POSTE 1

Responsable de l’innovation en matière de données

 

Purpose of the Post:

 

Evidence-based decision making, and data use remains a major challenge in improving and maintaining the quality of immunization and effective vaccine preventable diseases surveillance, effective and timely response, and interruption of outbreaks. These challenges can be addressed by the implementation of digital tools. The spread and use of electronic and mHealth tools have grown considerably over the years in the 21st century. Digitizing data and optimizing data management processes, especially with the use of mobile devices has become crucial to securing and maintaining a competitive advantage while improving use of data for action. The use of electronic and mHealth tools as part of innovative approaches to improve program implementation is seriously being leveraged at the National, State, and LGA levels in Nigeria, automating data management processes to identify gaps, monitor trends and guide decision making for EPI programs. Availing accurate, reliable, timely and complete data is essential in program and project implementation. Partners are providing technical assistance and supporting in the Country’s efforts to effectively use data for action. WHO, as a lead technical agency, provides support in planning and implementing innovative electronic and mHealth solutions, data analysis and interpretation for actions as well as monitoring implementation of planned activities. The purpose of this post is to advance an innovations team to sustain and improve on electronic and mHealth innovations and associated use of data for action.

 

 

Objectives of the Programme:

 

To sustain the present gains of the EPI program, automate data management and M&E processes as well as improve data quality and use, this post is to provide technical support on development and monitoring of data strengthening activities outlined in the country’s immunization strategic and data improvement plans while facilitating implementation of innovative solutions to monitor and provide real time analytics for information collected using the electronic and mHealth tools. The incumbent will be responsible for:- (a) providing technical support for planning and implementation of innovative electronic and mHealth solutions; (b) automating analytics and facilitate data use through triangulation of different data available to aid decision making; (c)  supporting capacity building for government staff on electronic and mHealth tools (d) coordinating downstream ICT and helpdesk support for end users of mHealth tools; (e) providing first level ICT and server management support

 

 

Organizational Context:

 

Under the overall guidance of the WHO country office representative and over all supervision of PEP cluster lead and guidance of the M&E Officer, the innovations focal point will carry out the following specific tasks:

 

  1. Provide routine and periodic analysis, triangulation and feedback of mobile device data on Surveillance, Immunization & Logistics, Operations, Programme Management, etc., as per program requirements.
  2. Develop and provide capacity building and training to colleagues within WHO, and to partners, including Ministries of Health, with focus on mHealth tools.
  3. Liaise with vendors on software development targeted towards data quality improvement.
  4. In collaboration with government and partners, participate in the preparation of the annual program of work, budget and evaluation reports of the HSS, including the participation in resource mobilization activities.
  5. Gather requirements, facilitate development and implementation of electronic and mHealth solutions for data collection as well as data use for action as per the programmatic need of government, partners, and within WHO.
  6. Support documentation and archiving of EPI activities in compliance with UN policies and procedures on data security, confidentiality and protection
  7. Support M&E and WHO accountability framework implementation.
  8. Manage websites and platforms for mobile data archiving, review and visualization, including Geospatial analysis.
  9. Provide first level ICT and server management support for onsite server infrastructure as well as coordinate downstream ICT and helpdesk support to end users of mHealth tools.
  10. Represent WHO as needed in meetings and conferences where data are presented or discussed.
  11. Perform other activities as required by WHO Representative.

 

 

KEY PERFORMANCE INDICATORS (KPI): The following key performance indicators will be monitored to assess the contribution of the incumbent towards the overall assignment objective.

  1. Support for DHIS2, RI SMS and similar electronic / mHealth project planning, operationalization, and optimization .
  2. Availability of SMART project plans for supporting DHIS2 , RI SMS and similar electronic/mhealth interventions in the country office
  3. Support for electronic and mHealth tools development, dashboard development and data use
  4. Dashboard and data analysis
  5. Daily SMS gateway management, server monitoring and issues resolution / escalation
  6. SitRep, reports, minutes and feedback on programs, projects, trainings and services supported

1.           Design and implementation of electronic and mHealth data collection tools

3.           Maintain an up-to-date archive for information products

Education:

Essential:   University Degree in Computer Science, Engineering, Software Development, Monitoring & Evaluation or its equivalent from an accredited institution.

 

Desirable:  Master’s degree in Computer Science, Engineering, Management, Monitoring and Evaluation, with additional training on DHIS2, mHealth tools development and business intelligence and analytics tools. Project management certification will be an added advantage

 

Experience:

Essential:

  • At least 2 years’ experience in health-related data management function.
  • Experience in data quality collection, analysis, dissemination, and use of health information for program planning and management.
  • Experience in database development, electronic and mHealth tools development, ICT and server management.

 

Desirable: Experience in roll out and implementation of mHealth tools for data collection and quality improvements within UN or WHO.

 

 

Languages:  Excellent knowledge of English language

 

 

Other Skills:

Expert knowledge of statistical application programs (EPI INFO, SPSS, STATA etc.), mHealth tools (ODK, Kobo Collect, etc.), BI and Analytics suites (PowerBI, Tableau, etc.) and mapping programs (ArcGIS, QGIS etc.)

POSTE 2

Gestionnaire des données de surveillance (SDM)

 

BACKGROUND:

 

Nigeria has made significant progress in polio eradication program and certified polio free while striving to interrupt cVDPV2 outbreak. The Nigerian national authorities have intensified efforts to interrupt circulating poliovirus transmission within the shortest time possible. Intensified polio eradication activities are being undertaken in a manner that would complement ongoing efforts including innovative surveillance activities. Therefore a strong Monitoring and evaluation system with accompanying data management is indispensable for better guiding the program towards the goals. Data Management supported by latest technology and innovation is a very crucial component to ensure effective implementation of the EPI activities.

 

 

MAIN OBJECTIVE OF ASSIGNMENT:

 

The objective of the post is to ensure WHO data management and M&E activities at national level and real time basis information for actions aimed at supporting the country  to (a) ensure availability of quality, timely, and complete information that guides the surveillance and immunization program  (b) monitor achievement of recommended surveillance performance indicators for Acute Flaccid Paralysis (AFP), other Vaccine Preventable Diseases as well as other diseases of public health priority as highlighted in Nigeria’s Integrated Disease Surveillance and Response (IDSR) strategy. c) provide evidence through the triangulation of different data available and guide the program.

 

 

SPECIFIC TASKS:

 

The incumbent is expected to support the country office polio and non-polio surveillance data management, Monitoring and evaluation activities.

 

Under the overall guidance of the WHO country office representative and over all supervision of IVE focal point and guidance of the M&E Coordinator, the monitoring and evaluation officer will carry out the following specific task:

 

  1. Establish, maintain and up-date surveillance data in polio (AFP, LAB, and ES) and non-polio (Measles, NNT, YF, NV etc)
  2. Based on request from program managers, assist in the development of surveillance data quality and harmonization tools and support zonal data managers to ensure quality data.
  3. Triangulation, analysis and feedback of data collected using traditional system and mobile devices and associated programme priority data on periodic basis.
  4. Produce periodic (weekly, monthly and quarterly) analysis feedback from surveillance data to enhance decision making at relevant levels.
  5. Data management support for zonal and laboratory data managers through training and capacity building.
  6. Provide regular feedback on data quality, timeliness and completeness to lower level.
  7. Facilitate quarterly data harmonization meeting among zonal, laboratory, and government data managers.
  8. Support scripting of ODK data collection checklist development.
  9. Support National Polio Expert Committee (NPEC) and NCC in the classification of AFP cases and preparation of periodic report.
  10. Perform other activities as required by WHO Representative.

 

 

KEY PERFORMANCE INDICATORS (KPI): The following Key performance indicators will be monitored to assess the contribution of the incumbent towards the overall assignment objective.

 

  1. Establish, maintain and up-date polio and non-polio surveillance database pertaining to each programmatic area in WHO country office and beyond.
  2. Produce monthly and quarterly analysis feedback from polio and non-polio surveillance data to enhance decision making at relevant levels.
  3. Data management support for to different working groups, including NPEC and NCC
  4. Support ODK scripting and checklist design for different units within WHO and beyond.
  5. Provide weekly, monthly, and quarterly feedback to lower level depending on the frequencies of data flow
  6. Facilitate quarterly data harmonization and capacity building efforts.

 

Cross cutting Tasks:

  1. Data Analysis tool development to enhance data quality and analysis output.
  2. Ensure back up of all databases on regular basis.

 

REPORTING REQUIREMENTS:

 

  1. The SDM (Surveillance Data Manager) will report to the M&E Coordinator and to the Data Management FP.
  2. Overall Technical Guidance for the programme will be provided in line with national guidelines by the EPI Team Leader as well as M&E Coordinator.
  3. Overall policy and managerial support and guidance will be provided by the WHO Representative in Nigeria.

Responsable de la gestion des risques infectieux (IHM)

OBJECTIVES OF THE PROGRAMME

La mission du programme des urgences sanitaires de l’OMS est d’apporter un appui aux pays et de coordonner l’action internationale en matiere de prevention, de preparation, de detection, de reponse rapide, et de retablissement suite aux flambees epidemiques et aux situations d’urgence.

DESCRIPTION OF DUTIES

Dans le cadre de ses fonctions, le/la titulaire en charge de la gestion des risques infectieux, sera charge de : 1. Conseiller sur l’elaboration, la mise en œuvre, le suivi et l’evaluation des strategies et des plans de developpement nationaux sur la prevention et le controle des maladies a forte menace de risques de pandemie et d’epidemie potentielle, en veillant au respect des strategies IHM a l’echelle de l’Organisation.2. Surveiller la prevention, la detection, la verification, l’evaluation et l’investigation precoces des risques de flambees et des diffusions des donnees relatives a l’apparition d’epidemies en etroite collaboration avec d’autres equipes du Bureau regional (AFRO) et du Siege (HQ) sur la base de l’evaluation des risques et la gestion de l’information sanitaire. 3. Adapter les politiques, strategies, les concepts, les outils de gestion des risques infectieux, et gerer leur mise en œuvre au niveau du pays, pour la prevention et, si possible, l’elimination des maladies/risques epidemiques. Travailler avec les partenaires, ameliorer les approches et les methodes de controle des epidemies dans differentes situations epidemiologiques.4. Elaborer des rapports periodiques sur les activites liees aux risques infectieux, appuyer les systemes d’information et faciliter l’integration avec les systemes nationaux d’information sanitaire, selon les besoins. 5. Contribuer a la surveillance et a l’analyse des risques lies aux maladies infectieuses; participer aux activites des equipes d’intervention rapide chargees de l’investigation rapide des alertes, des evaluations des risques sur le terrain et de la detection et de la reponse precoce. 6. Veiller a ce que les messages de communication sur les risques soient techniquement corrects et appropries sur le plan socio-culturel afin d’inciter, d’engager et de responsabiliser les intervenants dans la prevention, l’attenuation et le controle des risques infectieux.7. Formuler des recommandations et fournir des orientations sur les voies d’action pertinentes a prendre dans les zones touchees et non touchees afin de prevenir et/ou de controler la cause de la morbidite et de la mortalite excedentaires.8. Fournir une assistance technique sur la vaccination, la surveillance renforcee, la lutte contre les infections (y compris la protection personnelle), l’assainissement et l’hygiene ameliores, la fourniture accrue d’eau et/ou de nutriments, le pre positionnement de medicaments et de fournitures medicales, le controle des vecteurs, etc. en etroite collaboration avec d’autres equipes techniques, 9. Demander l’activation de reseaux d’experts techniques au niveau regional ou mondial pour caracteriser l’agent pathogene et la maladie en cas d’infection inconnue. 10. Representer le Bureau pays aux rencontres officielles au besoin.11. Effectuer d’autres activites confiees par le superviseur.

REQUIRED QUALIFICATIONS

Education

Essential: Diplome universitaireen medecine, sante publique ou dans un domaine connexe d’un institut accredite/reconnu
Desirable: Formation specialisee en epidemiologie ainsi qu’une formation specialisee en maladies infectieuses

Experience

Essential: Au moins5 ans d’experience professionnelle au plan national dans la planification, l’elaboration et la mise en œuvre du programme de controle et de prevention des maladies infectieuses, y compris la prevention et le controle des flambees epidemiques, la gestion des risques infectieux et/ou d’agents pathogenes dangereux. Experience pertinente avec les mecanismes inter agences utilises pour coordonner la preparation et la riposte aux urgences sanitaires.
Desirable: Experience de travail pertinente a l’OMS ou dans d’autres organismes des Nations Unies; experience de travail dans des organisations non gouvernementales ou humanitaires pertinentes. Experience dans les pays en developpement.

REMUNERATION

Remuneration comprises an annual base salary starting at XOF 23,582,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
