information, tools and support they require to deliver services effectively to women owned businesses and particularly to poor women farmers. 30 SMEs in the target value chains will be supported to become more competitive, thereby increasing the volume/value of their sales and their demand for the crops produced by poor women in farming households.
ITC will work with the national governments to enhance the awareness of the gender aspects of trade policy, collaborating to develop policy solutions to support women’s economic development on a policy level. Targeted country level interventions are focused on:
• Raising awareness of policy makers and developing policy options to boost women’s economic empowerment
• Training and technical capacity building for Business Support Organisations (BSOs) and service providers to reinforce their capacity to provide effective services for both men and women in the cash crop value chains, and thereby help to address gender inequalities; equipping them with necessary gender tools and approaches
• Working with value chain operators (including women-owned businesses, cooperatives, farmer associations, traders, exporters, and multinational corporations), on awareness and capacity building measures to support women’s inclusion in value chains
• Organise capacity building activities to better equip women owned businesses/ entrepreneurs in the targeted value chains to reach new markets, identify and facilitate new business/market connections, create local value addition, facilitate investment opportunities, etc.
Specified activities and deliverables will differ depending on the country and value chain context.
FUNCTIONS
Under the direct supervision of the SheTrades Associate Project Manager and the overall guidance of the Senior Portfolio Programme Officer, the Associate Project Officer will be responsible for the following duties:
- Works with key clients and partners to facilitate the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes specific aspects of programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
- Carries out basic research on selected aspects of programmes, operations and other activities, etc., to include collecting, analyzing and presenting statistical data and other information gathered from diverse sources.
- Provides substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies.
- Assists in performing consulting assignments, in collaboration with the international experts for project beneficiaries, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
- Participates in survey initiatives; assists with design of data collection tools; issues data collection tools, reviews, analyzes and interprets responses, identifies problems/issues and prepares preliminary conclusions.
- Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc.
- Provides administrative and substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc.
- Undertakes outreach activities; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities.
- Participates in field missions, including provision of substantive and administrative support, data collection, etc.
- Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.).
- Performs other duties as required.
RECRUITMENT QUALIFICATIONS
Minimum education and qualifications (level and field of study)
Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. Note: A first-level university degree in business administration, management, economics or a related field in combination with an additional two years of qualifying relevant professional experience may be accepted in lieu of the advanced university degree.
Minimum experience (nature, length and field of experience)
A minimum of two (2) years of progressively responsible experience in project or programme management, administration or related area. Experience in building SME’s competitiveness and women’s economic empowerment. Experience in the cashew value chain is an advantage.
Minimum language requirement
Advanced knowledge of English and French. Mandatory skills and knowledge
