Action contre la faim (ACF) est une organisation à but non lucratif créée en 1979 par un groupe d’intellectuels comprenant notamment Alfred Kastler, Bernard-Henri Lévy, Jacques Attali, Françoise Giroud, Marek Halter et Jean-Christophe Victor.
Poste 1 : A FIELD COORDINATOR
Action contre la Faim has started its humanitarian activies in Cameroon since 1998. Since 2014, our action has focused mainly in the Eastern Region and the Far North of the country on emergency programs initiated with refugees and affected host communities by socio-political unrest in CAR and violence related to Boko Haram activity in the Lake Chad region. Action contre la Faim has set up emergency and long-term nutrition and water, sanitation and hygiene programs. Since the end of 2018, we are also present in the South-West, in support of the crisis that rages in this region. Our strategy in 2020 was based on responding to immediate humanitarian needs and contributing to economic recovery and strengthening resilience and social cohesion in Cameroon. Today there are about 160 national and 15 international employees on the mission, working in 5 bases: Batouri in the East, Maroua and Kousseri in the Far North, Buéa in the South West and coordination in Yaoundé.
Buea is the capital of the Southwest region and the largest city in the region. It is located about 300 kilometers west of Yaoundé. The situation remains tense in and around the city, with cases of urban crime (i.e., robberies, violent robberies), clashes between non-state armed groups and security forces throughout the English-speaking regions, both in remote areas and in the cities. There is one compound for the housing of ACF’s international teams that offers decent living conditions for expatriates. Freedom of movement is limited by a 10:00 p.m. curfew and social opportunities exist but are limited. Access to Buea is by car via Douala from Yaoundé.
VOTRE POSTE ET VOS RESPONSABILITÉS
As Buea Field Coordinator, you will manage 6 staffs directly (Humanitarian Access & Security Manager, Health and Nutrition Programme Manager, Mental Health, Care Practices, Gender and Protection, HR & Finance Program Managers, Base Logistician and MEAL Officer) with a 1,5M euros budget). You will frequently travel to Kumba and works with GAD and ECHO donors.
You role is to coordinate ACF intervention at field level. More precisely your missions will be to :
- Manage overall security and safety on the base: monitor the security environment, meet stakeholders, update local security plan, report and manage security incidents
- Coordinate ACF strategy development and implementation
- Coordinate the implementation of programs at field level: health and nutrition response, new projects, ensure recommendations…
- Manage the team: recruitment, trainings, PSEA policy, capacity building…
- Facilitate good relationships with the coordination team
- Represent ACF with regional authorities, UN and NGOs
- Ensure reporting and communication
VOTRE PROFIL
- You hold a Master’s Degree, ideally in Humanitarian Program Coordination, International Development, International Relations
- You have at least 5 years of field experience in operational management of humanitarian programs in similar role; experience in emergency context required
- You have excellent capacity of strategic humanitarian context analysis and budget construction, monitoring
- You have substantial knowledge of standard logistics procedures and practices
- You developed good knowledge of financial and HR procedures
- You know Action Against Hunger intervention sectors and you have strong communication, networking and representation skills (written, oral, cross cultural)
- You have leadership and management skills in a complex international setting
- You have training, coaching, capacity building experience and skills
- Your English (oral and written) is professional. For security reasons, French speaker applicants would not be considered.
VOS CONDITIONS D’EMPLOI
- Fixed term contract under French legislation: 9 months
- Monthly gross salary from 2597 to 2968€ upon experience
- Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
- Annual salary increase: 6% increase after and each 12 months of continuous contract
- Monthly per diem and living allowance: 551€ net, field paid
- Monthly country allowance: 450€
- Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)
- Transportation and accommodation: Coverage of transportation costs and guest house
- Medical coverage: ACF covers 100% of the social security, health insurance, and repatriation insurance agreement fees.

- Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 € for each RnR period

This position is interesting in an emergency context. Nevertheless Buea, where main office is quite. The size of the team is 35 staffs, therefore relatively small, but most of field team is based in Kumba (an hour drive from Buea). There is currently one Humanitarian Access & Security Manager, one health nutrition and one Mental Health, Care Practices program Manager project in the area) with one assessment team and 2 mobile clinic teams.

Poste 2 : UN·E AREA COORDINATOR – NORD KIVU
Action contre la Faim travaille en RDC depuis 1997 avec des programmes en nutrition-santé, sécurité alimentaire et moyens de subsistance, et WASH. ACF met en œuvre des programmes d’interventions d’urgence et de développement pour réduire la morbidité et la mortalité dues à la malnutrition. Des approches multisectorielles intégrant la nutrition et WASH conformément à la stratégie nationale sont mises en œuvre dans 6 provinces.
L’un des principaux domaines d’expertise d’’ACF en RDC est la réponse rapide aux crises nutritionnelles, opérationnelle depuis 2008 avec le soutien financier de donateurs tels que l’UNICEF, ECHO et le DFID. Grâce à plusieurs années de déploiement de son pool d’urgence via le PUNC financé par le DFID et le RRCN financé par ECHO, nous avons acquis une vaste expérience dans les déploiements rapides et une surveillance efficace des traitements vitaux dans les situations d’urgence. Depuis 2008, plus de 100 enquêtes nutritionnelles et plus de 60 000 enfants souffrant de malnutrition ont été traités via les équipes d’intervention d’urgence d’ACF. Au cours des quatre dernières années, ACF a effectué plus de 35 interventions de réponse rapide à travers le pays, y compris les provinces du Kasaï central et oriental, Sankuru, Kwilu, Kwangu, Équateur, Tshuapa, Maniema et Tanganyka. Actuellement ACF intervient dans les provinces du Nord et Sud Kivu, Kasaï et Kasaï Central.
Au sein d’une mission comprenant 299 staffs nationaux et 47 expatriés, vous aurez l’opportunité de travailler avec une équipe qualifiée de différentes nationalités et une ambiance professionnelle agréable.
VOTRE POSTE ET VOS RESPONSABILITÉS
Sous la responsabilité du Directeur Pays, vous devrez contribuer au développement et à la mise en œuvre de la stratégie pays au niveau de la région mais également représenter ACF auprès des parties prenantes locales, et assurer le suivi et la négociation de l’accès humanitaire au niveau de la région. Enfin, vous devrez évaluer les besoins en fonction de la stratégie programmatique pour assurer le meilleur soutien aux programmes.
Plus précisément, vos missions seront de:
- Mettre en œuvre les programmes à travers le management des partenaires et le contrôle qualité des projets ACF (suivi, développement, contrôle de la qualité et de l’éthique, redevabilité)
- Négocier l’accès humanitaire en lien avec les autres partenaires humanitaires, les communautés et les autorités présentent dans la région
- Gérer la sûreté et la sécurité de tout le personnel ACF et d’effectuer des analyse du contexte sécuritaire de la région en lien avec l’ADP Opération et le RDD Sécurité et Sûreté
- Manager quotidiennement les 6 expatriés sous votre management, développer leur compétences et superviser indirectement les équipes au niveau régional.
Ce poste prévoit des déplacements terrain dans la région du Nord Kivu notamment à Mweso et Maniema.
VOTRE PROFIL
Vous avez minimum 5 années d’expérience en gestion, supervision de programmes et activités humanitaires multisectoriels ainsi que des expériences en gestion des équipes et programmes dans des contextes complexes avec des accès et communication limitées au sein d’un environnement volatile et en présence de conflits armés.
Doté·e d’une sensibilité aux différences culturelles, vous avez de très bonnes capacités d’analyse de contexte (sécuritaire, humanitaire…), une forte sensibilité aux thématiques transversales de genre, protection et environnement.
Vous prenez des initiatives, êtes flexible, adaptable et patient avec une attitude positive et un bon sens de l’humour. Vous savez organiser et gérer des priorités sous pression, maitrisez parfaite du Microsoft office : Word, Excel, Outlook, internet ; – Vous possédez des capacités de formateur démontrées et avez à cœur de faire monter en compétence et de responsabiliser vos équipes ; – Connaissance d’engagement aux objectifs et aux principes d’intervention d’Action Contre la Faim et des documents standards
