POSTE 1 : Country Security Manager

JOB DESCRIPTION

 

PURPOSE OF POSITION

 

To support the Response Director in ensuring that effective security measures for the Response Office programs are both appropriately planned for and addressed within the national context.  Lead in the optimization of organizational security and the mitigation of operational risks for ministry effectiveness by establishing security systems and mechanisms for institutionalizing an organizational culture and practice of safety and security.

ROLE DIMENSION / DESCRIPTION

 

Strategy & Planning

 

  • Develop and implement the Response Office security strategy in alignment with WV security policy so as to ensure the operational priorities of the Response Office are appropriately supported.
  • Ensure Security Risk Assessments, Country Risk Ratings and Core Security Requirement standards, processes and procedures are completed in accordance with current Office of Corporate Security guidelines and training
  • Provide leadership/ management of the security team in country.
  • Response Office is aligned with all current World Vision security policies and strategies.

Security Operations

 

  • Work with the Response Director and Regional Security Director to carry out Security Risk Assessments as required/directed.
  • Country Risk Ratings are established and updated as required
  • Ensure Core Security Requirements are implemented in line with Country Risk Ratings
  • Provide input and support to management in crisis situations and critical incidents
  • Conduct security investigations when required.
  • Response Office is applying all current security requirements in accordance with World Vision security policy and procedures.

Fleet Management

 

  • Strengthen Standardization and enforcement of fleet management procedures, guidelines and processes;
  • Analyze and disseminate information from fleet management system for management decision.
  • Ensure that all organization’s motor vehicles and motorcycles are properly insured in accordance with the set policies.
  • Promote and spearhead safety driving /riding of motorcycles and motor vehicles in the organization.
  • Management of fleet and logistics related contracts for goods and services
  • Analyze vehicle status and cost upkeep, provide recommendations on vehicle disposal and replacement.
  • Support the implementation of the security management plan for the country program through providing adequate transport planning and support.
  • Response Office Fleet Management is well managed in accordance with World Vision Fleet policy and procedures.

Networking and External Liaison/Engagement

 

  • Represent WV at local NGO security network meetings and ensure information from these groups is disseminated to relevant staff.
  • Build ongoing networks for sharing security information and coordination with the UN agencies, the Govt and other relevant partners.
  • Security Relationships with other NGO’s and relevant partners are established and maintained.

Capacity Building and Technical Training

 

  • Coordinate the assessment, development and implementation of the Response office capacity building plan for security management based on local security risk assessments.
  • Seek to develop a culture of security awareness and monitor staff compliance.
  • Buy in a stronger organizational security culture by assessing staff security training needs.
  • Response staff are trained in alignment with the Office of Corporate Security and current international good practice standards.

Reporting and Documentation

 

  • Provide a regular security report to the Response Office, Region and Office of Corporate Security.
  • Ensure that all security incidents are reported in accordance with WV Security Policy.
  • Conduct performance reviews of the field-based security focal persons.
  • Collect, analyze and disseminate security information appropriately
  • All documentation is prepared in a clear and concise manner and disseminated in accordance with World Vision policies and procedures.

KNOWLEDGE, SKILLS AND ABILITIES

 

Minimum education, training, and experience requirements to qualify for the position:

Education

  • Relevant Bachelor’s degree (Master preferred) in Security Management, Risk Management, Strategic Studies, International Relations or Emergency Management. Or 3 years equivalent field experience in organizational Security Risk Management.

 

Preferred

  • Previous experience in the professional security arena (INGO, Corporate, Military, Law Enforcement, or Emergency Services).

 

Experience

  • No previous criminal record or convictions – Essential
  • REQUIRED: Confirmed employment  of the security officer is contingent on him/her passing the HEAT training course within 90 days of employment (probation period) – Essential
  • At least 5 years’ experience in a proven security or emergency service field (public, private, and government or NGO sectors in military, security or law enforcement services).
  • Operational experience
  • Strategic / Managerial experience- Essential
  • Minimum three (3) years’ experience working with UN Agency / NGO

 

Preferred

  • Radio and/or Satellite phone communications experience, operations and management – Desirable
  • Demonstrated experience in designing and delivering training. – Essential
  • Demonstrated project management stills and the ability to work effectively under pressure (particularly in a crisis situation) – Essential
  • Ability to communicate well in English & French (verbal and written) – particularly in a crisis situation – Essential

POSTE 2 : Finance Manager

Job Description:

Purpose of the position:

To lead in financial management and accountability for WV CAR Office, which will be implemented within the provinces in the country.  To ensure compliance with grant regulations, timely and accurate financial reporting and capacity building of WV CAR finance staff

To support the effective decision-making and financial sustainability of the project for both internal and external stakeholders.  To ensure stewardship, accountability and transparency at all levels through the empowerment of WV CAR and partners. To ensure good planning & budgeting and minimize risk exposure to WV CAR and partners.

Responsibilities:

 

Leadership, Capacity Development and Strategic Partnering

  • Provide strong and positive leadership to the finance department ensuring competent and motivated staff are hired and retained, providing efficient delivery of services.
  • Ensure professional and personal development of finance staff through adequate orientation, on-the-job coaching, identification of learning, training needs and opportunities (e.g. in accounting, procurement, SunSystems, grant management, risk management, leadership, etc.); and succession planning.
  • Model Christ-centered servant leadership and support spiritual development of his/her team.
  • Actively participate in the WARO Finance team meetings.
  • Attend and actively participate in strategic regional meetings.
  • Facilitate Operations and other non-finance staff in understanding and interpretation of financial statements.
  • Ensure partnership finance policies and procedures are understood by Senior Management, Operations/Technical staff, Communities, Local Partners and Board, as appropriate.
  • Develop strong networks internally (other NOs, SOs and partnership entities) and externally (other NGOs, banking entities, communities, etc.) through effective communication, relationships and twin citizenship.
  • Ensure adherence to WVI key policy documents – mission, core values, and covenant of partnership

 

Grant & PNS Monitoring and Compliance

  • Ensure that grant financial tracking/monitoring systems are established and maintained to comply with donors’ requirements and WVI policies
  • Ensure that grant compliance with all requirements, regulations and policies are met during all project phases
  • Ensure accuracy, efficiency and effectiveness in all areas of grant accounting
  • Regularly evaluate the internal control systems that support grant accounting needs, including necessary and appropriate adjustments to Sun-Systems coding, database integration, etc.
  • Provide grant guidelines on budgeting, reporting, indirect project cost allocations, Labor Distribution Report (LDR) processing, reconciliation,  in order to establish high grant accounting standards
  • Review and approve all journal entries to ensure correct postings to finance database
  • Maintain regular communication with Support Office finance staff regarding financial status of the projects

 

Sub-recipient monitoring and capacity building:

  • Manage and ensure Sub-recipients have internal control systems in place such that accounting records are complete, accurate and are maintained on a consistent basis within the generally acceptable accounting principles.
  • Take lead in continuous improvement of the quality of documentation/financial reports submitted by sub-recipients as a result of training sessions conducted.
  • Ensure timely submission of reports by sub-recipients to enable review and consolidation of report for timely submission to donor as a result of training sessions conducted.
  • Under-take field visits to ensure Financial reports can be linked to the programmatic reports
  • Through review of submitted financial reports, all sub-recipients are privy to information as to their performance, avenues for improvement and what is expected of them.

 

Financial accounting & Reporting

  • Maintain accounting vouchers and files of the project
  • Train sub-recipients (partners) with weak capacity in developing accounting records.
  • Provide confirmation of availability budget prior to expenditures being incurred under the Grants and PNS Projects.
  • Review and timely submission of program financial data to finance or incorporation into the Ledger.
  • Ensure financial reports are received form sub-recipients, reviewed and consolidated and available to assist in decision making.
  • Prepare monthly financial reports for all projects to ensure, spending is monitored to and it is in line with the approved budget. Variances explained.
  • Consolidate financial reports from Sub-recipients for review and subsequent submission to Donors. This ensures timely disbursement of funds from the Global Fund to the program. Subsequently, Sub-recipients receive disbursements on time thus timely implementation of planned program activities.
  • Timely response to any queries relating to the financial aspects on grants and PNS from donors, WARO, Support Offices, Auditors and Sub-recipients.

 

Finance budgeting:

  • 1 Support program and RAM Team in budget development, monitoring and reporting
  • Ensure proper analysis on Budget versus actuals.

 

Cash and asset management:

  • Carry out quarterly analytical reports submitted to the Finance Director and Management.
  • Capacity assessment of Sub-recipient’s financial management systems on their ability to manage and report accurately on the grant funds.

 

Requirements:

  • Bachelor’s degree or equivalent qualification in Finance or Accountancy
  • Solid knowledge of accounting principles, financial systems, budget/cash-flow monitoring and internal accounting controls
  • Minimum five years’ experience of which two years must be in grant accounting and international NGOs

  • HEAT Training is Mandatory for this position Effective in written and verbal communication in French and English is Mandatory for this position
  • Certified Public Accountant (CPA) or Chartered Accountant would be desirable
  • Good understanding of working with sub recipients at higher level Basic understanding of Major donor regulations.
  • Previous experience with GF is preferred. Demonstrated expertise and experience in supervising consortium partners
  • Experience and proficiency on financial software and reporting systems Self-guided, strong organizational and planning skills; ability to work independently and under pressure
  • Ability to manage interpersonal relations and work effectively with others, to establish and maintain good working relations in a multicultural, multiethnic environment while showing sensitivity and respect for diversity.
  • Proficiency in Microsoft Office programs including Excel and Word Excellent English oral and written communication skills.
  • French language skills are a bonus., Able to work on a cross-cultural environment with a multi-national staff.
  • Experience working in Humanitarian and or fragile context environment.
