CARE Bénin/Togo recherche un(e) candidat(e) chef d’équipe expérimenté(e) et hautement qualifié(e), capable de fournir un leadership technique, de gestion et de partenariat pour un projet à venir qui vise à renforcer l’égalité des sexes au sein de la population béninoise et à réduire durablement la vulnérabilité socio-économique de la population féminine au Bénin. Le projet sera mis en œuvre en collaboration avec des organisations de la société civile (OSC) qui mèneront la stratégie de promotion du leadership des femmes, sur la base de leur expertise et de leur expérience dans ce domaine. Le chef d’équipe est responsable de la vision globale, du leadership technique, de la gestion du cycle du projet et de la gestion des opérations. Le candidat retenu doit avoir des capacités techniques, de gestion et de partenariat de haut niveau, ainsi qu’une expérience avérée dans la gestion des programmes, des finances et des opérations.
Responsibilities:
Adaptive Management / Program, Finance and Management
Lead the design and oversight of an annual project cycle in accordance with the donor’s annual planning cycles. Ensure that activities, budgets, outputs and outcomes are programmed and managed within an annual planning process, with flexibility and adaptability built into the program’s management structures and philosophy. – Work closely with all stakeholders, particularly at the start of the project, but also throughout the project. – Be responsible for risk management and financial aspects. – Continuous and proactive collaboration with the Country Director and Program teams to ensure that program implementation remains on track and delivered to high quality standards. – Ensure close and ongoing collaboration with the Finance and Operations teams to ensure that all financial policies are followed and that direct and partner delivery is conducted in a manner that minimizes costly rejections. He/she will also work with the finance and operations teams and program staff to ensure that audit findings are handled effectively so that they do not re-emerge as audit issues.
Technical Leadership on Gender Equality
Lead the development of innovative approaches related to the program’s core themes: gender, women’s leadership; gender-based violence, LNOB (Leave No One Behind). – Supervise completion of all technical requirements, including project outputs and deliverables, in accordance with the project work plan. – Ensure integration of gender, equity and diversity initiatives and values, including women’s engagement and empowerment in all project activities and within the team (staff and partners). Mobilize technical support structures and experts to build the capacity of civil society organizations that carry out the project implementation. Collaborate closely with government technical structures for the success of the project. Ensure the mobilization and valorization of CARE Benin/Togo technical expertise and the entire CARE International confederation for the success of the project.
Donor, Partner and Government Relations
Establish and maintain relationships with institutional partners and donors (in particular the project’s technical and financial partner). Prepare program advisory committee meetings and follow up on results and recommendations. Ensure timely reporting and communication with CARE International members, donors, government and other key stakeholders. – Externally, serve as the primary representative to key stakeholders and foster relationships with relevant government counterparts/departments, locally represented multi/bilateral donors, foundations, international and national NGOs, the private sector, CBOs and other civil society organizations. Actively coordinate with the donor, identify issues that need to be addressed to strengthen donor and government accountability and maintain a positive branding and visibility of CARE among these groups. Support and work effectively in coalitions, networks and social movements. Facilitate cordial relations with the media and act as a spokesperson for CARE as needed. – Internal to the project: act as the primary representative of CARE, bringing together three levels of partner organizations: technical, local implementing and resource partners. These partners will provide comprehensive services with the flexibility to respond to changing conditions on the ground. Build and foster trust with all partners to ensure that challenges, problems, and even possible failures are immediately identified and addressed. – Contribute to national dialogue on poverty reduction strategies and related issues.
Personnel Management
Direct management of key strategic management staff as well as supervision of all project staff. Specific duties include: – Implement CARE’s performance management system for direct reports, including goal setting, regular feedback, mid-term and annual performance reviews. Proactively address performance issues through timely, constructive and honest feedback and coaching. – Oversee the performance management system for the entire team, working collaboratively with direct reports to ensure that all staff receive regular feedback, coaching and mentoring and that performance issues are addressed promptly and fairly. – Ensure integration of CARE’s gender, equity and diversity principles are an integral part of the team’s values and operating guidelines- Engage collaboratively with direct reports to ensure that career development and learning opportunities and succession planning strategies are in place throughout the project. – Ensure that space and incentives are available for staff to develop and innovate for maximum project impact. – Oversee the recruitment, selection and orientation/integration of new senior technical staff.
Learning Environment for Quality Implementation
Collaborate closely with the Strategic Learning Manager on collaborative learning and adaptation (CLA) activities, Identify from year one and throughout the life of the project, opportunities for learning and project improvement, lead the project refinement process. – Partner with the Strategic Learning Manager and the Monitoring and Evaluation Unit Coordinator to develop and implement a thoughtful and reliable structure that promotes continuous learning, encourages staff to innovate, learn, develop effective approaches, and take greater responsibility for seeing themselves as active stakeholders rather than passive employees – Work closely with other members of the project management unit to ensure that project implementation is dynamic and adapts to opportunities and constraints, based on learning, activities to be phased out, activities to be scaled up, and activities that still require further testing/adaptation. – Help foster learning within the program to which the project reports and within CARE’s overall mission in Benin and Togo. – As part of the external coordination role, ensure that collaboration and learning is extended to external stakeholders and systems – including government entities, private sector actors, and civil society as appropriate. Sharing lessons with the project’s technical and financial partner.
Qualifications:
- Postgraduate degree in social sciences (law, sociology.)
- Proven experience in managing a program team
- Proven experience on key program themes: gender, women’s leadership, gender-based violence, LNOB
- Proven experience in the program’s key themes: gender, women’s leadership, gender-based violence, LNOB
- Experience in collaboration with state institutions, TFPs, CSOs, support to policy dialogue
- Professional experience in West Africa and Benin
- Fluency in written and spoken French is a must.
- Fluency in English is an asset
