POSTE 1 : PROGRAMME IMPACT CONSULTANT
Result of Service
The consultant’s work should help to improve the knowledge and understanding of actors in the field and contribute to enhancing mutual trust, and dialogue with affected communities. His/her work will contribute to strengthening the ownership of results by the communities on both sides of the border. Finally, in observance of SC Resolution 1425, women and youth in these areas will be granted opportunities to highlight their needs and participate actively to lay out the strategies for tailored assistance.

Duties and Responsibilities
The Consultant will be responsible for participating in project planning, implementation, monitoring, reporting and programme development within border areas in both countries. To this end, he is accountable to the Program Manager of the CNMC.
The Consultant will conduct research, support the development of, and communicate the economic, social and cultural impact arising from the Commission’s portfolio. This will be achieved by building and managing effective means of capturing impact, creating a reportable database of impact projects and case studies which will be used to raise the profile of the Commission’s research impact, both internally and externally, and support the CNMC’s efforts in fundraising.
The Consultant will be required to develop specialist knowledge around impact and provide advice to the Program Manager and CNMC senior staff on how to understand, assess and collect evidence of the external impact of their related outputs.
This position will also involve working with local stakeholders in border villages and areas, including remote places in Cameroon and Nigeria to identify possibilities for engagement, collaborations and impact, at all stages of the CNMC’s mission and mandate.
• Prepares or oversees preparation of a diverse range of information communications products, including well-crafted media pitches, social media messaging in support of major ECA’s initiatives.
• Drafts complex material for newsletters, periodicals and reports and edits drafts prepared by junior officers
The Consultant will also ensure that impacts are clearly evidenced in order to maximize and accelerate the effects by engaging as wide an audience as possible. He will tailor and deliver presentations on developing impact and gathering evidence from both individuals’ and communities’ testimonies. The Project Impact Consultant will work with civil society organizations and the media and will undertake other related responsibilities and tasks as requested by the Program Manager.
Qualifications/special skills
Advanced university degree (Master’s or Doctorate degree, or equivalent) in political communication, journalism, international relations, public administration or related field is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
A minimum of seven years of progressively responsible experience in communication and public advocacy, public information, journalism, political communication, or related social science area in an international organization is required.
Experience working in an international context or multilateral institution is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both language is required.

POSTE 2 : Civilian Observer to the CNMC – Socio-Economic
Result of Service
• Daily, weekly and monthly report on the situation in Nigeria and Cameroun and the relationship between them and with other neighbors, emphasizing the aspects that could have impact on the implementation of the ICJ ruling, as well as aspect that could have impact on West Africa sub region and all other items considered relevant according to the mandate of UNOWAS and CNMC.
• Provide and counsel senior officials with well-analyzed, concise information and recommendations as to appropriate action to be taken; propose solutions, action, consultation and positions to solve problems.

Duties and Responsibilities
Under the overall guidance of the Special Representative of the UN Secretary General (SRSG) and Chairman of the Mixed Commission, reporting directly to the Senior Economic Affairs Officer and CNMC Programme Manager, the Civilian Observer will be responsible for the following duties:
• The candidate may be responsible for office management, leading one of the satellite offices of Yaoundé or Calabar and liaising with the Dakar HQ, which could also entail logistical support to the technical field teams that travel to the border on mission.
• Lead or participate in the formulation, organization and management of mandated programmes of economic analysis and the formulation of possible economic strategies, policies and actions relating to the work of the Mixed Commission and UNOWAS.
• Develop projects to promote joint economic ventures and cross-border cooperation etc.
• Analyse and assessing the implications of the ICJ decision including the need to protect the rights of the affected population in both countries; prepare analytical reports including recommendations on solutions and/or possible action.
• Assist in the development of additional confidence-building measures, including liaising with and coordinating meetings, on a regular basis, between UN agencies, local authorities, representative of the Mixed Commission, NGOs….
• Lead or participate in the identification of new or emerging development issues of potential concern to the international community, particularly those of a regional or global nature, and design and develop programmes to address them.
• Conceive, plan and manage expert group meetings, seminars and similar consultations that contribute to the finalization of the work office’s outputs; prepare advisory meetings with the parties on national development and environmental initiatives in the Bakassi peninsula.
• Finalise reports on socio-economic and development for submission to the CNMC and UNOWAS.
• Identify and follow up community development projects in Cameroon and Nigeria.
• Participate, develop and support project evaluations, including data collection design, tools, and implementation, data analysis and qualitative assessments.
• Regularly produce reports documenting assistance to the affected population and Cameroun and Nigeria development projects along the land boundary and in Bakassi.
• Provide up-to-date information to senior officials and colleagues, regarding substantive economic matters and country or regional issues and make recommendations on actions to take.
• Maintain contacts with other sectors of the UN, other international organizations and governments on coordination and policy matters; brief representatives and provide, as appropriate suggestions and recommendations.
• Arrange and participate in field missions and meetings of the Mixed Commission.
• Perform other related duties as required.
Qualifications/special skills
Advanced university degree (Master’s degree or equivalent) in economics, Public administration, social science or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of seven years of progressively responsible experience in socioeconomics research, analysis and reporting, policy formulation, application of economics principles in development program, or related area is required.
Experience in projects design and implementation, logical framework and fund raising is required
Field experience is desirable.
Working experience with un agencies is desirable
Languages

Additional Information
UNOWAS is entrusted with the overall mandate of enhancing the contributions of the UN towards the achievement of peace and security in West Africa and the Sahel. This includes governance, mainstreaming security sector reform into development strategies, defining an integrated sub regional approach to humanitarian, human rights and gender issues, curbing corruption, poverty alleviation, addressing youth unemployment as well as cross-border illicit trafficking and organized crime. These emerging destabilizing issues can be considered as new threats to security.
The mandate of the Mixed Commission on Cameroon and Nigeria (CNMC) is to ensure the peaceful implementation of the judgment of the ICJ (International Court of Justice) and to prevent related tension between Cameroon and Nigeria from escalating into conflict.
In this complex and sensitive environment, the CNMC would benefit from the work of a Civilian Observers with strong knowledge of the mandate of the CNMC as well as expertise in supporting national peace initiatives.
