POSTE 1 : Maintenance Associate (NPSA 7)
Present in the country since the signature of the Cooperation Agreement with the Government of Guinea-Bissau on 29 June 1975, immediately after its independence, UNDP CO in Guinea-Bissau has been the lead partner providing support to the Government in the areas of good governance, sustainable, inclusive and resilient development, working for a future that offers equality, dignity and opportunities for all. Key Programme focus areas are: a) governance: constitutional review, rule of law and local governance structures and empowering women, youth and civil society; b) promoting inclusive economic growth: poverty reduction, decent work, food security, and the structural transformation of the economy through economic diversification, agricultural technology and value chain development and market support systems; c) climate change adaptation, disaster risk management and mitigation, preservation, and development of biodiversity; and d) health and social protection.
UNDP is the custodian and hence administers two premises in Bissau. One is the former premises occupied by UNIOGBIS that is owned by UNDP, and the other is the UN Common Premises that is currently occupied by UNDP, UNICEF, UNFPA, and the RCO. The two premises and the equipment therein are relatively old, and facilities and equipments require continuous maintenance and services, and when needed immediate intervention and repair.
The Maintenance Associate provides support to office for monitoring all the facilities and equipment, as well as maintenance and repair of two common premises, ensuring high quality uninterrupted functionality of generators, and power system, water, air conditioning, automatic gates, solar system (when applicable), . The Maintenance Associate promotes a green facilities, client, quality, and results-oriented approach. The incumbent will work in close collaboration with other UN agencies’ staff to exchange information and ensure consistent service delivery. The Maintenance Associate will be based in the former UNIOGBIS premises, and it is expected that 75% of his time is spent in UNIOGBIS. He is also required to monitor the contracts entered for maintenance of equipment in the premises such as generators, lifts, AC, etc.
The Maintenance Associate will undertake the following key functions:
- Implementation of operational strategies and premises activities.
- Monitoring, and maintenance of facilities and equipment in the premises and assets management.
- Support inventory and assets management.
- Ensures implementation of operational strategies and premises activities, focusing on achievement of the following results:
- Full compliance of activities with UN/UNDP, policies, and strategies.
- Monitoring and implementation of maintenance and repair activities in the most efficient manner to ensure uninterrupted functionality of the premises and all services
- Timely escalation of the matters that will require attention
- Implementation of cost saving mechanisms (in contracting, fuel, electricity) and recommendations for cost saving in terms of fuel, electricity, contracts, etc.
- Office and premises maintenance focusing on achievement of the following results:
- Performance of quality checks on air conditioning, plumbing, electrical systems, generators, and gates.
- Daily monitoring and evaluation of electrical and mechanical machines located I the premises.
- Promote and ensure green power is used and optimized.
- Biannual maintenance of generators to ensure continuous functionality.
- Monitoring and maintaining the structures and Infrastructure to ensure they are safe for use.
- Monitor and maintain the water and sanitation lines and equipments inclusive of irrigation systems.
- Monitor and communication systems inclusive of land lines and other communication devises.
- Coordination and oversight of construction such as, painting, masonry, plumbing, roofing, and welding, and others as may be required.

Under the Guidance of the Deputy Resident Representative and the direct supervision of the Administrative Associate, the Maintenance Associate will ensure delivering key results impacting the efficiency of the Premises Maintenance Management, the General Services Unit and hence the CO. The continuous episodes of instability reveal the following root cause.
- The ongoing consolidation of the political system, and the lack of formal mechanisms to ensure strong and independent oversight and broad participation in policymaking.
- The entangled relationship of the military with political elites, which is contributing to the excessive weight of military budget on the State.
- The organization of the State, stemming from historical and geopolitical factors, and its dependency on external assistance, which makes the country more responsive to the needs and demands of donors, than those of its citizens.
- Undiversified economic system and rising concerns about the expansive of the illicit economy.
Adding to the above:
- The marginalization of women, youth, and rural constituents from decision-making. As a result, public policies do not reflect the needs and aspirations of the majority.
- A state in need of public sector Reform.

To address these and other issues, UNDP has been working in the implementation of the Political Stabilization and Reform through Confidence Building and Inclusive Dialogue project for the past two years and it has worked with the National Assembly, the Executive, and civil society to build processes needed to create a path towards the approval of the Conakry reforms, better and more inclusive dialogue platform.
Key Duties and Accountabilities
Under the guidance of the Deputy Resident Representative Programme and the direct supervision of the Head of the Democratic Governance Unit at UNDP, the Programme Manager is to coordinate and manage the overall intervention of the above-mentioned project in order to ensure the implementation of the agreed project activities and that objectives are reached as set out in the project document. She/he will also work in close collaboration with his/her Unit and other Programme Units, other UN Agencies, including UNFPA, UNESCO as well as UNCT when necessary.
The incumbent will undertake the following to ensure the success of the assigned:
- Develop Strategic lines of work on peacebuilding

Ensure effective implementation oversight.
- Ensure that a Risk Management Framework and accompanying comprehensive risk mitigation measures are developed, implemented and that frameworks are regularly updated.
- Regularly report on project risks to the Project Coordination Team and Project Board.
- Ensure that governance processes and procedures for the project are correctly followed and that governance activities such as Project Coordination Team and the Project Board meetings are organized according to an established calendar and their summaries are elaborated.

- Advise on and support the development of communication strategies to position their contents with national and international audiences.
- Analyse new and emerging policy and strategy initiatives at national (national laws and regulations) and international (UN-system) levels, prepare briefings and advice UNDP Management on the implications for the implementation framework of the project.

Required Skills and Experience
Education:
- Master’s Degree in Development Studies, Political Sciences, Economics, Social Sciences, Law, Public Administration, Peacebuilding or related field.
Experience:
- Minimum of 7 years of progressively responsible experience in governance and sustaining peace programmes.
- Previous experience in project management in international development organizations and/or bilateral development agencies, is required.
- Solid background in inclusive and gender-sensitive peacebuilding and political dialogue, is required
- Experience of working with UNDP or another UN agency is an asset.
- Experience of working in Peacebuilding in Portuguese speaking countries if Africa , particularly in Guinea Bissau is an asset.

Guinea-Bissau is a post-conflict country on its path to development. Its cyclical instability is mainly the result of structural conflict factors at the political, institutional, security, and economic levels.
The rapid evolution of new Information and Communication Technologies (ICTs) provides both new opportunities and challenges to governments in the context of identity management, and more generally as the result of the increasing reliance of governments on technology, even though their ecosystems are often characterized by scarce human resources and little infrastructure. For example, ICT solutions used to capture citizen records for the purposes of identity management ensure the integrity of identity and voter registries with automated record keeping and data validation. At the same time, they raise issues regarding the cost effectiveness and sustainability of certain processes such as the maintenance of up-to-date voter registries and reliable civil registries, including highly technical processes such as biometric deduplication and the issuance of secure identification cards. This mismatch between capacity and technical requirements seriously jeopardizes the long-term sustainability of governments’ modernization efforts and require creative solutions at the very foundation of technical assistance projects provided by UNDP.
Accordingly, UNDP Guinea-Bissau has delivered equipment for the biometric registration of citizens. While initially procured to address the need of the creation of a new voter registry, a change early in the project created the opportunity to cost effectively include several use cases related to national identity registration. Those make it possible to expand future UNDP support towards a foundational identity registry in Guinea Bissau, generating massive savings for the Government in the collection and maintenance of all their functional ID registries.
One challenge identified across the first deliveries conducted so far is the operational capability on the ground. UNDP will explore ways of addressing this challenge, by taking a long-term perspective on building capabilities while supplying the short to mid-term infrastructure and human resources to operate datacenters or cloud that will run the Government of Guinea Bissau’s systems.
In parallel, UNDP Guinea-Bissau is also expanding its offer in terms of electronic governance with the aim of supporting the Government in seizing the opportunities arising from digitalization and digitization. A roadmap for electronic governance and digital transformation has been elaborated with the support of the United Nations University EGOV unit. Similarly, it is exploring, with other ministry lines, e.g., the Office of the Vice Prime Minister or the Ministry of Finance to further exploit the role of digital transformation to enable basic functions of government and improve governance performance to ensure administrative systems’ coherence and functioning. These interventions not only are expected to contribute to improve government’s performance and capacity to function and deliver services but should also serve as a test ground to encourage a social and cultural shift, which is required to bring Guinea-Bissau at speed with the digital age.
- Ensure effective project management by maintaining the delivery of appropriate technical, operational, financial and administrative outputs, while tracking the project’s progress through monitoring, evaluation.
