POSTE 1 : Programme Policy Officer (Data Analyst GIS)SS8

JOB PURPOSE

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer.
Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity.

KEY ACCOUNTABILITIES (not all-inclusive)

– Produce maps and analyses related to access, security, logistics (and others as needed);
– Support and lead initiatives to develop new products for WFP operations needs (including, but not limited to, donor advocacy, workshop materials and training);
– Support the Niger and RBD country office teams in analyzing information and data to inform and influence various stakeholders (UNDSS, authorities, donors, partners, etc.) on access issues, constraints and dilemmas;
– Support the Niger country office teams to collect and analyze access constraints and their impact on WFP operations;
– Ensure regular updating of the different layers of the AMT tool (access status of communes, security status of roads according to the classification of the regional committees in charge of access and UNDSS issues, etc.) and possibly create new layers. All mapping work will be done in close collaboration with the GIS branch of the RAM unit to ensure harmonization and complementarity of all maps produced by the country office and to ensure that AMT is institutionalized in the country office.
– Support and accompany the Niger Country Office and RBD teams in the scaling up and operationalization of the Access Monitoring Tool (AMT) – including data collection, storage, updating, visualization on the dashboard in accordance with WFP standards;
– Contribute to the design and operationalization of the monitoring of performance indicators for the implementation of the country office access strategy using the AMT;
– Support the Niger and RBD country office teams in training on the AMT tool as needed;
– Ensure products and publications are archived in Teams space and shared with country offices and RBD;
– Support the Niger country office in updating and using the AMT in decision making, operational and strategic planning, and access advocacy;
– Liaise with the regional EPR data analyst and the headquarters GIS unit to ensure that standards and best practices are captured and integrated into the country office specific LMO;
– Liaise with the RAM, RBD and HQ GiS unit to explore all possible data automation and linkages for the LMA in the WFP enterprise data environment;
– Produce and maintain all relevant documentation on the use and maintenance of spatial dashboards as well as document all lessons learned from the implementation and use of AMT;
– Participate in access-related coordination meetings at the internal and external levels;
– Undertake field missions to sub-offices as needed;

  2. Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
  3. Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  4. Research and analyse policy and operational issues to support senior colleagues in the development of policies, programmes and activities.
  5. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
  6. Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects.
  7. Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
  8. Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives.
  9. Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.
  10. Other as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in geographic information systems, geoinformatics ou dans un domaine pertinent , or First University Degree with additional years of related work experience and/or trainings/courses.
Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

National Professional: Fluency (level C) in English language.

Contract Duration: 11 Months

Remuneration: The gross salary for this grade varies from 17.902.000 fcfa to 22.431.000 fcfa per annum in addition to which you will be granted an allowance for spouse and dependent children under certain conditions.
