BACKGROUND

The security situation in the Sahel, and especially the Liptako-Gourma region, continues to present a significant challenge. Despite significant investments into security, peace building, recovery and development during the past 7 years, the conflict continues to expand into new areas. It is increasingly recognized that the unfolding security crisis essentially is caused by weak or absent governance systems, perceptions of exclusion and marginalization, and an ensuing broken social contract between communities and the state. Despite these multiple factors of instability, the Liptako-Gourma( LGA) sub-region has strong potential and assets to address existing risks and vulnerabilities. The region is endowed with Richness in natural resources and the existence of common socio-cultural dynamics, as well as institutional cooperation frameworks across the borders between the three countries. Furthermore, community-based conflict resolution mechanisms have traditionally been used and could be further promoted to serve as a basis for peacebuilding and equitable natural resource management.

In response to this situation, the heads of state and government of the G5 and international partners from the Sahel Coalition have called for a “civilian surge” during their recent meeting on the 16th of February in N’djamena. To support the call for civilian surge, in discussion with international partners, UNDP has developed a facility to support stabilization in the LGA region.  The project is  time bound, integrated programme of activities in areas cleared and held through military action intended to create confidence in, and provide support to an ongoing peace process internationally recognized through a Security Council mandate while laying the building blocks for longer-term peace building and recovery by delivering a peace dividend to local communities and seeking to extend legitimate political authority.

The present project will bring to scale the existing stabilization facility established to support interventions in the Liptako-Gourma region. It builds on the inception work achieved through the currently ongoing stabilization initiation project funded by the German government. The overall objective of the facility is to reduce the risk of violence in target areas, thus to enabling the delivery of longer-term peacebuilding, recovery and development programmes. It seeks to contribute to ending the spiral of insecurity, forced displacement and conflict, and to contribute to strengthening social cohesion. Where possible, vulnerable populations such as IDPs, refugees and marginalized socio-ethnic groups will be integrated in the provision of support by the facility.

The coordination role of the strengthened Liptako-Gourma Authority (LGA) and the leadership role of national governments in redeploying their officials and guarantee security in target areas is critical for the success of the proposed facility. The present project has therefore been subject to extensive technical review and subsequent approval of the three governments of Burkina Faso, Mali and Niger, facilitated by the LGA.

The approach of the Liptako Gourma Stabilization Facility aligns with the UN Integrated Strategy for the Sahel (UNISS), with P3S/Pillar 3 of the Coalition for the Sahel and existing national strategic emergency frameworks. It complements development interventions in the fragile areas implemented within the Sahel Alliance framework.

POSITION PURPOSE

To make this possible, UNDP’s Regional Bureau for Africa counts with a core capacity of highly qualified professionals.

Under the overall guidance of the Resident Representative ( Burkina Faso), the direct supervision of the Stabilization Manager, the two Field Project Managers will be responsible for managing the effective implementation of the Stabilization Facility in the field and for ensuring the gradual expansion of the Facility and portfolio.

This position is for 2 duty stations (Fada N ‘Gourma and  Ouahigouya) The candidates could be placed in either of the two duty stations.

DUTIES & RESPONSIBILITIES

Ensures timely management and implementation of stabilization projects under the FSLG focusing on achievement of the following results:

  • Supports the NC in providing advice to all partners on the development and revision of FSLG strategies and specific projects within the framework of FSLG implementation in the Sahel region.
  • Provides advice and support to national and international partners in the development, implementation and management of specific stabilization projects under its responsibility.
  • Identifies and resolves project implementation issues as they arise, including issues related to the programmatic and operational capacities of the responsible parties or implementing partners, and assists them in revising projects as necessary.
  • Assists in coordinating the development of project proposals for submission to the FSLG, ensuring that projects are consistent with the FSLG approach and proposal submission criteria.
  • Leads a project team and works closely with a wide range of partners to ensure that projects undergoing stabilization respond directly to the UNDP stabilization approach and country programme strategy;
  • Supervises project staff, provides staff mentoring and effective leadership;
  • Develops, oversees and monitors work plans and budgets for all stabilization project portfolio activities under his/her responsibility;
  • Ensures timely and mandated reporting, well structured and adequate to plans, including timely and articulated progress reports;
  • Identifies risks and challenges to ongoing project operations and provides advice to the FSLG Coordinator and UNDP country office management on mitigation strategies;
  • Ensures appropriate levels of visibility and public awareness of results and ongoing activities;
  • Ensures strict and consistent application of UNDP rules and regulations and ensures implementation of clear accountability mechanisms;
  • Participates in internal control mechanisms for compliance with UNDP rules and regulations in contracts, assets, procurement, recruitment, etc., as required
  • Manages day-to-day administrative matters for FSLG projects with support from administrative staff and input from consultants or other resource persons as assigned.

Promotes UNDP’s mandate and corporate policy and provides high-level strategic advice to regional government and other partners on stabilization in the Sahel region:

  • Contribute to the development of cross-project linkages with other relevant projects and programmes for mutually reinforcing contribution and impact
  • Provide substantive inputs to resource mobilization strategies for the programme
  • Support fundraising efforts for the AfYWL programme and work closely with the Progamme Management and Support Unit (PMSU) on the management of AfYWL resources
  • Act as liaison between UNDP HR in HQ, HR Copenhagen and fellows, and follow through relevant actions and processes
  • Provide support for onboarding related activities for subsequent cohorts of the AfYWL Fellowship programme

 

Builds partnerships and supports the development of resources mobilization strategies: 

  • Participates in various coordination spaces (humanitarian and others, as relevant) and other related meetings to facilitate programming of nexus and recovery-related interventions in the stabilization priority areas.
  • Works closely with the UN Country Team (UNCT), government and other operational actors at the regional level to ensure that stabilization and early recovery issues are addressed at the strategic and implementation levels within the FSLG.
  • Supports the development of joint strategies and programs and ensures that relevant FSLG efforts are well coordinated and properly aligned in this regard.
  • Ensure the sustainability of stabilization and recovery efforts implemented through the FSLG through their integration into provincial and regional stabilization, early recovery and development frameworks and plans.
  • Develops and implements partnerships and resource mobilization strategies at the regional level, in conjunction with the UNDP Country Office.
  • Contributes to the formulation of relevant donor documentation and potential resource mobilization opportunities.
  • Analyzes and researches donor information, prepares background notes on possible areas of cooperation, identifies cost sharing or co-financing opportunities, etc.

Provides knowledge management with a focus on achieving the following outcomes:

  • Promotes the identification and synthesis of best practices and lessons learned from the FSLG’s area of intervention for organizational sharing and learning as well as external information;
  • Actively participates in UNDP knowledge networks and leverages best practices and lessons learned available in the region and globally, and encourages project staff to do so by creating a culture of knowledge sharing and learning;
  • Establishes cooperative linkages with other partners to promote UNDP participation in regional programs and activities related to the FSLG area (and future), as appropriate;
  • Supports capacity and knowledge building of national counterparts.

RECRUITMENT QUALIFICATIONS

Education

  • Master’s Degree or equivalent in International Relations, Public Administration, Economics, Political Sciences, development studies, the management or other related fields

Experience

  • Minimum 5 years of experience in Project Management in challenging environment;
  • Experience in managing post-conflict and/or emergency context programs/projects (field based), ideally experience in managing stabilization projects will be an asset;
  • Experience in project design and implementation to achieve gender equality and strengthen youth and women’s empowerment will be an asset;
  • Work experience in a multicultural environment with sound understanding and capability to empower and develop the capacity of national counterparts will be an asset.
  • Background with management of programmes/projects infrastructure is an asset.

Language Requirements

  • Proficiency in oral and written French.
  • Working knowledge of English is desirable.
