Poste 1 : UN·E RESPONSABLE TERRAIN NUTRITION & SANTÉ URGENCE

Action Contre la Faim travaille en RDC depuis 1997 avec des programmes en nutrition-santé, sécurité alimentaire, moyens de subsistance et WASH. ACF met en œuvre des programmes d’interventions d’urgence et de développement pour réduire la morbidité et la mortalité dues à la malnutrition. Des approches multisectorielles intégrant la nutrition et WASH conformément à la stratégie nationale sont mises en œuvre dans l’ensemble des territoires de la RDC selon les alertes enregistrées.
La base Urgence d’ACF a un mécanisme de réponse rapide aux crises nutritionnelles, elle est opérationnelle depuis 2008 avec le soutien financier de donateurs tels que FCDO ou SIDA-RRM. Grâce à plusieurs années de déploiement de son pool d’urgence via le PUNCH financé par FCDO, ACF a acquis une vaste expérience dans les déploiements rapides (dans les 2 semaines suivant la confirmation de la crise) et une surveillance efficace et des traitements vitaux dans les situations d’urgence.
Au cours des quatre dernières années, ACF a effectué plus de 35 interventions de réponse rapide à travers le pays, y compris les provinces du Kasaï, Sankuru, Haut Lomami, Kwilu, Kwangu, Équateur, Tshuapa et Maniema. Sur chacune de ces interventions une équipe de techniciens et de support est déployée pendant une durée de 6 mois.
Le poste est basé à Kinshasa avec des déplacements à 40% dans les zones d’interventions. La mission ACF RDC compte une moyenne de 250 staffs Nationaux et une trentaine d’expatriés. Une très bonne ambiance au sein de la base et la possibilité d’avoir une vie sociale/sportive en dehors des heures de travail.
VOTRE POSTE ET VOS RESPONSABILITÉS
En tant que Responsable Terrain Nutrition et Urgence, et sous la supervision de la coordinatrice de la base Urgence, vous serez en charge de superviser la mise en œuvre et la qualité des programmes de nutrition et santé du projet Pool d’Urgence Nutritionnelle au Congo (PUNC) conformément à la stratégie globale, aux normes internationales et de ACF et aux politiques nationales et ainsi améliorer la situation nutritionnelle par la gestion et le suivi des équipes d’interventions de Réponses Rapide aux Crises Nutritionnelles en assurant la mise en œuvre du programme.
Plus précisément, vos missions seront:
- Concevoir, mettre en place et superviser les activités des interventions
- Former et développer les compétences des équipes ACF
- Encadrer et gérer l’équipe du programme
- Développer et piloter les interventions
- Représenter ACF et développer les partenariats locaux
VOTRE PROFIL
De formation supérieure en santé publique, médecin ou infirmier diplômé d’état, vous justifiez d’au moins 2 ans d’expérience sur un poste de gestion de programme nutrition/santé (planning, budget, pilotage, capitalisation) dans une ONG internationale. Vous disposez d’excellentes capacités relationnelles et rédactionnelles ainsi que d’un bon esprit d’équipe.
Vous avez une expérience confirmée en management des équipes et à distance.
Vous êtes capable de construire et suivre des outils de suivi
Vous avez l’aptitude à travailler et à vivre dans un contexte sécuritaire instable.
La maîtrise de la langue française (oral et écrit) et des compétences en informatique sont indispensables. La langue anglaise est un atout.
VOS CONDITIONS D’EMPLOI
- 8 mois de contrat à durée déterminée d’usage de droit français
- Salaire mensuel brut d’entrée de 2200 à 2525€ en fonction de l’expérience
- Per diem et frais de vie mensuels : 874 USD (cf eurocost) nets, versés sur le terrain.
- Allocation contexte mensuelle : 150€
- 16% du salaire mensuel brut de remboursement assurance retraite pour les citoyens non français.

Poste 2 : A PROJECTS COORDINATOR
MAIDUGURI, NIGÉRIA
VOTRE ENVIRONNEMENT DE TRAVAIL
Action Against Hunger (AAH) has been operating since 2010 in North-east Nigeria and has been able to successfully implement integrated programs in Nutrition, Health, Food Security and Livelihoods (FSL) and Water, sanitation and Hygiene (WASH). The mission has then expanded its programs gradually, in particular due to the conflict that emerged in 2017 in Borno state, by working on long term sustainable programs focused on system strengthening for Health, WASH, Social Protection, and Agriculture sectors. AAH Nigeria also aims to operate in the North-west Nigeria. In 2018, AAH launched the Rapid Response Mechanism (RRM) in order to provide an effective and quick humanitarian assistance to the displaced populations in Northern Nigeria. Currently, AAH is providing an integrated humanitarian response in Yobe State (12 Local Government Areas (LGAs), Borno (11 LGAs), Bauchi (2 LGAs) and Jigawa (6 LGAs) with partial presence in Kano.

Strategic Orientations:
Action Against Hunger aims to pursue its humanitarian operations with an integrating approach WASH, Food security and nutrition and health services, including addressing climate change adaptation. The need to fulfil the humanitarian imperative calls for the mission to sustain presence in hard to reach areas and to implement operations in new areas with growing needs and challenges linked to banditry and criminal violence. The volatile and highly insecure environment calls for flexible remote programing and tailored modalities of operations that engages community members, leaders and local civil society to continue operations despite a pull out/minimization of staff presence on the ground. Security, social cohesion and humanitarian needs assessments, regular monitoring of implemented activities and measures to prevent aid diversion along with ensuring a qualitative implementation will be adopted within remote management modalities.
Living conditions:
Security context: The Nigerian security environment is volatile, especially in the NE and North West, where the mission is operating. Specific to the NE, the non-state armed groups(NSAG) regular attacks to the military, government and humanitarian installations has made majority of the locations inaccessible and the mission has prioritized use of UNHAS chopper while completely banned its staff from using road transport. Moreover, international staff are allowed to stay in some few locations outside the main state capitals of Yobe and Borno. IN the North west area of the country, abductions and killings have occurred regularly in the past against mission and the mission has strict measure to be followed while in these locations.
AAH bases : The mission currently employs 25 international and 345 national staff, working from the coordination office in Abuja, field offices in Maiduguri, Potiskum, Dutse and Bade to address the humanitarian needs of the population. Road movement between Yobe and Borno is strictly prohibited for ACF staff, whether for business of personal reasons. Abductions and killings have happened in the road joining the 2 states.
Borno Maiduguri : The Maiduguri Base is the largest base on the mission, implementing humanitarian interventions of WASH; FSL , Nutrition and Health, employing 182 staff. The Maiduguri base supports the Monguno and Damasak sub bases. The guesthouse is comfortable for international staff, there is curfew at 10:00pm, movements within Maiduguri town is not restrict but precaution measure have been put in place. Intenatiola staff currently are not allowed to spend the night in the sub-bases. Further all staff movements outside MMC/Jere is done only through UNHAS choppers, while movements outside the military trench in of the field office require HQ approval.
Visa Specificities : There has been ongoing challenges in getting STR visa that are appropriate for work for the international staff . Nigeria has a quota system allowing each organisation to bring 3 international staff. While this remain a challenge, Nigeria Mission is making effort through its partners to secure appropriate visa for its staff which takes some time.
Specific Regulation due to COVID : The Covid situation is under control for now, there has not been any spike in covid cases. The authorities have not applied any lockdowns, only new arrivals will be expected to be quarantined at their own places for 7 days. Business and day to day living is almost normal.
VOTRE POSTE ET VOS RESPONSABILITÉS
Under the supervision of the Deputy Country Director , you are in charge of the proper implementation and completion of integrated humanitarian emergency response project with components of FSL, WASH, Health and Nutrition. The person will be responsible for the overall management of the project specific scope, planning, resources, quality, risks, representation, coordination, staffing, reporting and delivering of all contractual requirements for the project. The project will be implemented across several geographical locations in Borno and Yobe state.
More precisely, you will be in charge of :
- Manage and ensure efficient, effective, quality and timely implementation of the entire project activities.
- Management and develop the project teams across all locations
- Manage external relations and all coordinations related to the project
- Provide technical and administrative leadership for the project teams
- Assist In Wider Organizational Development Through Learning And Proposal
- Project Data Management and Reporting
- Manage and Support to Local Implementing Partner(s)
VOTRE PROFIL
You hold a master degree in relevant discipline: development studies, project management or similar.
You have experience at a senior level in managing multi-sectorial integrated humanitarian project specifically Food Security and Livelihoods, WASH, Health, Nutrition. You have excellent management, organizational, motivational and leadership skills.
You demonstrate experiences in financial management and preparation of budgets for programming. You are familiar with USAID reporting and regulations and you have an experience in managing at least medium teams.
You have experience in multisector emergency responses and sector coordination and you have a good knowledge of the humanitarian architecture and transformative agenda. You are flexible, creative and innovative.

VOS CONDITIONS D’EMPLOI
- 12 months fixed term contract under French legislation
- Monthly gross salary from 2010 to 2335€ upon experience
- Monthly per diem and living allowance: 657€ net, field paid
- Monthly country allowance: 450€
- 16% of the gross monthly salary for pension insurance reimbursement for non-French citizens
- Transportation and accommodation: Coverage of transportation costs and guest house
