OBJECTIVES OF THE PROGRAMME

The position of Technical Officer / Programme Strategic Analysis and Reporting, is part of the Strategic Planning and Policy (SPP) Office; the SPP office is part of and contributes to the work of the Universal health coverage/Communicable and non-communicable diseases (UHC/UCN) cluster in the WHO African region. The strategic agenda of the cluster is to reduce disease burden in the WHO African Region, by guiding disease control agenda in Africa, and using analytics to inform strategic investments and tailored interventions for disease control”. This approach is underpinned by the guiding principles of comprehensive whole of society, people-centered, integrated approaches to disease control. The comprehensive whole of society approaches to disease control involves: (a) coherent implementation of triple response – technical response: implementing diseases specific normative guidance, promoting intervention mixes and deploying medical commodities; health systems response: building capacities of district service delivery systems in disease mapping and stratification, interventions tailoring, and sector/subsector planning; and multi-sectoral response: addressing socio-economic and environmental determinants of diseases through mobilizing non-health sectors, communities and stakeholders; (b) disease control partnership of public and private sectors, health and non-health sectors; and (c) community involvement in targeted high risk communities, focused on managing determinants of diseases, health services demand creation and accountability by local health stewards. The people centered, integrated approaches to disease control involves: (a) integrated guidance on disease control for each health service delivery platform, a move away from stand-alone disease specific guidance; and (b) integrated and efficient disease control investments in strengthening the capacity of appropriate health services delivery platforms through deployment of appropriate technologies and analytics to guide stratification of diseases risks across population groups, development and deployment of comprehensive packages of interventions appropriate for each population group and for each health service delivery platform, and monitoring population access, coverage and impact to leave no one behind. The specific objectives of the UCN cluster and to which the SPP Office and all members of the SPP Office contribute to, are to: (i) provide leadership on disease control coordination, partnership and resource mobilization; (ii) contribute to the development of WHO disease control technical products, services and tools including adoption of new technologies and innovations; (iii) support generation and use of strategic information for action and decision making including optimizing investment; and (iv) provide or facilitate provision of technical support in deployment of WHO technical products and services and institutional capacity building, including support to national disease programmes and regulatory authorities.

DESCRIPTION OF DUTIES

Under the supervision of SPP, the incumbent will be expected to contribute to: •Development and implementation of the UCN strategic agenda through (a) supporting development and implementation of UCN strategic and operational plans as well as monitoring and evaluation including reporting coordinating UCN output scorecard (OSC) mid-term and end of biennium reporting; (b) monitoring policy coherence and adherence to the guiding principles and strategic initiatives of the UCN strategy by subject matter and cross-cutting programmes and offices; (c) facilitating identification and mitigation of UCN programme management risks; (d ) facilitating planning and hosting of regular SPP meetings as well as regular UCN internal or external meetings, retreats or conferences especially those involving the program’s network of partners, ensuring availability of appropriate background materials towards effective preparation of UCN participation in the meetings; and (e ) supporting office of the UCN director towards effective programme oversight and reporting including coordinating production of UCN strategic reports or contributions to AFRO reports as may be required from time to time;•Effective UCN participation in all technical expert networks (TENs) through (a) monitoring UCN needs for technical products in the region; and (b) ensuring coordinated and integrated development and deployment of UCN integrated and/or standalone disease control technical products;•Monitoring and facilitating rapid uptake and deployment of new or existing WHO technical products, tools/innovations for disease control including deployment of vaccines, diagnostics and therapeutics through facilitating and monitoring (a) development of systems for rapid validation and deployment of technologies and innovations, and (b) disease control commodities delivery systems capacity strengthening; •Strengthening disease control investment efficiency and impact through: (a) facilitating strategic policy and strategy reviews; and (b) facilitating regular technical audits of UCN disease control investments and investing at country and regional levels, deploying bottlenecks analysis to improve implementation; •Strengthening capacities of district and community health systems to optimally deliver life course and disease control services through supporting monitoring and evaluation activities related to: (a) implementation of integrated, people-centered deployment of disease control investments for health systems strengthening; and (b) mainstreaming integrated community-based disease control.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in public health, Communication, International Relations, Social Sciences, or related field.
Desirable: Advanced University degree in public health will be an asset.

Experience

Essential: At least five years’ experience in public health, communications, and/or international relations. Extensive writing and communications experience. A relevant professional experience of routine analysis and reporting of time-sensitive public health information.
Desirable: Experience in policy advising and policy analysis. Field experience in public health, particularly in resource limited countries. Knowledge of communicable and noncommunicable diseases, epidemic surveillance, or public health crisis at the national and international levels.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3323 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
