GENERAL INFORMATION
The Embassy of the Kingdom of the Netherlands in Niger is recruiting a Policy Officer Rule of Law (état de droit).
As Policy Officer Rule of Law, you will be co-responsible for the elaboration of a multi-annual strategy and the related annual plans for operationalizing that strategy, particularly regarding the strengthening rule of law (renforcement de l‘état de droit) in Niger. You ensure that the rule of law programs that are funded by the Embassy, but also by the Dutch Ministry of Foreign Affairs, effectively and efficiently contribute to achieving the objectives as formulated in the multi-annual strategy.
In this context you are responsible for ensuring the identification, formulation, budgeting, and progress monitoring of a portfolio of programs in the area of rule of law in a broad sense.
An inherent and important part of your work is to participate in the policy consultation and dialogue between donors, implementing agencies, and government. You will monitor and report on relevant developments and trends around rule of law, justice, and governance. In your work you also pay attention to transversal themes, such as improvement of the social contract, peace building, human rights and human security, gender equality, and opportunities for Dutch knowledge centers.
You liaise and collaborate regularly with your regional rule of law colleagues at the Dutch embassies in Bamako and Ouagadougou, and with colleagues from the Directorate of Stability and Humanitarian Aid (DSH) of the Ministry of Foreign Affairs in The Hague.
Tasks of the Policy Officer Rule of Law include – but are not limited to:
- Prepare analytical notes, cables and reports on relevant developments related rule of law in Niger.
- Advise on, manage and monitor/report on the implementation of the rule of law program portfolio.
- Identify potential strategic knowledge and implementing partners and promising new interventions.
- Assess proposals and carry out administrative tasks related to the approval and closing procedures related to projects (drafting of internal approval documents, contracts, etc.)
- Develop and maintain a solid network in the political and judicial field, civil society, development partners, UN agencies and INGOs.
- Draft speeches and provide inputs for internal and external meetings.
- Represent the Embassy in policy dialogue, seminars and meetings.
- Write briefs reports/cables about the situation and relevant developments.
- Contribute to the planning and organization of embassy events, meetings and incoming visits and missions.
- Contribute to public diplomacy and visibility of the Embassy (e.g. social media accounts).
- Participate in regional Dutch rule of law initiatives and meetings.
- The Policy Officer Rule of Law will work under the supervision of the Deputy Head of Mission/Head of Development Cooperation. As the Embassy team is small and the workload at times high, the Policy Officer Rule of Law is expected to be flexible and willing to contribute to general tasks of the Embassy and take up assignments as needed.
The position requires occasional travel within Niger, within the Sahel region and to the Netherlands.
WORKING ENVIRONMENT
The Embassy team is dynamic and diverse. It consists of six full-time expatriate staff members (Head of Mission/Ambassador, Deputy Head of Mission/Head of Development Cooperation, First Secretary, Second Secretary, Controller, and Operations Manager). In addition, the team counts eight local staff members (four policy officers and four members of the operational management team).
The Embassy applies a One Team approach. This means an atmosphere of trust, transparency and cooperation between all staff members, both at the embassy and the Ministry of Foreign Affairs in the Netherlands. Each staff member is valued for taking responsibility and initiative, and showing flexibility to ensure good teamwork and high-quality output.
JOB REQUIREMENTS
- Higher university degree (M.Sc. or equivalent) in in law and/or political science.
- Minimum 7 years relevant work experience with progressive responsibilities in the area of rule of law, including policy dialogue and project portfolio management.
- Demonstrated relevant knowledge and experience working on rule of law and justice;
- Excellent understanding of the political, legal and social context in Niger and preferably also the Sahel Region.
- Demonstrable ability to assess its policy implications and translate these into policy priorities and a strategic approach.
- Strong networking skills and a relevant, well-developed network regarding to rule of law in Niger.
- Excellent analytical abilities, in combination with good writing and communication skills.
- Results-oriented and stress resistant.
- Fluent in written and spoken French and English.
