Poste 1 : MEL Director, Cameroon Malaria Project (PMI)  (220000G7)

Catholic Relief Services (CRS) is the official international humanitarian agency of the Catholic community in the United States. CRS works to save, protect, and transform lives in need in more than 100 countries, without regard to race, religion or nationality. CRS’ relief and development work is accomplished through programs of emergency response, health, agriculture, education, microfinance and peacebuilding.

CRS was founded in 1943 by the United States Conference of Catholic Bishops to assist the poor and disadvantaged. With funding from American and German donors, as well as CRS, the portfolio in Cameroon is focused on health, emergency response, and early recovery programming. CRS has worked in Cameroon since 1960, and currently has around 85 staff operating out of 5 offices in Yaoundé, Bafoussam, Bamenda, Douala, and Maroua, with activities in the country’s 10 regions.

Job Summary

You will manage and provide technical oversight for Monitoring, Evaluation, and Learning (MEL) in the development and implementation of a President’s Malaria Initiative (PMI)-funded project, ensuring effective MEL plans, systems and processes are in place that support high-quality programming advancing the project’s goal and objectives. Your MEL-related management skills and knowledge as well as experience with PMI and malaria programming will ensure that the project delivers high-quality programming and continuously works towards improving the impact of its malaria programming.

Roles and Key Responsibilities

  • Provide management, guidance, and technical oversight for MEL in the malaria project throughout the project cycle to ensure project design, start-up, implementation, and close-out are in line with CRS quality principles and standards and MEL policies, procedures, and practices; donor MEL guidelines, and industry best practices. Lead the development and ongoing updating of the project’s MEL system and plans.
  • Effectively manage talent for MEL and supervise a team of MEL staff on the malaria project. Manage team dynamics and staff wellbeing. Provide coaching, strategically tailor individual development plans, and complete performance management for direct reports.
  • Champion the development of program learning and implementation of MEL policy. Identify opportunities for learning, research and publications in malaria programming and collaborate with external research partners to facilitate the dissemination of promising practices and lessons learned to contribute to the agency knowledge management agenda. Promote the application of learning to improve program quality and to strengthen agency influence among external stakeholders. Ensure integration of MEL-related innovations and best practices.
  • Provide management, guidance, and technical oversight for the development and implementation of high-quality MEL systems and processes, including digital technology to improve data quality, availability and for decision-making, and the application of responsible data principles as per agency and donor requirements for the malaria project. Promote MEL policies and industry good practices, champion the analysis and use of project performance data in the malaria project to inform decision-making and identify lessons learned. Facilitate connections between colleagues and peers to generate and share evidence-based learning.
  • Provide management, guidance, and technical oversight for evaluation events and research for the malaria project, including the development of terms of reference or study protocols that include evaluation/learning questions, a balance of qualitative and quantitative methods, appropriate consideration of ethical and data protection standards, and the necessary technical rigor. Oversee the quality of evaluation data through good data management. Support the identification, recruitment, and management of external evaluators or research partners to ensure high quality evaluation, research, and learning.
  • Oversee MEL-related technical assistance and capacity strengthening activities in the malaria project for staff and partner organizations to enhance program quality and impact.
  • Oversee the identification, assessment, and strengthening of partnerships relevant to MEL in the malaria project and the appropriate application of partnership concepts, tools, and approaches.
  • Oversee timely and appropriate project MEL expenditures in line with financial plans and efficient use and stewardship of project material sources.

Basic Qualifications

  • Master’s Degree in statistics, public health, epidemiology, international development, MEAL, or another relevant field required. Additional experience may substitute for some education.
  • Minimum of 5 years’ experience in relevant field-based project management roles required, with preferably at least 3 years working in the area of MEL technical or managerial positions. Recent experience working in PMI strongly preferred.
  • Experience in managing moderately complex projects preferably with an international NGO.
  • 3 to 5 years of staff management experience and abilities that are conducive to a learning environment.

Required Languages – Professional proficiency in written and spoken English and French.

Travel – Must be willing and able to travel up to 30% (mostly within Cameroon).

Preferred Qualifications

  • Good experience in project grants management, including project design, preferably for grants from multiple public donors, including USAID.
  • Demonstrated ability to write high quality reports and contribute to technical proposals.
  • Experience engaging with partner organizations and working with stakeholders at various levels.
  • Strong background in supervising and providing MEL technical assistance for government, international, and local partners in malaria programming.
  • Experience in designing monitoring and evaluation frameworks, conducting statistical analysis, contributing to evaluation reports, and interpreting data to facilitate project decision making.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
  • Proven ability to coach, mentor, and provide effective capacity strengthening to peers, direct reports, and partner staff.
  • Ability to represent and present at high levels.

Supervisory Responsibilities: Malaria project MEAL Staff (TBD)

Internal: Chief of Party, Head of Programming, Cameroon MEAL Coordinator, Malaria Project MEAL and Technical staff, Head of Operations, MEAL Regional Technical Advisor, Country Representative.

External:  USAID/PMI, Ministry of Health and the National Malaria Control Programme, other Government of Cameroon stakeholders, Local Implementing Partners, Health Facilities, other malaria actors in Cameroon.

Job Summary:

You will provide overall management of and have responsibility for the technical quality of a President’s Malaria Initiative (PMI)-funded project, which seeks to improve access to timely, quality, and well-documented malaria testing and treatment by providing community health workers with training and supervision to provide quality, effective care. In your role as Technical Director / Deputy Chief of Party, you will report directly to the Chief of Party and act on his/her behalf, as needed, including global representation to the donor. You will be responsible for technical oversight of the design, planning, and implementation of activities to ensure application of industry standards and best practices and achievement of project objectives. Your management and technical knowledge will ensure the delivery of high-quality malaria programming and advance the position of CRS as a leading agency in the malaria field.

Roles and Key Responsibilities:

  • Manage key aspects of the development, implementation and consolidation of the malaria project, including regularly updating annual work plans to meet the project’s objectives. Serve as a point of contact to PMI as well as public, private and non-government stakeholders, when needed.
  • Manage key functions of the project to meet donor expectations in terms of timely and quality results and budget. Contribute to ensuring coordination between program and operations leads. Contribute to ensuring the CRS program quality standards are adhered to per Monitoring Evaluation, Accountability and Learning (MEAL) policy and procedures and PMI’s related guidance.
  • Effectively manage talent and supervise. Manage technical team dynamics and staff well-being. Provide coaching and mentoring. Strategically tailor individual development plans and complete performance assessments for direct reports. Contribute to the development of technical staffing plans and the recruitment process of senior technical staff.
  • Manage and mitigate risk through monitoring national and regional issues that may impact staff and programming. Ensure all staff understand and adhere to CRS staff safety and security policies and plans and ensure the updating of such plans.
  • Promote, uphold and model a commitment to the efficient use of agency and donor resources. Help ensure compliance with PMI grants, including financial tracking and oversight of partner budgets, finance, administration and reporting to PMI.
  • Maintain relationships with key staff of consortium partner organizations and government counterparts. Contribute to coordination of the roles and activities of staff from other consortium member organizations in implementation in line with CRS partnership principles.
  • Create and maintain proper conditions for learning. Establish a safe environment for sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to deficiencies. Identify performance gaps and training opportunities for CRS and partner staff and recommend trainings and technical assistance.

Basic Qualifications

  • Master’s degree in public health, epidemiology, international development, international relations or a relevant technical area.
  • 7 or more years’ relevant management and technical experience and at least 5 years in the design and implementation of malaria control activities in developing countries.
  • 5 or more years’ experience in managing donor funds, including multi-partner grants. Strong knowledge and experience in budget management. Recognized technical experience and qualifications in malaria, as demonstrated by peer reviewed publications, conference presentations, etc.
  • Demonstrated experience of successful management, including management of functions of complex, high-value, multi-activity projects, with complicated logistics (such as seasonal malaria chemoprevention campaigns).
  • Staff management experience and abilities that are conducive to a learning environment. Experience coaching and mentoring senior level staff.

  • Experience in MS Office package (Excel, Word, PowerPoint, Visio), Web Conferencing Applications, and information and budget management systems.
  • Recent experience working in PMI, Global Fund, or other international donor in malaria programming strongly preferred.
  • Experience working in community and hospital-based health system strengthening programs.

Supervisory Responsibilities: Malaria project technical staff (TBD)
