Poste 1 : Logistics Officer (Commodity Accounting) NOA

A PROPOS DU PAM

PRINCIPALES FONCTIONS ET RESPONSABILITÉS (liste indicative et non exhaustive) :

Sous la supervision directe du Responsable de la Logistique/Chef de bureau et la supervision générale du responsable de l’unité « Commodity Accounting », le/la titulaire du poste assura les fonctions et les responsabilités suivantes :

Assurer une supervision générale de l’implémentation, de l’utilisation complète du système d’information du PAM a toutes les étapes de la chaine d’approvisionnement depuis le déchargement des vivres jusqu’à leur livraison a destination en garantissant la qualité des données du système.
Veiller à ce que toutes les transactions postées dans le système soient effectuées conformément aux procédures standards et en ligne avec les directives du PAM.
Analyser régulièrement les transactions et les données relatives aux déchargements de navires, de mise en stock, de reconditionnement, re-emballage, changement de statuts, destruction/donation éventuelle et de dispatch des vivres dans les magasins.
Identifier le nombre d’erreur et inconsistance, leur récurrence dans le système d’information et proposer des stratégies au superviseur pour solutionner ce problème.
En liaison étroite avec les collègues en charge des transports, des magasins, de la facturation, veuillez à ce que les transactions sur les mouvements des vivres soient enregistrées à temps
Garantir une bonne communication et échange d’information dans le système entre le siège, le corridor de Douala, les pays récipiendaires (le Cameroun, le Tchad et la RCA) et la fiabilité des données du système.
Planifier et organiser les inventaires physiques mensuels, et s’assurer que ces inventaires sont effectués dans tous les magasins où se trouvent les vivres du PAM les derniers jours du mois. S’assurer que les inventaires sont réconciliés et capturés dans le système avant la date limite de clôture.
Vérifier minutieusement et produire des justifications de toutes les différences éventuelles entre le stock du système et les rapports d’inventaires dans les magasins de façon à maintenir une réconciliations et régularisations dans le stock.
Etablir des rapports réguliers sur les denrées en magasin et alerter le superviseur sur les denrées avec date d’expiration proche.
Sur une base mensuelle, préparer un rapport des pertes encourues et indiquant la valeur des denrées perdues par prestataire et les partager avec ces prestataires respectifs.

QUALIFICATIONS ET EXPERIENCE REQUISES:

Compétences

Formation:

Bac + 4 ans ou équivalent en Gestion, Logistique, Informatique de gestion, ou statistique.

Expérience souhaitée

Posséder au moins cinq (05) années d’expérience professionnelle en logistique.
L’expérience dans le Système des Nations Unies et dans les ONG serait un atout.
Être physiquement apte ; Avoir une bonne connaissance de l’outil informatique (maîtrise des logiciels courants : traitement de texte, tableur, PowerPoint, internet) ; Avoir un esprit d’équipe et de relation publique ; Être de bonne moralité et avoir le sens de la transparence et de la rigueur dans la gestion. Une bonne connaissance dans la gestion des bases de données est un atout.

Connaissances linguistiques:

Excellente maîtrise du Français
Bonnes connaissances de l’Anglais.

Key Responsibilities (not all-inclusive, nor exhaustive):

  1. Oversee funds management activities and ensure adequate funds commitment and utilization procedures are fully implemented in Douala corridor.
  2. Ensure continuity of operations in the corridor and mitigate risk through adequate budget planning and timely request of needed funds to beneficiairie countries (Chad and RCA).
  3. Establish an appropriate funds mamagement approach in the corridor and ensure that any regular services are engaged without corresponding funds being committed through a Purchase Order in the system.
  4. Review monthly the corridor budget consumption, provide analytical reports to the supervisor on actual expenses vs. funds committed and provide justification on any outstanding balances.
  5. Ensure overall transactions captured in the system are accurate and liabilities and assets are accounted for at any given point in time.
  6. Ensure IPSAS compliance through monthly monitoring of open logistics Pos, on time creation of Logistics SES, Invoice processing and payment.
  7. In collaboration with the other units in the office, identify operational bottlenecks that are impacting funds management & invoicing and propose solutions.
  8. Coordinate with finance unit and to ensure Invoice Tracking System (ITS) is fully used and all invoices in the system are paid within 30 days.
  9. Share disputed invoices or non-compliant invoices with the supervisor and if agreed, prepare justification and return these invoices to the service provider with clear rejection reasons.
  10. Maintain appropriated invoice filing system along with all the signed copy of the waybills.

Qualifications and Key Requirements:

Education: Advanced University degree in Business Administration, Finance, Economics, Supply Chain, Logistics or other relevant field, or First University degree with additional years of related work experiences and/or training/courses.

Experience: At least 5 years of progressively responsible experience in Financial Management accounting with exposure to accounts analysis.

Language: Fluency (level C) in English language. Intermediate knowledge (level B) in French.

Key Responsibilities (not all-inclusive, nor exhaustive):

  1. Contribute to the development and implementation of supply chain plans and procedures, in line with the global WFP supply chain strategy and regional/functional strategies, policies and plans, to achieve operational cost efficiency, agility, reliability, quality and to support national capacity strengthening.
  2. Contribute to country context analyses and management of end-to-end operational supply chain and retail networks, in order to support addressing operational supply chain challenges and obtaining operational optimization.
  3. Contribute to the implementation of supply chain operations, initiatives and services to ensure a timely, cost-effective and integrated approach with core activities and services.
  4. Collect and analyze data and put together reports highlighting opportunities for improvement and effective operationalization of supply chain within the area of responsibility.
  5. Conduct portions of financial analysis and budget reviews, drawing out recommendations to the supervisor for maximizing use of resources and effectiveness of supply chain operations.
  6. Partner at the operational level and collaborate with counterparts in the key supply chain functions contributing to an integrated supply chain approach to food assistance and crossfunctional operational alignment.
  7. Conduct portions of market analysis and supply chain network mapping for the review of the supervisor, to support wider analytics on the selection of an appropriate operation modalities to improve supply chain performance.
  8. Support supply chain projects or operational day-to-day activities in compliance with the established supply chain strategies, policies, procedures and controls, and following corporate standards, contributing to quality control, loss prevention, risk mitigation and cost effectiveness.
  9. Support monitoring supply chain activities to check that appropriate internal controls are followed to increase the day-to-day efficiencies and overall performance of supply chain operations.
  10. Support management of service providers/vendors, port, fleet and warehouse operations to promote safe, efficient planning and execution of WFP operations.
  11. Prepare accurate and timely reports or support preparation of complex reports, dashboards and other visual materials on supply chain activities for supervisor’s review to contribute to informed decision-making and consistency of information presented to the stakeholders.
  12. Guide support staff, acting as a point of referral and supporting them with analysis and queries.
  13. Contribute to preparedness actions and support quick emergency response to deploy food and resources at the onset of the crisis.
  14. Other as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

  • Experience in analysing operational context and trends;
  • Experience in supporting analytical and conceptual work on supply chain strategy and implementation;
  • Experience in designing plans and operational scenarios in collaboration with key internal and external stakeholders.
  • Experience in analysing end-to-end supply chain operations;
  • Experience working with supply chain information systems;
  • Experience in troubleshooting and solving operational issues.

Qualifications and Key Requirements:
