The program is based on the idea that strong and credible governance institutions capable of managing development and conflict are the foundation for solid and inclusive economic progress, and that growth cannot be sustained without economic diversification and appropriate management of natural resources, including through extractive industries.

Context

The nexus of security, humanitarian and development issues around Lake Chad Basin Region, has given rise to an intractable extremist insurgency since 2009, that has caused tens of thousands of deaths and left approximately 2.5 million people displaced. To date, over 10 million people in the region, particularly people from the North and Far North regions of Cameroon, Hadjer Lamis and Lac regions of Chad, Diffa region of Niger and Borno, Yobe and Adamawa states of Nigeria are affected and in urgent need of assistance. In response to this threat, the UN Security Council resolution 2349 (2017) was adopted, followed by a series of high-level conferences including the Oslo Consultative Group conference on Prevention and Stabilization in the Lake Chad Region held in Berlin, that called for increased regional collaboration to address the crisis and the African Union and Lake Chad Basin Commission conference on the development of a framework for a Regional Stabilization Strategy. In order to address this challenge as a matter of urgency, UNDP is seeking to support of an experience expert in teh area of strategic communication, donors reporting and partnership.

Task description

The International UNV, hired as communication, partnership and donor reporting Specialist under the direct supervision of the Head of the Stabilization Service Center, and in collaboration with the country Office Communication Specialists, will perform the following functions: Project and donor reporting • Ensure proper and timely reporting to donors and other partners on RSF Chad implementation, the achievement of outputs, and progress towards outcomes and impact; • Improve RSF-Chad impact reporting and propose in the development of information management requirements to improve impact reporting; • Develop RSF-Chad reports (monthly, quarterly, mid-year and annual) in a timely manner while meeting the required quality standards, • Produce donor-specific reports that are required by donor agreements and ensure that donor-specific reporting adheres to guidelines of donor agreements; • Ensure lessons learned from the field are incorporated and shared in donor reporting; • Ensure that reporting adheres to UNDP reporting guidelines; • Coordinate with the Rsf Chad M&E Team on qualitative data collection requirements for reporting. Develop and propose innovative communication tools that ensures donor stratetic information and community outreach • Through reporting, ensure donors and the Government have access to and are aware of project progress, and understand opportunities and challenges; • Ascertain and monitor donor reporting requirements, ensuring that FFS reporting meets donors’ informational needs; • Assist RSF Communications Team in content development, especially with regards to reporting of program impact, beneficiary figures, and project progress to external audiences; • Assist Communications Team in the development of presentations with accurate information; • Promote information sharing and coordination with various implementing partners and donors; • Ensure that data communicated by the M&E and Communications Team is consistent with donor reporting; • Assist the Communications Team to identify opportunities to highlight donor-specific communications opportunities; • Assist the Communications Team and Head of Donor Relations unit (Mobilization Specialist) in adhering to communications requirements required by donors. Supports Program Team with technical assistance through sharing lessons learned • Utilizing the captured lessons learned, advise the Program Team on project activities to ensure they contribute to the strategic direction of the program as prescribed by the Project Document; • Incorporate lessons learned from other conflict and stabilization contexts in the region to monitor and measure program’s contribution to the Stabilization pillar’s strategic goals; • Liaise with the M&E team to ensure conflict sensitivity data is captured in reporting Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

N’Djamena is an expensive city. Finding good accommodations remains a challenge. However, there are several supermarkets where local and foreign goods are available and expatriates frequent a few restaurants offering Lebanese, Chinese, French and other foods. R&R every 8 weeks. Chad is a country with a high incidence of malaria. The use of mosquito nets is strongly recommended. Vaccination from yellow fever is compulsory. Other vaccinations such as meningitis and hepatitis B are also recommended. Basic medicines are available in pharmacies, but it is recommended to bring your specialized medicines. Chad is a unique country and is a unique (humanitarian) operation. It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential.

Within the above context and the aim to address the root causes of the conflict and provide long term stabilization for the region, a Regional Strategy for the Stabilization, Recovery and Resilience (RSS) of the Boko Haram-affected Areas of the Lake Chad Basin was adopted by the Lake Chad Basin Commission Council of Ministers in August 2018 and endorsed by the African Union Peace and Security Council (AU-PSC) in December 2018. . The facility is expected to support the LCBC and AU in their implementation of the RSS, as a coherent and coordinated overarching framework for cross-border cooperation and multi-partner intervention in the region, aimed at long-term stabilization and steady transition from the provision of humanitarian assistance to development and resilience.

Task description

Under the overall guidance of Head of stabilization, the international UNV Procurement Analyst will report to the FNS- Procurement Specialist, will contribute to the delivery on the 2021 FSN-Tchad procurement plan. This includes management of the CO Procurement Unit, effective delivery of procurement services to obtain the best value for money. The International UNV Procurement Specialist will support the FNS-Tchad and CO procurement and General Services and provides solutions to a wide spectrum of complex issues related to procurement and General Services. The Procurement Analyst promotes a collaborative, client-focused, quality and results-oriented approach in the Unit. The Procurement Analyst works in close collaboration with the Management Support and Business Development, Operations, Programme and project teams in the CO, UNDP staff and Government officials to successfully deliver procurement services. Within the delegated authority and under the supervision of the Area Coordinator or his/her designated mandated representative(s), the UN Volunteer will: Summary of key functions: • Elaboration and implementation of operational strategies • Efficient management of procurement processes • Elaboration, introduction and implementation of sourcing strategy and e-procurement tools • Provision of General Administration services • Facilitation of knowledge building and knowledge sharing 1. Ensures elaboration and implementation of operational strategies focusing on achievement of the following results: • Full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies; elaboration of the effective internal control, proper design and functioning of a client-oriented procurement management system. • CO Procurement business processes mapping and elaboration/establishment of internal Standard Operating Procedures (SOPs) in Procurement, control of the workflows in the Procurement Unit, harmonization of the workflows in the office. • Elaboration and implementation of cost saving and reduction strategies. • Conceptualization, elaboration and implementation of contract strategy in the CO including tendering processes and evaluation, contractor appraisal, evaluation and negotiation of offers, management of the contract and contractor, legal considerations and payment conditions, risk assessment. • Conceptualization, elaboration and implementation of strategic procurement in the CO including sourcing strategy, supplier selection and evaluation, quality management, customer relationship management, e-procurement introduction and promotion, performance measurement. 2. Ensures efficient management of procurement processes for DIM projects, UNDP, UN House and at the request of other Agencies focusing on achievement of the following results: • Timely and proper preparation of procurement plans for the office and projects, establishment of the deadlines and monitoring of their implementation. • Establishment and implementation of proper monitoring system and control of procurement processes including organization of RFQ, ITB or RFP, receipt and evaluation of quotations, bids or proposals, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulation. • Certification of submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP). • Management of procurement contracts and, upon delegation of responsibility, performance of the functions of Manager Level 2 in Atlas for Purchase orders approval. • Elaboration and implementation of the internal control system which ensures that Purchase Orders (PO) are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems. • Management of the implementation of the procurement processes monitoring system and mechanisms to eliminate deficiencies in procurement. • Supervision of preparation of cost-recovery bills in Atlas for procurement services provided by UNDP to other Agencies. • Establishment and implementation of harmonized procurement services and elaboration of proposals on common services expansion in the UN House, introduction and management of joint procurement for the UN Agencies in line with the UN reform. 3. Ensures elaboration, introduction and implementation of sourcing strategy and e-procurement tools focusing on achievement of the following results: • Development and management of the rosters of suppliers, elaboration of supplier selection and evaluation, quality and performance measurement mechanisms. • Management of the e-procurement system 4. Mission and objectives

 

The United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) was established by Security Council resolution 2100 of 25 April 2013 to support political processes in the country and to carry out a number of security-related tasks. The Mission has been asked to support the transitional authorities of Mali in the stabilization of the country and implementation of the transitional roadmap, focusing on major population centers and lines of communication, protecting civilians, human rights monitoring, the creation of conditions for the provision of humanitarian assistance and the return of displaced persons, the extension of State authority and the preparation of free, inclusive and peaceful elections. Context

• Administration, adequate support and successful implementation of the conditions of service and mission guidelines of serving 250 UN Volunteers. • General support to MINUSMA administration and programs in collaboration with UNV headquarters ensured. • General support to UNV programme in Mali provided (UNV field unit with MINUSMA and when and if required on ad hoc basis to • UNV Field Unit within United Nations Development Programme (UNDP). • Efficient, timely, responsive, client-oriented and high-quality support rendered to the UNV Programme Manager in the accomplishment of her/his functions

Task description

Under the direct supervision of the UNV Programme Manager (PM), the duties of the UNV Administrative Officer will include but are not limited to the following: • Facilitate and coordinate the integration process of MINUSMA and Agencies components of the Field Unit; • Provide management support to the PM and the Programme Officer; • Coordinate the mobilization and recruitment of volunteers in collaboration with UNV HQ and all sections of the mission; including communication and updates to UNV PM and section chiefs / hiring managers; • Coordinate the arrival and check-in of newly recruited UN Volunteers; • Coordinate the check-out and departure of outgoing UN Volunteers, and update the related online systems and tools; • Input relevant UN Volunteer data to ATLAS for MINUSMA, UN Agencies and national UN Volunteers as necessary; • Support UNV PM during the budgeting and staffing exercise for the UNV component of the mission, including communication to sections, Budget Office, UNV HQ and volunteers; • Coordinate and supervise payroll consolidation; • Manage UN Volunteers leave request, make leave adjustment if required; • Process UNVs R&R reimbursement through UMOJA; • Ensure information flow between UNV PM and UN Volunteers regarding all activities; act as focal point for inquiries about redeployment, local working and security conditions, accommodation issues, and all matters related to the Conditions if Service; • Participate to UN Volunteer on boarding process; • Process and maintain records of re-deployment, transfers and temporary duty assignments (TDY) for all UN Volunteers; • Act as focal point from UNV Field Unit for the security zone warden system; • Oversee approval of UN Volunteer leave requests and reports; monitor attendance; • Ensure that trimestral volunteer statistics and post data reports are sent to UNV PM and to UNV HQ; • Support, in coordination with the UNV PM, the planning and preparation of UNV HQ field monitoring visits; • Plan and participate to field missions outside Bamako; • Ensure effective coordination and logistical support in collaboration with the Public Information focal point for volunteer advocacy and social activities; • Effective and efficient support of the Country Coordinator and UN partners in advocacy and outreach campaigns, such as the International Volunteer Day (IVD), presentation of promotional information with Host Entities, local volunteer organizations, etc.; • Support onsite and online volunteer mobilization that increases the number of volunteers; • In consultation with the Online Volunteering (OV) Programme Assistant in the respective Regional Office, act as a focal point for online volunteers and accreditation of OV service organizations, focusing on supporting host entities with developing OV opportunities through advocacy engagements and promoting the concept of OV; • Support the deployment and assignment management of all UN Volunteer modalities; • Support the recruitment of national UN Volunteers, including updating and maintaining a national UN Volunteers local candidates talent pool in coordination with the Volunteer Services Centre (VSC); • Maintain files of all UN Volunteers assigned to the country, ensuring that all correspondence and periodic reports are properly kept in the respective volunteer management plat-form, and that related matters requiring action are brought to the attention of his/her supervisor; • Monitor and keep records of the contractual status of all serving UN Volunteers and flag to VSC follow-up actions; • Maintain up-to-date volunteer leave records and ensure that all UN Volunteers manage absences as per the UN Volunteer Conditions of Service; • Maintain up to date contact records of all serving UN Volunteers, including their recognized dependents; • Ensure that initial contract documents, beneficiary forms and inventories of personal effects of UN Volunteers are up-to-date, and submitted to UNV headquarters, VSC (through the respective volunteer management platform) in a timely manner, in accordance with the relevant provisions included in the UN Security Handbook as well as in the UN Volunteer Conditions of Service; • Assist on the logistical and travel arrangements of arriving UN Volunteers; • Facilitate government clearance and entry visas of incoming UN Volunteers and their recognized dependents; • Provide the necessary support to UN Volunteers upon arrival, to open bank accounts as well as to complete forms required to obtain visas, residence permits, etc.; • Undertake tasks for the local support of the UN Volunteers and recognized dependents in the country including in the cases of medical evacuation, security evacuations or the death of a UN Volunteers; • Assist UNV HQ in ensuring all conditions are met before the payment of final entitlements to UN Volunteers at the end of their assignment. • Any other duties as requested by the supervisor.

Living conditions and remarks

Bamako is a non-family duty station with a difficult security and working environment. Mali is a non-family duty station. Living conditions are acceptable in Bamako, but security instructions need to be strictly complied with. Adequate housing is available for rent at US$ 500-1500 per month. The national currency is the Franc CFA (April 2020 exchange rate was 1 US$ = 560FCFA). Visa credit cards are accepted in some hotels and larger shops. Mali is a country prone to malaria, so mosquito nets are highly recommended. Basic medicines are available from pharmacies, but provision needs to be made for specialized medication. Security recommendations from the UN Department of Safety and Security (UNDSS) must be followed by all UN Staff in the course of their assignments in Mali. For the sake of rewarding experience, UN volunteers in MINUSMA carry out their duties with flexibility, commitment, and a willingness to live and work in challenging conditions including heat and limited water and electricity supply.

World Health Organization (WHO) advocates and catalyzes global and country actions to resolve the human resources for health crisis, to support the achievement of the health-related millennium development goals and health for all.

Context

Quality primary health care and the viability of health districts is a national priority, which is why the Ministry of Public Health of Cameroon through the Directorate of Health Care Organization and Technology (DOSTS) is making every effort to ensure the coordination of essential interventions to strengthen the quality of health care and the functionality of health districts for the effective implementation of primary health care. However, the country is struggling to achieve the Sustainable Development Goals. It is in this context that the WHO country office is supporting the country to strengthen the functionality of health districts and the quality of care. The UNV will be based at WHO/Yaoundé in Cameroon which is a normative technical agency for health headed by the WHO Representative in Cameroon and has several programs (Health System, HIV/AIDS/Tub/ Hepatitis Control, Disease Control, Malaria Control, Maternal, Child and Adolescent Health, Nutrition, Expanded Programme on Immunization, Health Emergency Program, Health Promotion) organized in clusters including the Universal Health Coverage Life Course (UHC/LC) cluster supported by an administration.

Task description

Task description Under the direct supervision of Health System Coordinator, the UN Volunteer will undertake the following tasks: • Delivering as One to achieve the SDGs: Disseminate information on primary health care, health district strengthening, laws and policies affecting primary health care implementation among UN agencies and development partners. Support the DOSTS of the Cameroon Ministry of Public Health to follow up with the government, including the costs of accelerated actions for quality of care improvement and implementation of primary health care in the context of universal health coverage; • Quality of care at all levels of the health pyramid : Develop briefing documents to support the WHO representative’s advocacy meetings with the government, stakeholders and officials of bilateral and multilateral partners in the country; support the development of the essential package of activities by age cohort; support the DOSTS in its process of strengthening the sustainability of the health districts • Strengthening commitment: organize regular coordination meetings with national officials for consultation and planning of interventions in the area of quality of care; support the development of a strategic document on quality of care and strengthening of primary health care • Widening the circle: broaden the approach to primary health care and person-centered integrated health care by ensuring that universal health coverage efforts are tailored to the needs of populations by involving vertical program managers and directorates in charge of or involved in quality of care; • Gateways to integration: involving national and international partners in quality of care and primary health care, including and beyond health to address aspects of financing and costing of universal health coverage and the application of norms and standards to achieve high quality of care for populations; • Monitoring, evaluation and accountability: support updates to the national health information system to improve the availability and timely use of data related to quality of care and health district functioning for decision making and improvement of primary health care interventions. Support accountability for monitoring, evaluation and key Ministry of Health activities. Furthermore, UN Volunteers are required to: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for in-stance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; • Contribute articles/write-ups on field experiences and submit them for UNV publica-tions/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/Expected Outputs • Activities in the area of quality of care improvement planned in the two-year work plan and implemented with stakeholders; • Activities in the area of health district strengthening planned in the two-year work plan and implemented with stakeholders • Technical and briefing papers on quality of care and strengthening primary health care to support the WHO representative’s advocacy meetings with the government are developed; • Strategic documents are developed to strengthen the quality of care area at the national level • Progress reports are submitted monthly. • The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counterparts, including Implementing Partners (IPs); • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

Living conditions and remarks

Cameroon is a country of humanitarian context in some regions. The country has a relatively good infrastructure, running water, electricity, sanitation and housing. Given the humanitarian and security context, particularly in the North West and South West regions, it is imperative that all UN Volunteers familiarize themselves with the security guidelines and the situation upon arrival in the country. Yaoundé is the political capital of Cameroon and the second most populated city in the country after Douala. It is the headquarters of several international organizations, embassies and UN agencies. The climate in Yaoundé is tropical, humid and dry with constant temperatures throughout the year ranging from 22 to 29°C. Yaoundé also has a long wet season covering a period of ten months between February and November. However, there is a significant decrease in rainfall during the wet season, during the months of July and August. The official languages of Cameroon are English and French. For entry into Cameroon, Visa+ passport and international yellow fever vaccination card are required. Other vaccines are strongly recommended.
