NRC has been present in Nigeria since 2015 and has been working to help displacement affected communities meet their basic needs, improve their livelihoods, access essential services, and enhance their resilience to future shocks through our six core competencies: water, sanitation and hygiene (WASH), Shelter, Education, Information-Counselling and Legal Assistance (ICLA), Livelihoods and Food Security (LFS), Camp Management, and Protection.

 

NRC provides immediate assistance during the onset of emergencies through the rapid response mechanism (RRM). With a workforce of 370 staff and a presence in key locations such as Maiduguri (in Borno State), Yola (in Adamawa state) and JOS (in Plateau state), NRC is able to respond to the needs of those affected by the conflict across North-East, and North Central Nigeria. These strategic locations have allowed NRC greater reach from the north and south parts of the North-East and North Central region and allowed NRC to contribute to bridging the gap between humanitarian aid and development cooperation, including by focusing on equitable access to basic services and strengthening the rights of displaced people and returnees. In addition to the Country Office and the above mentioned Area Offices, NRC has sub-offices structures in Dikwa, Monguno,  Biu, Mubi, Pulka and Gwoza.

If you are those people, the Norwegian Refugee Council in Nigeria is looking for an enthusiastic and passionate Shelter Officer to join our dynamic Shelter Team in Yola, Adamawa State, by supporting the implementation of the Shelter Project and processes at Yola Area Office, and Using NRC standards, he/she will ensure that quality standards and learning are integrated into programme implementation.

To be successful in this role you seek opportunities to ensure effective impact and outcome measurement, documentation and dissemination of lessons learnt across core Competences.

RESPONSIBILITIES

  • Adherence to NRC policies, guidance and procedures
  • Contribute to Shelter strategy development, project proposals and provide input on needs and gaps
  • Manage and implement delegated Shelter activities in field locations according to the budget and project’s proposal
  • Ensure high technical quality of all the implemented shelters
  • Provide regular progress reports to shelter program coordinator and area manager
  • Promote and share ideas for improvement and necessary changes in the activities
  • Ensure capacity building of project staff and transfer key skills
  • Liaise and collaborate with relevant local authorities and other key stakeholders
  • Promote the rights of IDPs/returnees in line with the advocacy strategy
  • Manage day-to-day activities of all shelter activities with technical aspects (new constructions, rehabilitation, repair, etc)
  • Manage day-to-day activities of all shelter activities with social aspects (NFI Distributions, Beneficiary Selection and Community Sensitization, etc.)
  • Assist Shelter Program Coordinator and Shelter specialist with donor reports
  • Contribute to the design of implementation documents for Shelter projects
  • Ensure technical standards such as SPHERE standards for implementation are known and applied among shelter team
  • Ensure standards and SOPs for protection and gender mainstreaming, beneficiary selection and distribution are known and applied among shelter team
  • Ensure that all activity documents related to activities such as labor payments, hand-over certificated, etc. are filled correctly and stored adequately according to NRC Nigeria policies

 

QUALIFICATIONS

  • University degree in civil engineering or architecture
  • Experience household training in and infrastructure maintenance
  • Knowledge of the context in North Eastern Nigeria
  • Knowledge of the local language, Hausa, Fulfulde
  • Knowledge of emergency, transitional and permanent construction requirements and protocols
  • Familiarity with international minimum standards of service delivery (i.e., SPHERE) is an advantage
  • Familiarity with AutoCAD, GPS, ARC GIS and Google Earth is strongly desirable
  • Experience with start-up, exit or similar

Additional Information:  Duty Stations: Yola, Adamawa State Nigeria – Duration of contract: 8 months renewable. Grade 5 in NRC’s grading structure – Reporting line: Shelter Coordinator and Shelter Project Manager.
