CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The humanitarian MEAL Coordinator will coordinate MEAL activities for the response. The candidate will be responsible for data collection tools development, datasets analyses and report writing. She/he will also provide support to community organizations, implementing partners and SCI program staff to systematically measure progress in the implementation of SCIs emergency response. She/he will provide a framework through which these measurements (M&E data) are fed back to those involved in the running of the various component of the emergency response program and ensure that the information can support and guide the decisions of the management team to improve the quality and impact the program operations.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:
Key Responsibilities for M&E:
1. Work in close collaboration with the Humanitarian team leader, MEAL Manager and all humanitarian project manager to develop an overall M&E framework for the Emergency Response Program
2. Liaise with the MEAL Adviser for the development and implementation of an M&E Plan for each project intervention
3. Develop indicator reference sheets, including a list of operational definitions of what are being counted for each indicator and develop appropriate data collection tools for the humanitarian Response Program programmatic indicators.
4. Provide community organizations, implementing partners and save the Children staff with clear and simple instructional sheets for each data collection tool and trained/provide regular coaching to relevant staffs and other stakeholders (e.g. teachers) on the use of the data collection tools.
5. In consultation with sector specialists, design and develop program database and regularly update the Emergency Response Program Database including data analyses and report writing emanating from the database
6. Conduct post data entry verifications and regularly backups of Emergency Response Program’s programmatic database and information.
7. Conduct regular field visits to track progress against indicators and put in place systems for routine data quality checks and validations
8. Lead the coordination of field data collection and the flow of reports from the field to the management team and provide regular feedbacks to field workers and key stakeholders of progress in program implementations.
9. Lead the Emergency Response Program baseline and evaluation activities and ensure the dissemination and use of the information products.
10. Collate case studies and/or help partners to collect case studies for tracking program results.
11. Actively participate in M&E meetings with key stakeholders
12. Prepare monthly/quarterly progress reports and statistics as well as mid-/final reports to stakeholders
13. Advise and put in place a system for promoting transparency and accountability of Plan for stakeholders.
14. Perform other tasks as required by the Humanitarian MEAL Manager

QUALIFICATIONS
3-5 years’ experience in M&E positions and/or program experience in field data collection in emergencies
EXPERIENCE AND SKILLS
Essential
1. 3-5 years’ experience in M&E positions and/or program experience in field data collection in emergencies
2. Detailed knowledge of M&E frameworks and M&E Plans, systems and indicator reference sheets
3. Experience in at least one of the following sectors: Nutrition, Child Protection, Education and WaSH.
4. Good understand of routine data quality checks/validation
5. Experience in survey and qualitative interviewing, including supervising field data collection teams and writing research reports/case studies
6. Proficiency in mobile data collection tools design and deployment
7. Advance knowledge Microsoft Office Suite, especially MS Word, Excel, and PowerPoint
8. Proficiency in the use of statistical analyses software e.g SPSS, STATA, Epi Info etc
9. ability to assess problems and recommend solutions

The Information Management Officer will assume a technical role in maintaining, reviewing, and developing an effective information management system from multiple data sources, including but not limited to Kobo toolbox and the database of the electronic voucher service provider. The IMO is responsible for providing support in developing and strengthening the MEAL systems. S/he is responsible for providing support in the development and execution of annual MEAL plans; development and/or adaption of MEAL tools; training of staff, communities, and partners in key MEAL concepts and skills; documentation and dissemination of key learnings from MEAL and research results in support of the project objectives and outcomes; and ensuring that projects are accountable to beneficiaries and other stakeholders in line with Save the Children and donor policies and best practices.

Specific Duties:
• Based on the implementation plan, develop a system for reviewing and troubleshooting data queries on the platform provided by the electronic voucher service provider.
• Maintain a system for capturing and documenting data and relevant information on project activities, beneficiaries, outputs, outcomes, and impacts, which is feasible, practical, and “user friendly”, and will obtain valid and reliable information.
• Compile and disseminate project reports (monthly, quarterly and annual reports, presentations etc.)
• Participate in the initiation and conduct of the evaluations, research, and assessments.
• Supervising field-based partner project staff and volunteers in the project impact areas through regular contact, field visits, and meetings; and undertaking data quality assurance (DQA).
• Develop and manage the Management Information System (database) and relevant tools for the project.
• Develop up-to-date monthly output performance reports
• Contribute to program updates and internal information sharing for the Program Manager.
• Maintain and do regular trend analysis on gathered data from platforms/databases (PDM, accountability data, program database).
• Work with the project team to establish reporting processes to ensure that all information and data are collected, documented, and collated accurately and promptly.

• Degree level qualification in Information Technology, Economics, Computer Science, Statistics or demography or any related courses.
