Purpose of consultancy
To research and document the impact of attacks on health care on the health of the population and the effectiveness of mitigation measures of attacks through setting research questions, collecting and analysing information and generation of reports of findings in support of country offices.
The consultant will work closely with the AHC Lead, other key stakeholders within WHE programme, across relevant departments at WHO headquarters, in regional offices and in affected country offices, as well as with external partners, particularly academic institutions, and global and local partners.
Background
The mission of WHO’s Health Emergencies Programme (WHE Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The Health Emergency Interventions Department of the Emergency Response Division is responsible for ensuring that emergency-affected populations have access to timely and effective health services. This includes ensuring a strong emergency management system (based on incident management), effective and inclusive coordination mechanisms, joint assessments and planning by partners, implementation of operations and services according to agreed standards, and strong logistics and operational support. The expansion and strengthening of operational partnerships is a key priority.
Deliverables
Output 1:
In close collaboration with colleagues at all levels of the organization, and mainly Country Office colleagues as well as external partners:
- Identify key research questions in countries/territories with Fragile, Conflict affected and Vulnerable (FCV) settings in close collaboration with and support to Country Offices.
- Identify the capacities in country, including among external partners and local academic institutions, that are able to undertake full or part of the proposed research.
- Provide active support – both onsite and online – to refining the research scope, collect and analyse necessary data, and produce reports of findings.
- Follow up on publishing of reports.
Deliverable 1: Expected by 16 July 2023 (monthly progress reports to be provided)
Output 2:
In collaboration with the regions and countries to build the operational research capacity of WHO staff and partners:
- Develop a training package on operational research.
- Implement the training in at least 1 region with participation from regions and countries both within WHO and from external partners.
- Produce report of training.
- Produce a full training package that can be easily replicated in other regions/settings both for online as well as face-to-face formats.
Deliverable 2: Expected by 31 December 2022 (monthly progress report to be provided)
Qualifications, experience, skills and languages
Educational Qualifications:
Essential:
Advanced university degree in public health, social science or related area from an accredited institution.
Desirable:
PHD in public health or related area.
Experience
Essential:
- At least seven years’ experience in public health research.
- Demonstrated experience in conducting operational research in public health, and/or emergency settings, and/or in the area of attacks on health care resulting in published papers in accredited peer reviewed journals.
- Demonstrated experience in developing and conducting trainings on operational research.
Desirable:
- Demonstrated expertise of the topic attacks on health care, including its operational, technical and legal implications.
- Field experience in complex emergencies.
Skills/Knowledge:
- Good interpersonal and communication skills.
- Good writing skills, proven through published articles and papers.
- Good knowledge of office software applications.
Languages required:
Essential:
Expert knowledge of English.
Desirable:
Intermediate knowledge of French.

Band level B – US$ 7,000 – 9,980 per Month
