OCHA aims to mobilize and engage the full range of financing instruments, mechanisms and partners to ensure that growing humanitarian needs are met, humanitarian leadership and coordination mechanisms are promoted at the country level, and the large array of global humanitarian financing mechanisms are complementary among themselves and coherent with development funding.

Contexte
The Office for the Coordination of Humanitarian Affairs (OCHA) is a department of the United Nations Secretariat. Its mission is to mobilize and coordinate humanitarian action in an effective manner in partnership with national and international actors, so as to mitigate human suffering, advocate for the rights of populations in need of assistance, promote human rights disaster preparedness and prevention and to facilitate the establishment of durable solutions.

The humanitarian situation in Burkina Faso has deteriorated significantly in the past three years. Since 2020, 800 people have been killed in violence between the Burkinabe military and non-State armed groups. At least 40% of the population is directly affected by the closure or reduction of basic social services and the absence of state services. More than 1.8 million people have been internally displaced.

Partners in Burkina Faso are continuing to scale up to adequately support the humanitarian response. In this context, OCHA has established a country office in Burkina Faso’s capital Ouagadougou, with 4 sub-offices in Dori (Sahel Region), Fada (Est Region), Kaya (Centre-Nord Region) and Ouahigouya (Nord Region) to coordinate the relief efforts and provide adequate and fast assistance to the most vulnerable population.

Description de la tâche
Within the delegated authority and under the supervision of the Head of OCHA Burkina Faso Office or his/her designated mandated representative(s), the UN Volunteer Humanitarian Affairs Officer will undertake the following tasks:

• Monitor, analyse and report on humanitarian developments, disaster relief/management or emergency situations in Burkina Faso.
• Organize and prepare studies on humanitarian, emergency relief and related issues; organize follow-up work, including inter-agency technical review meetings to support policy development work and decision-making on important issues.
• Assist in the coordination of international humanitarian/emergency assistance for complex emergency/disaster situations and in ensuring the necessary support; drafts situation reports to the international community, apprising of situation to date and specifying unmet requirements of stricken countries.
• Partner with other humanitarian agencies to plan and evaluate humanitarian and emergency assistance programmes and help ensure that latest findings, lessons learned, policy guidelines, etc. are incorporated into these activities, including gender-related considerations.
• Support the production of appeals for international assistance, including the Humanitarian Programme Cycle (Humanitarian Needs Overview, Humanitarian Response Plan, etc.).
• Establish and maintain contacts with government officials, other UN agencies, non- governmental organizations, diplomatic missions, media, etc.
• Undertake and provide support to technical assistance and other field missions, e.g. participate in field trips to undertake in-depth reviews of specific country coordination mechanisms.
• Prepare or contribute to the preparation of various written reports, documents and communications, e.g. draft sections of studies, background papers, policy guidelines, parliamentary documents, briefings, case studies, presentations, correspondence, etc.
• Serve as the primary focal point on specific topics or policy-related issues; keep abreast of latest developments, liaise with other humanitarian organizations, donors, etc., ensure appropriate monitoring and reporting mechanisms; provide information and advice on a range of related issues.
• Review and provide advice on policy issues related to safeguarding humanitarian principles and ensuring the effective delivery of humanitarian assistance.
• Organize and participate in work groups, meetings, conferences, consultations with other agencies and partners on humanitarian and emergency relief-related matters.
• Perform other duties as required.

Expérience requise
3 années d’expérience en At least 3 years of professional work experience at the national and/or international level in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development or other relevant programmes;
• At least two (2) years humanitarian experience in the field (actual setting where a mission and/or project is being implemented) in emergency situations (complex emergency or natural disaster) is desirable.
• Experience in the region would be an asset;
• Strong oral and written skills; excellent drafting, formulation, reporting skills;
• Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
• Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
• Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;
• Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
• Sound security awareness.

Master degree or equivalent en Advanced higher degree (Master’s or equivalent) in a relevant area in political science, social science, international studies, humanitarian affairs or other related area; a first-level university degree or equivalent in combination with relevant training and/or professional experience may be accepted in lieu of an advanced university degree;

Living conditions are generally good in Ouagadougou, with availability of goods and services as well as accommodation. According to the UN Department of Safety and Security (UNDSS), Ouagadougou is classified as a family duty station. Given the humanitarian developments in various parts of the country, flexibility and an ability and willingness to travel to crisis-affected areas, at times involving physical hardship and little comfort, are essential.
