Le bureau régional d’Afrique centrale et occidentale (CWARO), situé à Dakar, au Sénégal, soutient et supervise les programmes nationaux du NRC au Burkina Faso, au Cameroun, en République centrafricaine, en République démocratique du Congo, au Mali, au Niger et au Nigeria. Les programmes et le plaidoyer du NRC soutiennent les familles touchées par les conflits dans les secteurs suivants : abris, sécurité alimentaire et moyens de subsistance, éducation, eau et assainissement, gestion des camps, protection et assistance juridique. Le NRC compte plus de 1.3000 employés travaillant sur la réponse régionale du NRC.

The Regional Programme Department of the NRC Central and West Africa Regional office managed by the Regional Programme Director, is responsible for the strategic development of NRC humanitarian mediation programming in the region by maximizing the support to and the development of COs as well as by exploring and creating synergies among COs. The Regional Programme Department is focused on research, policies, guidance and procedures, evidence and learning, capacity building, programme quality and donor relations. The department includes a Core Competency and Thematic Unit, and a Programme Development and Support Unit with some additional functions.

Overview of Role

The Regional Thematic Advisor is responsible for contributing to the development and assessment of humanitarian mediation as an emerging part of programme development and delivery at NRC.  The Regional Thematic Adviser will provide specialist advice and guidance to the Country Director and/or Head of Programme, and any Thematic Specialists at Country level where the thematic area is a programme priority, ensuring that optimal programme strategies, structures, systems, policy, tools and practices are in place.  The Regional Thematic Adviser will also contribute to funding bids from the thematic perspective and assist the Country Office (CO) to ensure that donor opportunities are identified, and donor obligations and requirements are met.

The Regional Thematic Adviser will provide a range of advisory support, technical oversight and capacity building to CO staff in relation to their own specialist area of expertise.

They will have a key relationship with the HO Programme Development and Innovation Unit and the Global Protection Lead responsible for the overall policy and development of the thematic topic and will contribute to the organisational learning on the thematic topic.

The CC and Thematic team are part of a technical matrix structure and are required to work collaboratively with colleagues in both the technical and the operational management structures in country offices, and the regional management group.  They also have a technical accountability to the global programme function, policy, strategy, and direction as determined through the Head Office level of NRC.  Collaborative working with colleagues within the wider regional programme team, at HO and in other Regions is essential to effectiveness in the role and maximising the shared learning across NRC.

1. Role and responsibilities

  • Serve as lead technical focal point on humanitarian mediation program development and support within NRC.
  • Lead on project implementation and management of global and regional humanitarian projects and grants.
  • Development of global technical standards, guidance notes, and programming resources for humanitarian mediation programming.
  • In close collaboration with relevant Country Offices, support the rollout of humanitarian mediation projects (both existing and new start ups).
  • Contribute to the adaptation of NRC’s global thematic programme approaches and development of guidelines, tools and innovative approaches based on research of trends and learning from the country offices.
  • Act as global focal point for the monitoring and evaluation of humanitarian mediation, including the development of industry-leading humanitrian mediation M&E approaches.
  • Act as a focal point on organisational learning in relation to own thematic area, both within own region and with other regions, working collaboratively with colleagues at HO Programme Strategy and Innovation Unit.
  • Representation in relevant external fora
  • In collaboration with Country, Regional, and Head Office colleagues support the development of protection concept notes, proposals, and funding acquisition materials.
  • Deploy to provide short term cover, when technical leadership gaps exist at country level

  • Regional colleagues:  other Regional CC and Thematic Advisers, Regional Programme Director, Regional Head of Advocacy, Regional Programme Development and Support team, Regional M&E, Senior Regional Adviser (based in Oslo), Learning and Development colleagues – sharing learning, collaborative working
  • CMG and key positions in country offices: Country Director, Head of Programmes, CC/Thematic Specialists, CC/Thematic Project Managers, M&E Manager, advocacy lead – provision of strategic advice and support, collaborative working, technical supervision as applicable
  • Field Operations at HO: Programme Policy and Development team, Programme Development and Innovation team, M&E team– collaborative working, reporting back on programme quality and sharing learning
  • Colleagues in other Regions: Heads of CC/Thematic Unit, CC Advisers, Thematic Advisers – sharing learning, collaboration on cross-region initiatives.
  • Organisational Development Department: learning and development unit – collaborative working, sharing and drawing on expertise
  • Global Shared Services Recruitment Centre: collaborative working on development of any tools or resources to support skills assessment when recruiting to relevant programme related positions in COs (e.g., Thematic Advisers)

2. Competencies

  • In-depth knowledge and expertise of humanitarian mediation
  • At least 8 years of documented experience working with humanitarian mediation and similar protection of civilians approaches
  • Extensive experience in programming in complex and volatile contexts
  • Experience of strategic approaches to programme development
  • Experience of developing practical tools and resources
  • Experience of programme quality assessments, programme development and delivery
  • Understanding of and commitment to organisational learning, and the role and contribution of M&E to quality management and development
  • Experience from working in complex and volatile contexts, with preference for previous experience in the West Africa region
  • Understanding of, and commitment to working collaboratively with technical and operational colleagues within a matrix structure, including capacity building
  • Experience of delivering learning and development as part of quality improvement and capacity building
  • Fluency in English and French, both written and verbal
  • In depth knowledge of the humanitarian architecture, key actors and ongoing policy discussions related to protection.
  • Understanding of and commitment to integrated programming approaches
  • Excellent communication skills, including written and verbal and including external representation.
