<Job Purpose and Organizational Context>

Six years after the signing of the Peace and Reconciliation Agreement in 2015, Mali continues to face many security challenges with the emergence of new threats to peace and stability. Insecurity, due to the jihadist invasion that began in the northern regions, has spread to the center of the country with the rise of violent extremism and the radicalization of young people. In addition, the deterioration of the security situation is exacerbated today by inter-community tensions. Insecurity and insurgency subsequently reduced the weak presence of the state in the affected regions leading to a deterioration of the rule of law and negative consequences for the coping capacities and livelihoods of the local population, especially women and young people.

Governance weaknesses are also present in several key state administrations limiting access to public services. Corruption and the accumulation of illicit wealth persist as security and justice gaps have affected public confidence in the justice system as well as the deterioration of the rule of law, which has a negative impact on human rights. Access to justice services by vulnerable people, especially women, remains a challenge. The prisons are overcrowded, the conditions of detention in the prisons do not comply with international standards and the number of detainees in pre-trial detention remains very high.

The Program to Support the Stabilization of Mali by Strengthening the Rule of Law (PROSMED) is part of the implementation of axis 1 of the Strategic Framework for economic recovery and sustainable development of Mali (CREDD 2019-23) relating to the “Consolidation of democracy and improvement of governance” and the Outcomes of axes 1 and 2 of the United Nations Cooperation Framework for Sustainable Development in Mali (UNSDCF 2020- 24). “By 2024, people live in a rule of law, an environment of peace and accountability thanks to strong public institutions, the media and civil society fulfilling their roles and responsibilities for effective and inclusive governance” and “By 2024, populations are resilient in the face of conflict, live reconciled and in harmony in an environment of peace, security and respect for Human Rights and positive cultural traditions”. It directly contributes to achieving outputs 1.1, 1.2, 1.3 of the UNDP Country Program Document (CPD) for the period 2020-24 to outputs 1.1, 2.1, 2.2, 2.3, 2.4, 5.1 of the UN Women Strategic Note for the period 2020-24.

It is within this framework that UNDP, UN Women and MINUSMA, in partnership with other agencies of the United Nations system and the key international actors, plan to provide support to the Malian populations to improve their resilience for conflict dynamics and enable them to live in a secure environment that respects the rule of law. This support provides in particular for strengthening peace infrastructures in order to enable the populations to prevent and manage their conflicts while awaiting the return of security and justice services. At the same time, the program will support the effective redeployment of security and justice actors in the locations covered by the program. It will also contribute to restoring people’s confidence in these public authorities by improving their efficiency and accountability. Finally, the program plans to strengthen the efforts of state authorities and civil society in the prevention and fight against corruption and violent extremism.

The objective of PROSMED is to help making “populations less vulnerable to conflict dynamics and live in an environment more conducive to sustainable peace and inclusive development” through the achievement of four (4) outcomes. The issue of gender-based inequalities is dealt in a crosscutting manner and is an integral part of each outcome:

  1. The populations benefit from peace infrastructures and mechanisms for the prevention and management of conflicts that are effective, inclusive and accessible to all;
  2. Populations, especially women and girls survivors of GBV, regain confidence and have effective access to more representative, effective, accountable and transparent security, justice and human rights services;
  3. Corruption within public agencies, and in particular those of security and justice, is reduced thanks to prevention and repression efforts and the strengthening of citizen oversight;
  4. Communities are more resilient in the face of rhetoric related to radicalization and violent extremism.

The operational management for the execution of the activities of the joint program will be carried out by a joint program team which will work in close collaboration with the Steering Committee (SC).

The program team will be made up of staff from UNDP, UN Women and MINUSMA. To this end, the various sections of MINUSMA involved in the implementation of this program will appoint focal points who will work jointly with the staff of UNDP and UN Women. The PROSMED Project Manager is responsible for the overall implementation of the program, s/he will coordinate the joint program team.

Duties and Responsibilities

Under the direct supervision of the Rule of Law Advisor, the PROSMED Project Manager will be responsible for:

  1. Ensuring effective coordination of and maintain collaborative working relations within the joint program team, incl. exploring synergies and ways to collaborate with other programs in the area of rule of law
  2. Ensuring effective program management by maintaining the delivery of appropriate technical, operational, financial and administrative outputs, while tracking the program’s progress through monitoring, evaluation and reporting
  3. Providing substantive technical assistance, incl. policy development and program support in the area of rule of law
  4. Assuring the effective supervision of UNDP PROSMED staff and collaborates effectively in established frameworks for UN and other international coordination

1) Ensuring effective coordination of and maintain collaborative working relations within the joint program team, incl. exploring synergies and ways to collaborate with other programs in the area of rule of law

  • Ensures effective coordination with the responsible and/or focal points and staff from MINUSMA JCS, CAD, UNPOL and HRPD components and UN Women being integral part of the joint program team in the framework of One UN approach;
  • Creates and maintains a collaborative working environment within the joint program team;
  • Fosters actively the exchange of information among all partners to guarantee coherence during the implementation of PROSMED activities;
  • Develops comprehensive, detailed and aligned joint program workplans that include program activities, roles and responsibilities of all partners involved;
  • Explores stronger synergies and joint programming and implementation modalities with other UNDP and UNCT projects, international and national actors and national stakeholders or partners;
  • Works with the Regional Bureau to ensure that relevant cross-border and regional initiatives are timely taken into account during the planning phase of activities;
  • Provides strong leadership and guidance for the implementation of PROSMED.2) Ensuring effective program management by maintaining the delivery of appropriate technical, operational, financial and administrative outputs, while tracking the program’s progress through monitoring, evaluation and reporting
  • Provides strong leadership, vision and strategic direction for the program, and is responsible for the overall successful implementation of PROSMED;
  • Manages and coordinates the implementation of respective activities based on the relevant program documents, incl. supervision and guidance of other program staff, consultants and experts;
  • Monitors the progress of implementation of program activities and key event schedules observing the workplans and set deadlines, incl. monitoring of financial resources to ensure accuracy and reliability of financial reports;
  • Prepares regular program progress reports (progress against planned activities, update on risks issues, expenditures, etc.) in collaboration with the joint program team and ensures timely submission of the reports to the relevant instances (Steering Committee, UNDP Senior Management, relevant donors, etc.);
  • Ensures adherence of program activities to the existing financial, procurement and administrative processes that are in line with prevailing UNDP rules and regulations and, at the same time, observes the program timelines;
  • Ensures program tracking in ATLAS in accordance with UNDP procedures, incl. monitoring and management of risks;
  • Ensures regular monitoring and evaluation, including but not limited to regular field visits as well as preparation and participation in Steering Committee meetings;
  • Manages the transfer of program deliverables to national beneficiaries and other stakeholders;
  • Ensures sufficient resource mobilization for the program in close consultation with Senior Management and is co-responsible for reaching the annual resource mobilization targets;
  • Promotes the program by ensuring appropriate levels of visibility and public awareness on results and ongoing activities.3) Providing substantive technical assistance, incl. policy development and program support in the area of rule of law
  • Supports the Rule of Law Advisor in providing policy advice to UNDP Senior Management in Mali, government counterparts, donors and other partners on issues related to rule of law;
  • Provides sector specific and technical policy advice in coordination with the CO Support Management Team;
  • Supports programming and implementation of the Global Focal Point for Rule of Law approach;
  • Provide support to COs conducting and engaging in assessments related to all forms of crisis response, such as post-crisis, capacity and crisis-related/fragility assessments in coordination with the Country Support Management Team and other relevant Teams;
  • Contributes to developing the capacity of national counterparts in support of achieving the results of the UNDP’s Strategic Plan 2022-2025, the CDP 2020-2024 and other internationally agreed development goals as it relates to rule of law;
  • Provides substantive inputs in the development of UNDP’s policies for the thematic area, incl. contributing to the formulation of global policy products4) Assuring the effective supervision of UNDP PROSMED staff and collaborates effectively in established frameworks for UN and other international coordinatio
  • Supervises effectively UNDP PROSMED colleagues (in Bamako as well as in field offices);
  • Creates an environment which supports UNDP PROSMED colleagues to succeed, provides the necessary resources to deliver and embraces continues learning;
  • Promotes identification and synthesis of best practices and lessons learned from the program area for organizational sharing and learning as well as external information;
  • Supports capacity and knowledge building of national counterparts;
  • Contributes actively to the linking with other national and regional programs in the area of rule of law;
  • Collaborates substantively with COs and Regional Programs to achieve regional/CO strategic goals and plans by supporting relevant regional initiatives and promoting synergies with the regional programs;
  • Advocates for UNDP rule of law work and represents UNDP Mali with national authorities, MINUSMA and UNCT, the donor community, and international financial institutions;
  • Completes any other tasks as assigned by the Country Office.
Competencies
  • Proven experience in working with donors and development partners, incl. experience on resource mobilization;
  • Previous experience working in a conflict or post conflict environment is an advantage;
  • Previous experience with UNDP is an advantage;
  • Previous experience in inter/multi-agency programs is an advantage;
  • Excellent writing and presentation skills in French and English;
  • Excellent command of ICT tools, in particular Microsoft Office products
  • Knowledge of the political/security context in Mali/Sahel is an advantage
Required Skills and Experience
Education:
Master’s degree in law, peace and conflict studies, political science, development or related area.

Experience:

  • A minimum of 7 years of relevant professional experience in rule of Law, including in conflict prevention, security, justice, human rights, anti-corruption and prevention of violent extremism
  • A minimum of 5 years of experience in project management and coordination with responsibilities of similar scope and complexity
  • Required Language(s) (at working level)
  • Written and spoken proficiency in French
  • Written and spoken proficiency in English.
