Mission and objectives

The Child Protection Programme of UNICEF Ghana is committed to ensuring that by 2022, girls and boys in Ghana, especially the most disadvantaged, increasingly benefit from an equitable and integrated child protection system that better protect them from violence, abuse, exploitation and neglect. The system is focus on the establishment of effective structures, functions and capacities that can prevent and respond to all child protection issues. It also seeks to integrate the actions of families (and children including adolescents), communities, formal and informal laws and practices together to protect children. To achieve these, strategic investments are made to: i) Bringing relevant policy, legal and regulatory framework in line with international standards and good practices ii) strengthening the capacity of formal and informal service providers actors to prevent and respond effectively to protection issues; and iii) supporting interventions aimed at behavioural and social change among girls, boys, families and communities. Among all children, adolescent girls in Ghana are disproportionately affected by child protection concerns, including exposure to gender discrimination, child marriage and female genital mutilation/cutting, sexual violence, unsafe migration and trafficking, among others. The purpose of the proposed UNV assignment is to provide assistance to the Child Protection section of UNICEF Ghana in further developing and strengthening its interventions for better protection of adolescent girls, by working closely with particularly vulnerable group of girls, their families and communities, service providers and other key local and national stakeholders.

Context

The overarching goal of the UNICEF Strategic Plan, 2023-2027 is to realize the rights of every child, especially the most disadvantaged. The plan establishes five goal areas aimed at making sure that every child: 1) survives and thrives; 2) has quality education; 3) is protected from violence and exploitation; 4) lives in a safe and clean environment; and 5) has an equitable chance in life. The Strategic Plan, which is aligned with the Sustainable Development Goals and their vision of achieving a world in which no one is left behind, also calls on UNICEF to strengthen its humanitarian response and work towards gender equity. In link with UNICEF Ghana Country program which is aligned to the UNICEF strategic plan, the volunteer will support SBC approaches in support to UNICEF humanitarian preparedness and response as specified in the approved emergency preparedness plan (EPP). When supporting the country program, UNV will be guided by UNICEF’s Core Commitments for Children in Emergencies (CCC) for SBC, UNICEF’s Social Behaviour Change in Emergencies and the country context and experience.

Task description

Under the supervision of SBC Specialist and Chief of Tamale Field Office, the national UN Volunteer will undertake the following tasks: •Support local stakeholders to coordinate emergency preparedness/response and community engagements at sub-national levels. •Provide inputs for and support the development of emergency preparedness and community engagement strategies, costed plans of action and other relevant documents. •Support rapid surveys and other research around knowledge and perceptions and generation of critical data to inform SBCC actions. •Contribute to and support the design, development, pre-testing, production and dissemination of relevant RCCE materials. •Contribute to the development and organization of SBCC training/orientation activities at sub-national levels and support SBC capacity building of local stakeholders. •Develop strong partnerships with key stakeholders – community groups, leaders and other partners in the community, local government and civil society. •Support the implementation, monitoring and evaluation of SBC programme activities. •Put in place an approach to reach special populations (hard-to-reach population, travellers, etc.) in the targeted areas. •Collect regular field data to assess project results and impacts on SBC strategies and activities for analysis and improvement of measurable behavioural and social change interventions. Support the documentation of lessons learnt and best practices. •Support programme sectors in identifying the needs of programmes, developing IEC materials as and when appropriate to enhance programme delivery. •The UNV will respond to other needs of SBC Unit and Field Office

Required experience

3 years of experience in social and behaviour change communication, social mobilization, community engagement, communication for development, or other related communication areas in context of behaviour change in support to humanitarian responses. •A research background or proven experience with collecting and using data for designing evidence-based behaviour change strategies. •Proficient in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment. •Exposure to UNICEF, UN or other INGO or CSOs programmatic areas, including (but not limited to) health, nutrition, child protection WASH, education, P&E, M&E and experience in applying SBCC and/or technical solutions to address programmatic issues, an asset •Excellent oral and written skills; excellent drafting, formulation, reporting skills; •Accuracy and professionalism in document production and editing; •Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; •Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; •Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; •Sound security awareness; •Have affinity with or interest in children’s rights and wellbeing, volunteerism as a mechanism for durable development, and the UN System.

Living conditions and remarks

The incumbent will be based in Tamale, Ghana which is relatively safe location and currently classified as hardship category B. Transport, medical, education and other services are acceptable in the city Accommodation can be rented from 300$ to 500$ per month and meals at restaurants cost be-tween 10$ and 60$. Task description

Within the delegated authority and under the supervision of IOM Cameroon Chief of Mission or his/her designated mandated representative(s), the UN Volunteer Communication and Marketing Specialist will: • Support the implementation of the IOM 2023 – 2025 communication strategy, strategically identifying key steps in line with mission’s priorities; • Propose, implement and communicate a monitoring and evaluation mechanism for the progress of the various activities implemented; • Assist the Medical Health Division in its communication activities in order to better inform/raise awareness of its beneficiaries and increase the visibility of its actions; • Define branding approaches to IOM premises, including the Migration Health Assessment Center and IOM vehicles; • Define and propose an effective corporate communications policy that will position IOM as a key actor in providing tailored technical support to private sector, particularly in the areas of mobility, ethical recruitment, supply chain management and reducing labour exploitation; • In collaboration with the Communication unit, define and implement an internal communication policy for the IOM Cameroon mission, which will make it possible to inform and train teams with a view to obtaining their support for and contribution to the partnership projects; • Develop in coordination with Headquarters and Regional Offices tools and templates in a friendly-user repository; • Support the strategic dissemination of IOM relevant information to all stakeholders as needed; • Improve IOM’s visibility on online platforms; • Support the documentation of activities, articles, visits, photos, etc.; • Install and stimulate within the Communication team a marketing culture, a sense of customer/beneficiary/partner oriented services; • Support the assessment of key partners (Ministry of External Relations and Ministry of Health) communication policies in relation to migration and propose adequate improvement measures; • Support the launch of a working group on Communication in relation to migration that covers all sectors, especially access to services (health), prevention of irregular migration; • Propose and implement digital communication tools to facilitate exchanges between IOM and its partners, especially in the health sector, and communication by partners on IOM activities; • Ensure any other task related to Communication. Results/expected outputs • As an active IOM team member, efficient, timely, responsive, client-friendly and high-quality support rendered to International Organization for Migration and its beneficiaries in the accomplishment of her/his functions, including: • The implementation of the IOM communication strategy is improved due to the added marketing vision value; • Activities/events for the promotion of IOM as the lead UN agency on Migration are Organized, coordinated, facilitated and monitored; • The capacities of the staff are strengthened in Marketing approaches; • Work materials developed and kept into a share point, such as monitoring reports, working tools, solutions responded from issues addressed • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment; • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

Living conditions and remarks

Cameroon is family duty station. The country is with a tropical climate. There are two rainy seasons (April-May and September-October). The average temperature is 25 degrees Celsius. Health: UN Volunteers should be aware that they are exposed to a number of tropical diseases and should complete all medical formalities specified in the offer of assignment before travelling and bring with them sufficient and appropriate medical supplies. The following vaccinations are required and/or recommended prior to travel or upon arrival: Covid-19, yellow fever (required for travellers arriving), polio, rabies, tetanus/diphtheria, measles-mumps-rubella (MMR), malaria (prophylaxis is recommended for almost all of the country). UN staff has 24-hour access to a fully operational UN medical clinic, run by the UN Doctors, during office hours. There is also a selection of other health facilities available in Cameroon. Accommodation: The UN Volunteer will be responsible for arranging his/her own housing and other living essentials. However the UNV Field Unit will provide the list of UNDSS recommended neighborhoods and put the newly recruited UN Volunteer with other UN Volunteers to facilitate his adaptation. Power and water: in most regions, including Yaounde, both electricity and water is readily available. Most hotels have secured water and generators in the event of a power failure. Food and diet: fresh food is seasonal but varied. Most staple foods are common in the supermarkets. Yaounde has a selection of reasonably priced restaurants with good health standards. Restaurants can be found in the provinces as well, but the standard, the quality of food and the level of hygiene may be limited, while availability of certain foods may be limited or seasonal as well. The usual precautions need to be taken when eating outside the home: no salads, bottled water and all meat to be thoroughly cooked. Minor stomach upsets are almost inevitable at some stage. Bank and Communication: Upon your arrival in Cameroon, your account will be opened with a foreign bank. The currency of account is normally XAF. You can purchase SIM card in Cameroon from any of the leading telephone companies for your personal use; if required (on the basis of your working requirements), you can be issued an official SIM card by the Office (upon request of your respective section). Besides the SIM card, you would also get the PIN Code from CITS to make international/local calls, which are usually cheaper than the mobile phones (and the cost of personal calls will be deducted from your monthly entitlements). Cameroon is a unique country; however, it requires more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in hazardous and harsh conditions involving physical hardship and little comfort are essential.
