Poste 3 : Finance Specialist

BACKGROUND

The nexus of security-humanitarian-development issues around Lake Chad has given rise to an intractable extremist insurgency that has left tens of thousands of people dead, approximately 2.5 million displaced, and more than 10 million people in the region affected and in need. While robust national and multi-national military operations have re-taken territory previously controlled by Boko Haram, UNDP recognizes that a new approach is required to consolidate these gains and establish the conditions necessary to transition from military to civilian responsibility for security, and from the provision of humanitarian assistance to the resumption of stalled development processes.  In this context, the UNDP has strengthened its presence in the Lake Chad region by establishing sub-offices in Bol and Massakory.  The sub-offices serve as the center of operations for programming which will include a Regional Stabilization Facility.

The Sub-Offices (SO) for Bol and Massakory have been operational since 2020 and UNDP have established an Operations Service Centre to support management and operations functions related to the effective delivery of programmatic results in anticipation of launch of new Programmes, such as Chadian Window of the Stabilization Facility. The National Window of the Regional Stabilization Facility for Chad aims to address the needs of immediate stabilization in the target areas with high degrees of insecurity, promoting the phased transition of insecure areas toward greater security, and the reduction of current volatility whereby previously secure areas have become more rather than less vulnerable. As part of the Stabilization second phase, the CO of the United Nations Development Programme in Chad is launching the recruitment of an international Finance Specialist (P-3) for the sub-office in Bol , Lac province.

Under the overall guidance and direct supervision of the Head Stabilization, through the Stabilization Specialist , the Finance Specialist ensures efficiency in financial resources management and the provision of accurate, thoroughly examined and documented financial information, effective delivery of financial services, transparent utilization of financial resources, management and oversight in the Regional Stabilization Facility, Chad’s National Window. He/she analyzes and interprets the financial rules and regulations and provides solutions to complex issues related to financial management procedure. The Finance Specialist promotes a collaborative, client-focused, quality and results-oriented approach in the Unit.

DUTIES & RESPONSIBILITIES

The Finance Specialist works in close collaboration with the Management Support, Operations, Programme and project teams in the CO, UNDP HQs staff, Government officials and donors to deliver financial services by ensuring successful CO performance in Finance.

Key functions:

  • Inputs to elaboration and implementation of operational strategies.
  • Effective and accurate financial resources management and oversight including fiscal discipline and alignment;
  • Advises on implementation of operational strategies and procedures.
  • Management of financial processes.
  • Advises on Projects’ budgets management.
  • Control of accounts and cash management.
  • Facilitation of knowledge building and knowledge sharing.

Ensure effective and accurate financial resources management and oversight, focusing on achievement of the following results:

  • Financial analysis and oversight for all resources managed by UNDP stabilization support operations and provision of high-quality professional advice to management.
  • Lead on financial analysis and oversight for all resources managed by UNDP  under RSF-Chad and provision of high-quality financial management advice to the Head of Stabilization and PMSU staff members and Country Office.
  • Proper planning, expenditure tracking of financial resources in accordance with UNDP rules and regulations, policies and procedures and corporate agreements with the Fund and donors’ requirements.
  • Maintain robust internal financial management controls over all financial processes.
  • Ensure an efficient financial flow process for the Programme.
  • Put in place a reporting system for internal and RSF requirements.
  • Ensure an effective information flow between finance and non-finance actors  to effectively link the programmatic results to expenditures, as required by UNDP.
  • Facilitate audits by the Office of Audit and Investigations in line with corporate agreements with donors and UNDP rules, regulations, policies, and procedures and ensure timely implementation of audit recommendations and findings as they relate to financial, asset and management.
  • Monitor the financial performance of supply management systems/ procurement.
  • Prepare cost estimates and spending forecast for different activities according to the needs of programme management.
  • Develop, track and report to management key financial performance indicators.
  • Develop and submit regular financial reports indicating deliveries, level and budgetary implications of commitments.

Ensure implementation of operational strategies and procedures including fiscal discipline and alignment; focusing on achievement of the following results:

  • Establish and/or ensure robust financial procedures: e.g., receipts, payments, disbursements, and bookkeeping, filing procedures for the RSF projects.
  • Ensure that financial procedures in place comply with the financial/accounting and procurement requirement of donors and UNDP.
  • Continuous analysis and monitoring of the financial situation, presentation of forecasts for the Programme.
  • Oversight for the transparency of the financial processes and use of funds and compliance with donors and UNDP financial guidelines.
  • Ensure preparation of the Quarterly Report, monthly Cash Flow and annual Cash Flow Forecasts, statement of sources and uses of funds in compliance with UNDP rules and regulations and donors requirements.
  • Ensure preparation of quality and timely financial reports to be submitted to UNDP Senior management and donors as required.
  • Elaboration and implementation of cost saving and reduction strategies.
  • Routinely monitor financial exception reports for unusual activities, transactions, and investigates anomalies or unusual transactions and informs Programme Manager of the results of the investigation when satisfactory answers are not obtained.
  • Timely preparation of monthly cash flow forecast for use by the Programme Manager in Liaison with other Implementing partners.

Manage the Project budget and ensure proper control of Project accounts focusing on achievement of the following results:

  • Manage financial resources through planning, guiding, monitoring, and controlling of the resources in accordance with UNDP rules and regulations.
  • Prepare and monitor projects’ budgets in Atlas and ensure that the budget in is in line with the approved detailed budget.
  • Elaboration of proper mechanisms to eliminate deficiencies in budget management.
  • Ensure that contributions from donors are properly transferred to UNDP on a timely basis.
  • Complying with the internal expenditures control system, which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas.
  • Ensure timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers, and timely response to HQ requests to resolve financial data issues.

Ensure close monitoring of sub-recipients and other implementing partners focusing on achievement of the following results:

  • Assess financial and asset management capacities of finance unit members and develop an action plan to close identified gaps.
  • Ensure advance payments and direct payments for vendors as the case may be, are properly reviewed, processed, and retired, as well as ensuring that payment information is properly recorded into the Atlas system on a timely basis.
  • Harmonize reporting and accounting practices of the programme including budgeting and key financial performance indicators.
  • Plan and ensure finance team undertakes verifications of programme expenditures

Ensure facilitation of knowledge building and sharing focusing on achievement of the following results:

  • Where applicable, develop tools, standard operating procedures, guidance materials for use by implementing partners;
  • Synthesis of lessons learned and best practices in financial management.
  • Actively participates in UNDP and other relevant external networks to promote the programmes and represents UNDP in relevant technical meetings, working groups at country, regional and global level and gathers lessons learnt to apply to the programme.
  • Identifies and supports development of communications (print, video) in collaboration with communication units, highlighting key financial management achievements, best practices, and lessons learnt and contributes to information sharing with the national counterparts, UN entities, financial and technical partners.
  • Ability to represent UNDP and the project when required, and to act as officer in charge of the project if required; and
  • Any other duty that may be assigned by the Programme Management.

Supervisory/Managerial Responsibilities:

  • The key results have an impact on the overall Sub-office efficiency in financial management and implementation of operational strategies. Accurate, thoroughly researched information, timely and appropriate delivery of services ensure client satisfaction and overall timely delivery of UNDP programmes and projects.

QUALIFICATIONS

Education:

  • Master’s degree in business, or Public Administration, or Finance/Accounting.
  • Professional accounting qualification certificate from an internationally recognized institute of accountancy will be an asset.
  • Those with professional accounting qualification certificate from an internationally recognized institute of accountancy will be an asset.  Longlisted candidate may be required to undertake the UNDP Advanced Accountancy and Finance Test.

Experience, Knowledge, and Skills:

  • Minimum 5 years of relevant and progressive professional experience in providing financial management advisory services and/or managing staff and operational systems.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems and ERP financials, preferably PeopleSoft.
  • Experience in the use of the ERP system will be an asset.
  • Experience in training national entities in strengthening financial management systems will be an asset.
  • Work experience in a challenging operating environment will be an asset.
  • Solid understanding of UN and or UNDP Finance Rules and Regulations, policies and procedures will be an asset.
  • Knowledge and experience in working with stabilization project in financial management is an asset.
  • Demonstrated experience in supporting audit process.
  • Previous experience with a multilateral or international organization/UNDP will be an asset.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of web-based management systems.
