La mission du programme de l’OMS pour les urgences sanitaires (WHE) est d’aider les pays et de coordonner les actions internationales pour prévenir, préparer, détecter, réagir rapidement et se remettre des épidémies et des urgences. Dans le cadre de ce programme, le Département de la préparation des pays aux urgences sanitaires et le RSI sont responsables du suivi et de l’évaluation de la préparation des pays aux urgences sanitaires et humanitaires, de la planification et du renforcement des capacités nationales pour acquérir les capacités essentielles et du Secrétariat du Règlement sanitaire international (2005). Le Département a adopté une approche globale du risque et implique les trois niveaux de l’Organisation. Le Département accorde la priorité au soutien des plus vulnérables et des pays à faible capacité.

OBJECTIVES OF THE PROGRAMME

Country Management Support Units (CSUs) have been established within the organizational structure to support managers and staff to fully assume their responsibilities within the GSM environment and to ensure compliance with policies, procedures, organizational rules and regulations for all administrative and financial matters and transactions within the context of an enterprise resource planning (ERP) system.

DESCRIPTION OF DUTIES

Advises the Head of WHO Country Office (WR) for informed decision-making on procurement transactions;-Coordinates the preparation and submission of procurement plans by the various budget center clusters;-Prepares and monitor the implementation of the procurement plan ensuring that objectives and priorities are met and on track; – Assess requests from technical units and partners and advise on compliance with the rules and regulations of the organization;-Manage procurement resources and ensure compliant and effective use of procurement standard operating procedures;-Maintain database of pre-qualified and assessed suppliers;-Maintain and monitor all procurement activities procurement, logistics and contract services for the office through the use of the Oracle GSM system and other procurement tools including Business Intelligence (BI); provide reports, data and statistics;-Provide advice on procurement, logistics and procurement services to managers and staff;-Ensure smooth running of procurement operations, including ordering and delivery of goods and services;-Maintain regular contact with the Regional Contracts and Procurement Service (CPS/AFRO) and follow up on the deliberations of the Contract Review Committee (CRC);-Ensure the follow-up of the shipment of items orders from transport companies and liaise with local authorities for tax exemption and timely customs clearance of items; – Acts as secretary of the local purchasing committee; – Analyze and/or evaluate supplier performance , with other designated staff members;-Ensure compliance with travel policy;-Perform all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: A first university degree in procurement, logistics, business or public administration, or a field related to procurement, obtained from a recognized university.
Desirable: A master’s degree or relevant professional qualification in procurement or logistics from an accredited/recognized institute.

Experience
Essential: At least two years of relevant experience in procurement and logistics services, part of which in an international context.
Desirable: – Experience in developing countries. Prior experience in humanitarian field work, with WHO, another UN agency, health cluster partners, recognized humanitarian organizations or an international non-governmental organization. – Experience using Oracle disaster planning systems. company resources or similar software packages.

Skills

In-depth knowledge of procurement operations and purchasing services; Excellent organizational and analytical skills, with the ability to coordinate activities and multi-task; Excellent interpersonal skills with the ability to negotiate with officials and persuade them tactfully and diplomacy; Hard skills in implementing services operations and procurement processes; Strong skills in the use of Enterprise Resource Planning Oracle systems or similar software packages; Strong computer skills in office applications, including Excel, Power Dot and Word.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 49,254 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2652 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
