POSTE 1 : Officer, Security

Job Purpose

Support the Country Cluster in the coordination of security risk management across the Country Cluster, to ensure all IFRC (and other RCRC) personnel, assets, and operations are adequately protected, and to enable business operations even in the most complex environments

Job Duties and Responsibilities

Strategic

  • Contribute to the implementation of the Organisational Security Management Strategy for the country cluster
  • Assist in formulizing and revisiting the Security Management Strategy adapting the changing operational environment.
  • Support the head of Country Cluster to manage, coordinate and effectively implement periodic review processes of the Minimum-Security Requirements of the Cluster.

Analysis and Planning

  • Carry out security risk assessments, including field security assessments, as needed
  • Support in the development of risk management measures across the cluster.
  • Carry out geopolitical and socio-economic analysis for the head of Delegation.
  • Support IFRC business continuity planning during major events (e.g. national elections).

Incident and Emergency Response

  • Respond 24/7 to IFRC or RCRC-related security incidents/emergencies/crises to safeguard personnel, assets, and operations.
  • Ensure any internal/external security related-incident or emergency is immediately and adequately reported according to IFRC rules.
  • Evaluate and record IFRC security incidents and identify incident/threat/risk patters or trends.

Monitoring, Evaluation, and Compliance

  • Monitor and evaluate IFRC’s Minimum Security Requirement (MSR) compliance in the country cluster.
  • Monitor and evaluate compliance with mandatory IFRC safety & security trainings (e.g. e-learning programs) in Africa region.
  • Include assessments of risks of sexual and gender-based violence (SGBV) including sexual exploitation and abuse (SEA).

Training and Development

  • Brief IFRC and other RCRC personnel or visitors/guests in matters of security risk management, including but not limited to arrival briefings, event briefings, special mission briefings, and VIP briefings.
  • Conduct emergency drills, including but not limited to building evacuations.
  • Support in the provision of security and safety trainings to IFRC or other RCRC personnel.
  • Engage in security training preparation, logistics and liaison with internal and external partners.

Liaison and Coordination               

  • Liaise with ICRC with regard to implementation of the L3 security agreement
  • Liaise and coordinate with African and other RCRC national societies in matters of security risk management in the country cluster.
  • Liaise and coordinate with relevant security bodies in the ICRC, United Nations, and international NGOs in Africa region.
  • Liaise with relevant government authorities, e.g. military, police, and intelligence agencies

Job Duties and Responsibilities (continued)

Administration

  • Liaise with contract guards force providers to ensure full compliance as per established service provider contract.
  • Train security guards in relation to IFRC post orders, standard operating procedures, and emergency procedures.

Any other tasking within the security portfolio or associated areas

Education

  • A relevant University Degree e.g., BA, BSc, LLB
  • Successfully completed the Stay Safe e-learning courses (basic and managers)

Experience

  • Working experience in a humanitarian organization
  • First-hand experience in security management for a humanitarian organization in a complex emergency environment
  • First-hand experience with IFRC security management system
  • Training and human resources management experience
  • In-country contextual understanding and operational experience

Knowledge, Skills and Language

  • Good communication skills
  • Good analytical skills in political, socioeconomics and security areas
  • Ability to work in a multi-cultural environment
  • Good stress management skills
  • Self-supporting in computers [Microsoft Office, database, e-mail (Outlook) etc.]

Poste 2 : Senior Officer, Support Services Apply Now

Job Purpose

The incumbent will provide supervisory support to the Kinshasa Cluster offices, overseeing administration, security, information technology and logistics functions to ensure efficient and effective support to programmes and projects by the cluster offices.

Job Duties and Responsibilities

Administration

  • Support the provision of efficient and timely administrative services and running of the Delegation offices
  • Ensure effective management and compliance IFRC administrative policies and procedures and ensure minimum and consistent standards are applied in all offices of the Federation
  • Coordinate travel services and visa services to facilitate staff movement in and out of country and required accommodation in accordance with the IFRC travel policy
  • Support preparations for conferences, trainings, meetings
  • Support the provision of outsourced ancillary services (gardening, catering, temporary staff such as cleaners) in conjunction with the Human Resources department as required
  • Supervise the management, maintenance and cleanliness of IFRC buildings, following BCP protocols for office cleaning and the implementation of a green and sustainable strategy
  • Support the provision of local procurement of office necessities, furniture and consumables supplies promoting efficient usage to eliminate waste
  • Implement standardized physical & electronic filing and archiving systems
  • Support the provision of housing for international staff and the maintenance of the same as needed, in accordance with IFRC housing policies, initiating and terminating lease contracts in a timely manner
  • Support the effective selection and management of administrative agreements (office equipment, leases, rental agreements…) following IFRC procedures including the e-contracting process
  • Maintain key registers, locks and master keys for all facilities

Information Technology

  • Support the safeguarding of fixed assets and maintenance of a robust and updated asset management register.
  • Support the management of telephone services, monitoring monthly costs and liaising with IT Officer to obtain reports
  • Support the maintenance of an updated inventory of IT assets
  • Ensure IT utilities are settled in time to prevent service disruptions.
  • Ensure the provision of timely IT support and advice to cluster staff
  • Support the provision of strategic development advice to NS in the cluster concerning IT systems

Procurement

  • Support the procurement of supplies, customs clearance and forwarding in accordance with Federation procedures
  • Support the management of supplier files including requests for quotations, comparative bid analysis, placing of purchase orders and follow up on the delivery of goods and services
  • Support procurement documentation to full audit trail standards following standard IFRC procedures
  • Support the provision of strategic logistics advice to cluster NSs

Security

  • Support the coordination of security risk management across the Country Cluster, to ensure all IFRC personnel, assets, and operations are adequately protected and that the IFRC’s Minimum Security Requirements (MSR) are respected
  • Ensure timely delivery of risk assessments, security briefings and security advice, in particular in response to particular incidents
  • Ensure effective liaison with ICRC with regard to the L3 agreement and strong communication on security issues with all Movement partners in the country cluster

Supervision and Reporting       

  • Provide effective leadership to the Support Services team, providing motivation and clear direction to team members
  • Ensure a customer-oriented approach with an eye to the IFRC’s main objective of supporting the humanitarian work of National Societies
  • Ensure consistent monitoring and performance on Cluster key performance indicators
  • Support the preparation of procurement, administrative and IT reports as required.
  • Support the Implementation of audit recommendations and updated policies, processes, and procedures

Education

Bachelor’s Degree in business administration, economics, commerce, or any other relevant fields

Experience

  • 5 years relevant working experience in administration, logistics, security and IT
  • Experience of commercial and contractual systems especially leases
  • Work experience with other international organizations, large NGOs and/or governmental development agencies, multi-cultural environment
  • Previous experience within Red Cross movement would be an added advantage
