Abt Associates recherche des candidats qualifiés pour le poste de Directeur Technique (DT) pour une activité de financement de la santé (HFA) financée par l’USAID au Mali. Ce programme pluriannuel soutiendra l’assistance technique et les services de financement de la santé visant à étendre l’accès universel à la santé (UHC) tout en augmentant l’utilisation de services de santé de qualité dans certaines régions du Mali. Cette activité pluriannuelle devrait fournir une assistance technique et financière aux communautés rurales pour créer et maintenir des régimes d’assurance maladie volontaires et communautaires abordables tout en améliorant la mobilisation des ressources locales. Le DT rendra compte au chef de partie (COP) du projet.
Key Roles and Responsibilities
The Technical Director (TD) will support the COP in overseeing the design and implementation of technical activities needed to meet mandatory program results. This will include managing a team of Abt and subcontractor specialists in technical areas that may include health services delivery, community engagement, and institutional capacity-building, in addition to health financing. Responsibilities will include:
- Assuming primary responsibility for the health financing activity portfolio, including activities focusing on strengthening resource mobilization and capacity strengthening of health mutuals and linkages between the Activity and Mali’s national plan to achieve UHC.
- Working with technical leads to implement state of the art interventions to increase access to and demand for health services covered by health mutuals in targeted areas, serving as overall Project Quality Assurance (PQA) manager for program design and outputs.
- Collaborating with partners, donors, and external audiences on technical aspects of the HFA, working with the Monitoring Evaluation and Learning (MEL) Lead to disseminate findings and apply lessons learned to inform continuous program improvements.
- Working with the COP to engage donors, government officials, and other stakeholders in policy discussions and advocacy critical to the success of the project.
Preferred Qualifications
Required:
- Master’s Degree (minimum), or PhD in Health Economics, Health Financing, Economics, Finance, Management, Health Policy, Public Health, or another relevant field.
- At least ten years developing and implementing health financing programs in low resource settings and demonstrated understanding of the role of health financing in programs that support UHC.
- Experience in designing and/or implementing programs to mobilize and pool resources for health, including public subsidies and health insurance, preferably in Mali.
- Demonstrated ability to work with a wide variety of stakeholders, notably government counterparts at different levels and other implementing partners.
- Demonstrated ability to collaborate with other technical teams in a project structure.
- Excellent organizational and interpersonal communication skills.
Highly desirable:
- Expertise in implementing and strengthening community-based health insurance (such as health mutuals), preferably in Mali or the West Africa region
- Experience in supporting capacity development of actors in establishing and operating sustainable community-based health insurance schemes
- Technical expertise across the health insurance value chain in areas such as membership administration, purchasing of health care services, contracting with health care providers; claims management; quality assurance; financial management; and performance monitoring.
This position is contingent upon the contract being awarded to Abt Associates.

Bachelor’s Degree + Fifteen years of relevant experience, or Master’s Degree + Twelve years of relevant experience, or PhD + Ten years of relevant experience
