Sous la responsabilité du Chef de Délégation du Cluster Pays, Niamey et apportant un soutien sécuritaire à 50% à la Délégation du Cluster Pays de Dakar, le Délégué Sécurité travaillera en étroite collaboration avec les Chefs de Délégations du Cluster Pays, et le Coordinateur Sécurité de la Région Afrique pour s’assurer que la conformité aux exigences minimales de sécurité (MSR) de la FICR est atteinte et pleinement mise en œuvre dans les deux pays de responsabilités du Cluster FICR mentionnés ci-dessus.

Job Duties & Responsibilities

Technical management/support

  • Advise and support the Head of Cluster Delegation on security related matters focusing on all IFRC personnel and families, and assets that are under IFRC security management responsibility including PNS under Integration and/or Security Service Agreement.
  • Provide technical guidance in relation to security related issues in Emergency appeals and budgets, for continued operations across the cluster delegations. Guide and support the in-country security risk management process, e.g., the development of a comprehensive security risk assessment and the identification of functional and practical risk prevention and mitigation measures.
  • To assist the Head of Cluster Delegations in creating basic security management systems and provide rapid and professional support/assistance to the various components of the mission, including but not limited to, conducting security assessments at field locations, create and maintain security regulations/emergency procedures, undertake site security assessments (as required) and provide recommendations for accommodation, coordinating, if needed, staff relocation and support to Staff Health for medical evacuations.
  • Ensure that the operation has valid and approved contingency and critical incident management plans and to oversee the implementation of these procedures if required.
  • Follow-up on security incident reporting and assist the HeOps in incident analysis and incident mapping. Follow up on security incident reporting and assist the Head of Country Office, in incident analysis and “incident mapping.”
  • Monitor and analyse the security / political and socio-economic situation in the operational area and identify possible security related trends and issues that may affect the IFRC operations. Include assessments of risks of sexual and gender-based violence (SGBV) including sexual exploitation and abuse (SEA). Update the IFRC Risk Register as and when necessary and report any changes and make appropriate recommendations to Heads of Country Cluster Delegations.
  • Liaise with police and other security related bodies to manage security incidents.

Compliance

  • In coordination with the in-country teams, to develop or update the of in-country minimum security requirements (MSR), including the relevant documentation, procedures, compliance and trainings/exercises.
  • Monitor, evaluate and report on the implementation of MSRs.
  • Security clearance for deployment of IFRC staff (and integrated PNSs) across the Sahel region

Job Duties & Responsibilities (continued)

Coordination

  • Establish and maintain a security network of internal and external contacts and participate in relevant meetings both internally and externally, e.g. with ICRC, HNS, PNS, UN Security, INSO, INGOs, and local authorities and communities. Ensure that this security network is well documented to facilitate handover at EOM.
  • Keep direct focus on PNS security coordination with full advisory role to PNS under Integration agreements.
  • Full security support to PNS under Integration Agreements in Sahel and West Coast sub-region with extended advisory role, movement control and tracing.
  • Lead and advise PNS active in the region through formal and informal security platforms and regular briefings, map, track, register and advise on sensitivities.
  • Assist the RSU in enhancing security related coordination with Sahel and West Coast National Societies security focal points, Security Officers to reach a level of security information sharing, engaging host NS in the process.
  • Keep updated on risks and cases of sexual exploitation and abuse (SEA) via national inter-agency PSEA networks.

Training & development

  • Conduct security briefings for all incoming personnel (and National Society; only upon request) and provide general or more specific trainings (e.g. defensive driving (in coordination with Fleet), radio communications [in coordination with IT), guard training (in coordination with contracted guard force).
  • Identification – Capacity Building: the role of the Delegate will be similarly to all Africa Security positions to identify skilled and motivate National Society staff in security field, engage in close collaboration and capacity building of these staff – with the aim to establish an Africa-wide security SURGE platform ready for emergency deployments and assessment missions. Contribute to grow a new generation of security professionals and work towards the localisation of security capacities of the Region.
  • PSEA- Provide support regarding IFRC Prevention and Response to Sexual Exploitation and Abuse (PSEA ) Operational Manual that addresses security aspects of PSEA in training and awareness raising efforts.

Education

  • Relevant university degree or extensive professional qualification in security management. Required
  • Successfully Completed the Stay Safe e-learning courses both the basic and the manager version. Required
  • Basic Delegates Training Course or equivalent knowledge. Required

Experience

  • 5 years’ experience in a similarly wide-ranging role. Required
  • Field experience in humanitarian security work, preferably in the Central Africa sub-region and with the RC/RC. Required
  • Demonstrated understanding of key principles of Civil Coordination from a RC/RC Movement perspective. Required

Knowledge, Skills and Language

  • Demonstrated success in planning, project management and reporting. Required
  • Advanced computer knowledge as user. Required
  • Sharing the RC/RC principles and values. Required
  • Ability to work in a multicultural environment. Required
  • Proven ability as a good communicator. Required
  • Fluently spoken and written French and English. Required
  • Good command of another IFRC official language (Spanish or Arabic). Preferred
