Mission:
The Regional Ombuds and the rest of the SOS Ombuds Office (i.e., National Ombuds, other Regional Ombuds) work independently regarding management and accountability, but they have to align to the SOS policies and processes. The Regional Ombuds position is contracted by SOS CVI, but accountable to the Ombuds Board, in a consulting and independent role to ensure the Ombuds is a stable resource with sufficient oversight and focus.
The Regional Ombuds is to provide checks and balances to SOS Safeguarding systems at the national and regional levels. The Regional Ombud’s main role is to support the National Ombuds in determining solutions at the local level, ensure relevant training for Ombuds personnel, and define and communicate trends to SOS CVI, SOS National Director, SOS National and Regional Child Safeguarding Teams and Member Association Boards.
The SOS Ombuds Office is carried out with a rights-based approach in accordance with the Convention on the Rights of the Child (1989). Developed with input from children and young people, the Ombuds Office functions on the fundamental principles of independence, impartiality, confidentiality, and informality. Honouring these principles are critical to the success of the Ombuds Office.
The Regional Ombuds serves as a designated independent consultant providing informal and confidential support to National SOS Ombuds in resolving inquiries at the national level.
The Regional Ombuds will provide advice, guidance, and support to the National Ombuds so they have the knowledge and skills required to be successful in their role. The goal is to promote fairness of process and successful conflict resolution within SOS Children Villages Member Associations through the Ombuds Office fundamental principles.
Main Activities:
- Ensure that SOS procedures and policies were adhered to by the SOS Child Safeguarding Team;
- Look at the concerns, communication challenges, and find solutions in a timely manner with accurate and helpful information;
- Apply SOS processes and help navigate between SOS and external processes and systems as defined by national legislation and policy;
- Refer to appropriate SOS departments, local agencies, legal advice, mediation, and/or community resources when appropriate;
- Oversee fair and equitable treatment
- Train, manage, orientate, and support all National Ombuds within the Region about the Ombuds role and responsibilities, using the SOS Ombuds Master Charter
- Where inquiries or trends evidence the need, give recommendations to SOS on child-friendly and staff-friendly policies, trainings, and processes within the Region.
- Develop and maintain a confidential database that tracks concerns and issues
- Identify and communicate relevant regional trends within SOS programmes, services, and personnel and submit recommendations to Regional Management, Regional Child Safeguarding Team and the Global Ombuds, as appropriate, while maintaining the confidentiality of the Ombuds Office.
- Works with the National Ombuds and the Regional Child and Youth Network LAAM (when is in place), to collaborate with children and young people’s representatives to ensure their views and feedback influence and lead to improved Ombuds services.
Requirements:
- At least Bachelor’s degree in a relevant area such as law, social work, psychology, sociology, child rights, youth work or psychosocial wellbeing.
- Five years demonstrated experience as an Ombudsperson or closely related role in child safeguarding or child rights.
- Experience in management and leadership.
- Advanced French and English level
- Highly skilled in managing people and building effective teams across numerous cultural contexts
- An open-hearted, honest, and kind person who respects and understands children and young people
- Educated with knowledge of children’s rights, safeguarding and related issues, including local, national and international laws, conventions, declarations and regulations.
- Responsible and courageous to defend children and their rights, to offer support, to be impartial while also advocating for and with children and young people.
- An attentive listener with good observational skills and strong communication skills
- Strong ability to oversee, develop and facilitate effective trainings, orientations, and ongoing support workshops for Ombuds Office personnel and the Ombuds scale up programme.
- Motivated to visit and spend time with children and young people to build trust and understand SOS’ programmes
- Committed to sharing information in accessible ways, to seriously consider children and young people’s views and feelings, while also ensuring careful consideration of their best interests, especially when making decisions.
- A problem solver, adviser, and an influential mediator to resolve referrals from the National Ombuds and Regional CSG promptly and effectively

Sub-Regional Safety and Security Advisor (Sahel)

Location: Lomé or Dakar (with 50% travel to Burkina Faso, Mali and Niger)
Mission:
Reporting directly to the Regional Head of Safety and Security for West, Central and North Africa (WCNA), the Sub-Regional Safety & Security Advisor (hereafter referred to as the Advisor) is responsible for overseeing the security and risk management processes in our National Associations in Burkina Faso, Mali and Niger while ensuring transparency, accountability and the efficient and proper use of organizational resources.
Tasks and Responsibilities:
Lead People
- Provide matrix leadership and develop a network of national security focal points.
- Drive SOS security capacity across the organization through transparent communication and effective stakeholder management.
- Serve as ultimate accountable for delivery of security strategies including guard force performance.
- Ensure adequate communication on security issues across the program locations and IRO_WCNA
- Provide advice and respond to training needs to develop staff safety and security competencies
Protect the Organization
- Update and implement security strategies across all national organizations.
- Investigate and monitor security incidents to include instances of fraud.
- Lead the development and review of security plans and procedures including contingency and crisis response plans, severe incidents, and standard operating procedures.
- Undertake regular security assessment missions to all program locations across the Sub-Region.
- Monitor the reporting and data gathering of security incidents and generate analysis/reports on security trends.
- Build a professional culture of candor and integrity.
Manage Empowering Relationships
- Establish and maintain effective working relationships with key external stakeholders in the Sahel Sub-Region.
- Live the humanitarian values (neutrality, impartiality, independence & humanity) in interactions with external stakeholders.
Develop and Innovate
- Ensure professional development and continuous awareness of developments in the security profession.
- Seek to apply learning and other innovation to safety and security program.
Requirements:
- At least five years of security management experience at a national level and higher;
- University degree with formal training in the security field;
- French language proficiency with some English language capacity;
- The ability to travel up to 50 percent of the time;
- Possess strong integrity, emotional intelligence and communication skills;
- Knowledge of functional leadership in global organizations;
- Positive working attitude and ability to work under high pressure; and
- Pro-active and self-motivated to learn and acquire additional competences needed for the job.
