La migration irrégulière le long de la route de la Méditerranée centrale est de plus en plus dangereuse pour les migrants. La traversée de la Méditerranée vers les côtes européennes est de loin l’itinéraire le plus meurtrier, avec 1 décès enregistré pour 35 arrivées (OIM, 2016). En outre, plus de 70 % des migrants interrogés par l’OIM à leur arrivée en Italie déclarent avoir été victimes de la traite ou d’autres pratiques d’exploitation au cours de leur voyage migratoire sur les routes de la Méditerranée centrale

L’OIM recrute au poste d’Operations Officer

Core Functions / Responsibilities:
1. Supervise the logistical arrangements for migrants’ travel including obtaining relevant clearances from the Government authorities; and ensure timely logistical arrangements with ground transportation companies.
2. Responsible for the review, adjustment and endorsement of bills and invoices from transport contractors prior to payment by IOM. Negotiate with ground transport providers to ensure low cost, effective, convenient and safe transport of migrants, IOM staff and other eligible travellers.
3. Communicate and coordinate with relevant IOM units and other IOM country offices, international organizations, voluntary and governmental agencies, embassies and other entities to support the processing and implementation of all aspects of the operational activities and ensure the completion of relevant statistical and narrative reports.
4. Supervise the airport staff during reception and departure of migrants and refugees who are traveling under IOM auspices.
5. Monitor and follow up on all IOM country mission movement operations activities relating to assisted voluntary return, voluntary humanitarian return, humanitarian evacuation, repatriation, and other movements – e.g., charter operations, visa support, counselling and orientation, and return emergency response.
6. Coordinate assistance to AVRR cases, follow up on the status of their reintegration, and ensure all service fees are charged appropriately.
7. Contribute to maintaining a positive working relationship with IOM partners, including government officials and other key partners.
8. Undertake duty travels relating to overall programme coordination and liaison with counterparts.
9. Draft financial and other types of reports and recommendations regarding the progress of travel projections, security measures, and accurate movement statistics.

10. Assist in overseeing the operational staff. Provide training, support, and guidance in the usage of the in-house system application tools, including MiMOSA, I-Gator, and the AMADEUS booking reservation system
11. Assist in country-wide coordination of the programme. Implement measures to maintain a high level of integrity consistent with the principles stipulated in the IOM Movement Management Manual (MMM). Follow up on programme implementation and monitoring.
12. Monitor and evaluate the entire operations business process and identify areas of improvement as well as simplify and enhance efficiency.
13. Develop Terms of References (ToRs), participate in the recruitment of national operations staff and conduct annual staff performance reviews.
14. Coordinate, supervise, report, and follow up on the overall activities and staff performance at the transit center in coordination with the transit center focal point in the operations unit.
15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education
• Master’s degree in International Law, Development Studies, Project Management, Business Administration, Political Science, International Relations, Social Studies or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.

Experience
• Experience in migrant movements (assisted voluntary return, repatriation, resettlement etc);
• Experience in organizing the ground/air movement of refugees, particularly in remote locations;
• Experience in refugee migration related issues;
• Experience in liaising with airlines, government authorities as well as with airport authorities.

Skills
• Strong communication and interpersonal skills as well as strong strategic and creative thinking;
• Effective leadership skills and ability to generate solutions to complex problems;
• Efficiency, flexibility, high level of professionalism and ability to work under pressure and adhere to strict deadlines;
• Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds;
• Ability to guide and supervise staff and coordinate administrative matters; and,
• Ability to work effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance Country Office or regional objectives.

Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
For all applicants, fluency in English and French is required (oral and written). Working knowledge of local language is an advantage.
