The mission of the WHO Health Emergencies Programme (WHE) is to assist countries and coordinate international actions to prevent, prepare, detect, respond quickly and recover from epidemics and emergencies. Under the programme, the Department of Country Preparedness for Health Emergencies and the IHR is responsible for monitoring and evaluating countries’ preparedness for health and humanitarian emergencies, planning and strengthening national capacities to acquire essential capacities and the Secretariat for International Health Regulations (2005). The Department has adopted a comprehensive approach to risk and involves all three levels of the Organization. The Department gives priority to supporting the most vulnerable and countries with low capacity.

OBJECTIVES OF THE PROGRAMME

The travel subunit is responsible for planning, organizing and implementing WHO travel policies and ensuring effective and efficient coordination of all official travel of WHO staff members, consultants and visitors in accordance with WHO financial regulations

DESCRIPTION OF DUTIES

Liaise with the Airport and Customs as well as the Ministry of Foreign Affairs officials and arrange reception of WHO visitors. Assist with immigration formalities and transportation. Assist in processing of passports, visas with Ministry of Foreign Affairs, Embassies etc and obtain clearances for travel outside duty station. Assist staff members in obtaining Customs Clearance upon separation from the Organization. Assist staff and their family members at the Airport on initial recruitment. Process requests for Special I.D. Cards (resident permits) and visas from the Ministry of Foreign Affairs and the Immigration Authorities Liaise with Transport Officers regarding transportation for staff/consultants from/to the Airport and hotels.Performs other duties as may be assigned by supervisor

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary school education
Desirable: Post Graduate Degree in Management

Experience

Essential: At least 8 years’experience in Prior experience in Travel and Protocol
Desirable: Experience in other areas such asAdministration would be an asset.

Skills

Good knowledge of the tourism and related industry. Ability to acquire sound knowledge of WHO rules, regulations and procedures. Ability to establish and maintain effective working relationships with people at various levels and of different nationalities. Good Communication, drafting and reporting skills

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at NGN 9,683,571 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.

OBJECTIVES OF THE PROGRAMME

Permettre un diagnostic precoce et une prise en charge de base des cas detectes de maladies qui font l’objet de la presente intervention. Il est attendu en consequence une amelioration du parcours de traitement et de la qualite de vie des malades et de leurs familles. De meme, le projet vise la reduction des facteurs de risques de ces pathologies. Garantir la conformite aux politiques, procedures, regles et reglements de l’OMS dans toutes les transactions ou pour toutes les questions administratives et financieres, dans le contexte d’un systeme de planification des ressources institutionnelles (ERP).

DESCRIPTION OF DUTIES

Sous la supervision generale du Representant de l’OMS, la supervision technique du Coordonnateur de la planification des politiques de sante, le titulaire du poste sera charge entre autres de : – Contribuer a l’elaboration des politiques, normes et procedures applicables dans les differents domaines de la logistique (c’est-a-dire la chaine du froid et la gestion des vaccins, la securite des injections, y compris la gestion des dechets, le transport, etc.) aupres de l’Hopital Saint Camille de Ouagadougou (HOSCO)- Developper et mettre en œuvre un plan d’approvisionnement des equipements pour le depistage et la prise en charge des MNT (HTA, Diabete): glucometre, bandelettes pour glucometre, lancettes- Assurer le suivi des acquisitions et installations d’equipements medico-sanitaires (scoop neonatologie, back alert et hot vitex pour laboratoire, fibroscan, fibroscope, antenne mammaire pour IRM, moniteur pour la surveillance de l’etat des patients, instruments chirurgicaux de pediatrie, etc .);- Assister a la budgetisation du cout du soutien logistique et des activites necessaires pour atteindre les objectifs ;- Suivre l’execution des travaux d’amenagement des infrastructures en vue du respect des calendriers du projet.- Assurer le suivi des installations d’un systeme de video-surveillance, d’un systeme anti-incendie, de la cloture du complexe hospitalier et la securisation des acces principaux.- Effectuer le suivi des mouvements des stocks et leur gestion- Assurer l’appui logistique a la distribution des intrants dans les districts, a la realisation des activites et mission de terrain- Preparer un rapport et un feed-back regulier pour information et mise a jour aux donateurs et au Representant – Executer toutes autres taches relevant de sa competence qui peuvent lui etre assignees par son superviseur

REQUIRED QUALIFICATIONS

Education

Essential: Master Professionnel en logistique de sante ou en science de la sante/ en logistique sur les risques sanitaires/ ingenierie sanitaire/Technicien du genie sanitaire
Desirable: Licence ou Maitrise dans tout autre domaine de la sante

Experience

Essential: • Au minimum deux (02) ans d’experience pratique et pertinente dans la conduite des operations en logistique de sante ou humanitaire (evaluation des besoins, amenagement des infrastructures sanitaires, gestion des dechets, approvisionnement en eau potable, coaching, …) • Experience dans l’approvisionnement national et international des equipements et materiel sanitaires• Une bonne maitrise du processus et des procedures relatives aux acquisitions des biens sur le plan national et international.
Desirable: Une experience de travail dans la gestion, la mise en œuvre d’operations logistiques des urgences et / ou d’assistance technique dans un domaine similaire du systeme des Nations Unies serait un atout

Le poste requiert :- des connaissances actualisees de tous les changements survenus dans les modes operatoires normalises. – Une Expertise technique en matiere d’approvisionnement et de gestion des vaccins, d’equipements de la chaine du froid, d’equipements de transport et de communication, de securite des injections et de gestion des dechets, etc. Capacite a assurer un leadership, a suivre les progres et a concevoir des etudes.- Des Capacites a l’analyse technique des dossiers d’appel d’offres, a la verification de la congruence des acquisitions et les specifications techniques exigees par l’Organisation dans le cadre de l’achat des equipements et materiels, au suivi-evaluation des travaux du genie civile requis au compte du projet

REMUNERATION

Remuneration comprises an annual base salary starting at XOF 19,649,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
