L’Organisation internationale pour les migrations (OIM) et le ministère des Affaires étrangères des Pays-Bas ont lancé début 2021 l’initiative Coopération sur la migration et les partenariats pour la réalisation de solutions durables ( COMPASS ). COMPASS est une initiative mondiale, en partenariat avec 14 pays, conçu pour protéger les personnes en déplacement, lutter contre la traite et le trafic d’êtres humains et soutenir le retour dans la dignité tout en favorisant une réintégration durable.
L’initiative est centrée sur une approche globale de la société qui, en plus d’aider les individus, fonctionnera à tous les niveaux – les ménages, les communautés et les communautés au sens large. En plus des activités mondiales, COMPASS se concentre spécifiquement sur les pays partenaires suivants : Afghanistan, Algérie, Tchad, Égypte, Éthiopie, Irak, Liban, Libye, Mali, Maroc, Niger, Nigéria, Soudan et Tunisie.
Le consultant recueillera des photos, des vidéos, des audios et des témoignages écrits de migrants, de partenaires et de personnel dans des lieux ciblés, sur la base de profils sélectionnés. Il / elle partagera des histoires éditées (une collection de vidéos, de photos, d’audios et d’histoires écrites, en anglais et en français) pour chaque personne interrogée.
The Dakar based Media, Communication, and Awareness Raising (MCAR) Unit will provide clear production instructions ahead after contract signature. The Duty Station will provide guidance in logistics, and the identification of suitable interviewees of which the consultant will select and follow up on the most interesting leads.
Consultants are allowed to sub-contract certain aspects of this assignment (ex. writing or copy editing, translation, video) for up to 30% of the overall workload. The lead consultant will act as the sole focal point for IOM.

Category B Consultant hired to deliver a report on a one-instalment payment basis:
- First deliverable – make a selection of the most interesting stories and leads, in line with COMPASS Editorials, out of a longlist proposed by IOM staff in the Duty Station and prepare the production of all audiovisual materials.
- Second deliverable – 4 migrants, 4 partners and 2 IOM staff member – all part of the COMPASS initiative – interviewed, including audio, video recordings and written notes (3 of each in total)
- Third deliverable – At least 10 photos per interviewee are collected following guidance delivered in creative brief, edited and shared with consent forms uploaded in the Community Response App – Deliverable by email by 24 February 2023*.*
- Fourth deliverable – the 3 video interviews with identified migrants, partners and staff are edited including quality B-roll following the predefined formats, COMPASS guidelines, and creative brief, with subtitles in English and French (SRT files). The consultant will deliver edited versions (working files) alongside selected alternative sequences to allow post-production and future adaptation of different sizes (a production kit) – Delivered by online transfer by 28 February 2023*.*
- Fifth deliverable – the 3 audio recordings of the interviews are delivered, after initial cut and mastering, including transcript, following guidance received during creative brief – Delivered by email by 24 February 2023*.*
- Sixth deliverable – the 2 articles covering the stories of the migrant and partner are edited following COMPASS guidelines, Storyteller format and creative brief, in English and French – Delivered by email by28 February 2023.
