POSITION: HR Coordinator

BASE LOCATION: Bamako  
REPORTING TO:   People & Culture Manager
LINE MANAGEMENT RESPONSIBILITIES: HR Assistant  
PURPOSE OF DIVISION:

The Human Resources department manages the organization’s staff related matters from the start to the end of the employment relationship, as well as continuous learning and improvement. It does so through providing comprehensive HR and L&D services.

JOB PURPOSE:

The purpose of this role is to support and implement policies, processes and provide practical solutions to complex cases relevant to recruitment & selection, payroll roll and benefits administration as well day to day HR operations in programme areas of Islamic Relief Mali.

The HR Coordinator is expected to work with CD, respective head of units, and external organisation. She/He will provide advisory services on day-to-day HR operations.

 

SCOPE AND AUTHORITY

Scope of the Role:

The position holder will be responsible for providing efficient and effective HR service delivery to IR programme areas staff (Country Office/North & Centre & South) and ensure policy compliance.

Assist People & Culture Manager and Country Director in roll out and compliance of new policies and systems relevant to HR as well as deliver orientation sessions to respective area staff.

 

Responsibility for Resources (Bullet Points):

  • The role has no direct budget responsibility, but will have input into budget decisions.
  • Required to guide and support IRM staff on HR related matters.
  • Access to confidential information (managing filing systems, maintaining databases, publications, and reports).

 

KEY ACCOUNTABILITIES (Bullets Points)

The following are the main responsibilities that the role holder will be accountable for:

 

 

To ensure the implementation of HR Policies and assist in revision as well as development of cost-effective HR service delivery mechanism:

  • To ensure implementation of existing HR policies and provision of advices to respective areas staff.
  • Support in reviewing HR policies & practices and propose to People & Culture Manager for high quality & cost-effective HR services to the Organization.
  • Support People and Culture Manager and Country Director in the development and implementation of HR strategy.
  • Please on compliance with Country legislation in connection with the payment of taxes, health and safety issues of staff, the establishment of delegates etc.

To ensure fair & transparent recruitment process by utilizing adequate selection tools along with policy compliance:

  • Developing recruitment planner and to ensure best talent is attracted though adequate selection process & tools.
  • Coordinate staffing process and functions to identify optimal recruiting strategies; ensuring proper selection.
  • Provide proactive support in the development of Job Requests, Job Description and ensure timely Job Advertisements. To ensure all staff must have job description in place.
  • Facilitate written assessment and organise interviews for recruitment of vacant positions and ensure its arrangement through a fair and transparent process.
  • Conduct Reference Check for the selected candidates where required.
  • Preparing / Processing offer letters and employment contracts by exercising proper due diligence.
  • Conducting new staff induction.

To ensure equity in compensation as well as monitoring and timely reporting of all respective areas staff.   

  • Ensure accurate processing of monthly payroll and administration of staff benefits (medical, overtime,  advances, leave etc).

To ensure staff performance, development and satisfaction by:

  • Facilitate staff on appraisal process and provide orientation of the process.
  • Conduct regular follow ups with respective line managers on issues arising from performance management
  • Analyse training need in conjunction with line managers and recommend effective training approaches.
  • Processing training requests and facilitate in leveraging learning after training.
  • Advising staff regarding training programs.

Staff Counselling:

  • Ensure staff grievances are addressed in accordance with people and culture guidelines and advise staff on resolution approaches. Brief and orient staff on handling grievances.
  • Support and facilitate management in terms of provision of information/analysis for corrective actions, where required.
  • Career counselling with employees and ensure effective employee relations.

Others:

  • Monitoring & maintain of attendance system at area/field level and ensure follow up actions.
  • Maintain confidentiality of HR practices, processes, information and its documentation.
  • Ensure availability of up-to date HR record (hard/soft).
  • Processing and taking lead in issuance of employee ID cards.
  • Ensure HR practices are in compliance with the IR’s Equal Opportunities policy, Code of Conduct and other legislations.
  • To carry out regular field visits of each area on quarterly basis.
  • Develop HR reports (monthly, quarterly, HR Analysis etc) as & when required.

Essential:

Knowledge, Skills and Qualifications (Bullet Points)

Bachelor or Master degree with Major in HR

Relevant trainings/certification in HR

Knowledge of training delivery, facilitation

Knowledge of staff development related interventions.

Knowledge of staff performance management

Knowledge of prevailing labor laws

Knowledge of handling staff grievances & disciplinary matters

Good communicator with strong written and reporting skills, and an excellent ability to influence others.

Excellent negotiation and conflict resolution skills

Adaptable in approach to work with willingness and to work under pressure in a demanding environment

Experience (Bullet Points)

Minimum 5 years of relevant experience with Bachelor degree and/or 3 years with Master degree

Experience in handling HR operational matters, service delivery, performance management, recruitment & selection and other staff related day to day affairs

Diplomacy and also ability to support others well and gain trust

Initiative and motivation to work independently and develop solutions to problems, highly flexible in style with the ability to produce creative and pragmatic solutions in HR related complex matters.
