OBJECTIVES OF THE PROGRAMME

Renforcer le systeme, la preparation et la surveillance epidemiologique et atteindre les performances requises dans le cadre de la surveillance des differentes maladies cibles du PEV. Appuyer la gestion des donnees et assurer le feedback ainsi que le partage des informations. Ameliorer la sante des enfants grace a la lutte contre les maladies evitables par la vaccination : l’eradication de la poliomyelite, l’elimination du tetanos neonatal, la rougeole et la fievre jaune, optimiser les prestations de services de vaccination durables et de qualite.

DESCRIPTION OF DUTIES

Le / la titulaire s’acquittera des taches suivantes:1. Elaborer et diffuser des directives operationnelles/techniques de haute qualite pour la surveillance des maladies prioritaires (conformement au Guide national pour la SIMR) ainsi que les termes de reference precises pour les points focaux de la surveillance ;2. Contribuer a l’elaboration de plan conjoint pour la surveillance des PFA, de la rougeole et de la FJ comprenant : La surveillance active et les visites de supervision, la logistique pour le transport de specimen et leur mecanisme de remboursement, les reunions bi/trimestrielles de monitoring de la surveillance et du controle de la maladie ;3. Aider au renforcement du systeme national de surveillance et de reponse en participant a la preparation et l’actualisation des outils de la SIMR et du RSI et des procedures standards operationnelles sur la Surveillance des maladies prioritaires au Mali, en contribuant a l’analyse des donnees de Surveillance et a la diffusion des informations aux utilisateurs et en contribuant a la conception des etudes epidemiologiques y compris l’investigation des epidemies majeures au Mali;4. Appuyer la preparation de la reponse aux urgences sanitaires et nutritionnelle: appuyer les autorites sanitaires a l’elaboration d’un plan de preparation et de riposte aux epidemies, faciliter l’elaboration des plans de contingence pour les maladies prioritaires (Meningite, rougeole, fievre jaune, paludisme, Polio etc.…), soutenir la formation des equipes de riposte rapide aux situations d’urgence au niveau national et district, Cartographier les risques d’epidemies et autres evenements sanitaires en cas d’epidemie, soutenir la formation et l’encadrement des equipes d’intervention rapide multidisciplinaire au niveau de la region, Mettre a jour des stocks de reserve de medicaments, de vaccins, de reactifs et de fournitures;5. Participer a la supervision integree des activites de surveillance des maladies et s’assurer que lespoints focaux regionaux de surveillance conduisent des visites regulieres de surveillance active ;6. S’assurer de la conduite d’investigation de haute qualite des epidemiques par l’equipe de district chaque fois que les grappes de cas de rougeole surviennent (avec la confection des listes descriptives des cas, la collecte et le test des specimens de sang pour 5 cas et le rapport standard SIMR d’investigations de flambee epidemiologique) et de l’analyse reguliere des donnees mensuelles (incluant la saisie des donnees basees sur les cas et le laboratoire en utilisant le menu EPI INFO, les analyses epidemiologiques standards et le calcul mensuels des indicateurs de performance);7. S’assurer que le laboratoire rougeole -YF utilise des kits ELISA pour la confirmation de cas et desFlambees et qu »au moins 2 kits (pour le test de 150 specimens) sont disponibles a tout moment ; 1. Partager chaque mois avec l’equipe ICP/PEV/OMS les bases de donnees sur les cas de rougeole, de laboratoire Rougeole-YF, de la surveillance de PFA, de surveillance sentinelle Hib, de surveillance NNT et le rapport mensuel IDS. 2. Entreprendre toutes autres taches conformes aux besoins et attributions. 3. Accomplir toute autre tache pouvant etre assignee par les superviseurs

REQUIRED QUALIFICATIONS

Education

Essential: Docteur en Medecine avec une specialisation en Sante Publique.
Desirable: Competences averees en Epidemiologie.

Experience

Essential: Au moins cinq (5) annees d’experience du controle des maladies transmissibles au niveau national avec uneexperience similaire au niveau des districts sanitaires et au sein d’une organisation internationale.
Desirable: Experience de travail avec l’OMS, les NU, les ONG ou la MSAS dans le cadre de la surveillance des maladies cibles du PEV et ou de la preparation, sera un atout.

Skills

REMUNERATION

Remuneration comprises an annual base salary starting at XOF 26,811,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.

OBJECTIVES OF THE PROGRAMME

La situation sanitaire au Mali ne cesse de se degrader. De nombreux besoins sanitaires des populations les plus vulnerables restent non couverts en raison du manque d’acces et d’utilisation des services de sante de base de qualite. En effet une analyse comparative du nombre de consultations entre 2019 et 2020 a montre une difference de plus ½ million de consultations en moins, en outre en ce qui concerne les accouchements assistes, moins de 15000 accouchements ont ete rapportes durant 2020. Dans le domaine de la vaccination, une baisse considerable de la couverture mensuelle en 2020.Ces baisses sont imputables a la pandemie de la COVID-19 et a l’insecurite recurrente et grandissante. Les constats ont montre que plus de 10 % des structures sanitaires ne sont pas fonctionnelles avec une presence limitee des partenaires œuvrant dans la gestion des soins de sante primaire. Moins de 7% du budget de l’Etat est alloue a la sante, le Plan de Reponse humanitaire et la pandemie COVID-19 dans le secteur sante reste sous finance (moins de 20%) au cours des dernieres annees. Le Mali fait partie des pays prioritaires que l’OMS a identifie a travers le monde pour renforcer les capacites nationales afin de renforcer le systeme de sante. Cette position permettra au bureau pays de contribuer pleinement a la promotion et de faire respecter les principes humanitaires et de sante publique en dirigeant une reponse coordonnee et efficace du secteur de la sante avec la communaute nationale et internationale, en accordant une attention particuliere aux populations vulnerables et marginalisees, en mettant en œuvre l’engagement de l’OMS a travailler dans le cadre du Comite permanent inter institutions et de l’approche par cluster.

DESCRIPTION OF DUTIES

Sous la responsabilite technique du Team leader du programme d’urgence (EPR) et de la supervision du Representant de l’OMS dans le pays, le/la titulaire du poste sera un conseiller de l’equipe d’urgence de l’OMS sur les activites de gestion des donnees et de l’information, permettant l’elaboration, la mise en œuvre et le suivi de strategies qui maximisent l’impact individuel et collectif de l’OMS pendant tout le cycle de l’urgence dans le pays. Il/elle s’engagera aupres des autorites locales, des partenaires des Nations Unies et des acteurs non sanitaires pour etablir des partenariats strategiques en ce qui concerne les processus de gestion de l’information multidimensionnelle.Il/elle aura en charge de Diriger l’equipe et etre responsable de la supervision du travail de l’unite de gestion de l’information et/ou coordonner le travail de rapprochement des donnees issues de differentes sources d’information.Gerer la collecte, l’analyse, la production et la diffusion en temps utile des donnees/informations de haute qualite. REQUIRED QUALIFICATIONS

Education

Essential: Un diplome universitaire avance (niveau Master ou superieur) en gestion de l’information, en sante publique ou en epidemiologie, en administration des affaires ou en administration publique, sante publique ou epidemiologie, complete par une formation en gestion de l’information dispensee par un institut accredite/reconnu.
Desirable: Specialisation dans les systemes de gestion de l’information. Formation specifique en reponse humanitaire ou en gestion de l’information dans les situations d’urgence.

Experience

Essential: Au moins 7 ans d’experience en gestion de l’information, suivi, evaluation des besoins, gestion de projets, gestion de donnees et diffusion de l’information dans le secteur de la sante publique ou secteur de la sante publique ou du developpement sanitaire, aux niveaux national et international, dont une partie dans un contexte de gestion d’urgence ou dans un contexte humanitaire a des postes de direction. Experience dans le developpement et la promotion de la collaboration avec les partenariats.
Desirable: Experience professionnelle pertinente a l’OMS ou dans d’autres agences des Nations Unies ; experience de travail dans des organisations non gouvernementales ou humanitaires pertinentes. Experience dans les pays en developpement.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3043 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.

Purpose of the Post

 

The position aims to strengthen overall vaccine preventable disease (VPD) program by: (1) Strengthening routine Immunization (RI); (2) Improving coverage and reducing equity gaps; (2) Reducing the zero-dose burden; (3) Integrating RI to the broader PHC through health system strengthening approach and (4) Supporting the introduction of new and under-utilized vaccines.

 

 

Objectives

 

To support the Government in achieving the goals of the Nigeria Strategy for Immunization and PHC system Strengthening (NSIPSS), which aligns with global strategies presented by the IA 2030 and the GAVI 5.0 strategy of “leaving no one behind on immunization”.

 

 

Organizational Context

 

Under the general coordination of the WHO Country Representative and Deputy Representative and the Cluster Leads, the officer will report to the VPD Team Leader in WHO Nigeria and will work closely with representatives of National Primary Health Care Development Agency (NPHCDA) and other partners:

 

  1. Guide the conduct of situation analysis for zero dose, develop general framework to guide addressing zero dose in varying context.
  2. Coordinate the planning and the conduct of health worker capacity building to improve Routine Immunization (RI) and reduce gender bias for vaccination.
  3. Develop roadmap for continuing integration of RI and PHC service and integration with COVID -19 vaccination
  4. Provide technical support to development of costed RI workplan that include integrated intervention and strategies to improve RI and reach zero dose children (PIRI, Urban vaccination, missed opportunity for vaccination, vaccination in conflict areas, technology-based microplanning etc.).
  5. Assess the quality of REW micro plans and its implementation in addressing the burden of zero dose.
  6. Plan and coordinate technical engagements with professionals for RI Coverage improvements and zero dose reduction.
  7. Coordinate and develop M&E framework to track implementation of action points from Expanded Programme on Immunization (EPI) Review/Multi-Stakeholders Dialogue.
  8. Plan and Coordinate activities for new vaccines introduction – HPV, Malaria Vaccines
  9. Develop Action plan for increasing MCV2, HPV and other New Vaccines uptake with due consideration to gender barriers
  10. Adapt and implement protocol for conduct of PIE/EPI review
  11. Perform any other duties as requested by the supervisors

Organizational Context

 

Working under the overall leadership of the WR/Nigeria and Deputy Representative and the Cluster Leads, the officer will report to the VPD Team Leader in WHO Nigeria and will work closely with representatives of National Primary Health Care Development Agency (NPHCDA) and other partners in:

 

  1. Technical support in work plan development for Integration of EPI and PHC services toward strengthening Health Systems and reach for zero dose, under immunized and missed communities at State level
  2. Coordinate health worker capacity building to address knowledge gaps to strengthen the immunization program
  3. Technical support to map human resource providing routine immunization in high priority LGAs in the State so as to support government to develop mitigation plan.
  4. Provide technical support to development of costed RI workplan that include integrated intervention and strategies to improve RI and reach zero dose children (PIRI, Urban vaccination, Missed opportunity for vaccination).
  5. Provide technical support to improve the quality of REW micro plans and its implementation in addressing the burden of zero dose.
  6. Technical Support for introduction of new vaccines (HPV, Malaria).
  7. Support implementation of strategies to improve uptake of new vaccines (MCV2, HPV)
