Ce poste est situé au sein de la Mission multidimensionnelle intégrée des Nations Unies pour la stabilisation au Mali (MINUSMA), au sein de la Section Justice et Corrections (JCS) à Kidal.
Responsibilities
Within delegated authority, the Judicial Affairs Officer will be responsible for the following duties:
•Contribute to the development of the rule of law strategic plan and policymaking framework in the context of the mission’s mandate, and assist in the day-to-day coordination of key activities with other mission components (e.g. corrections, human rights, political affairs, policy, gender, child protections, etc.) and UN entities.
•Implements legal and judicial programmes of the work unit and advises on the legal framework, institutional reform of the judiciary, prosecutions and law enforcement, and legal representation or aid.
•Takes the lead in coordinating programme activities in area(s) of concentration (e.g. gender justice, juvenile justice, etc.), facilitating and organizing workshops and consultations, supporting national criminal justice system organization, and/or monitoring of the court and legal system.
•Advises on and prepares complex legal research and analysis and outputs, such as work unit reports and assessments, policy documents and guidelines, briefings, etc.
•Represents the mission and serves on various standing boards and committees, as required.
•Supports and participates in national level coordination, planning and/or reform processes, and donor coordination, to include supporting the completion of major reviews of the justice sector and the development of long-term national strategic plans.
•Directs and manages teams, as required; develops and trains staff under her/his supervision.
•Takes the lead in identifying, establishing and maintaining contacts and partnerships with other actors (national and international) in assigned areas of responsibility with a view to pursuing work programme objectives and ensuring participation in and effective integration of ideas in the planning and implementation of judicial affairs activities.
•Performs programmatic and administrative tasks necessary for the functioning of work unit, including contributing to the preparation of budgets, reporting on performance and results, managing and evaluating staff performance, job interviewing and evaluation of candidates.

Education
Advanced university degree (Master’s degree or equivalent) in law, or bar qualification or equivalent, in addition to a first-level degree in law, is required. A first-level university degree in combination with other relevant academic qualifications and/or legal experience in the field of political affairs, justice and/or rule of law assistance may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of progressively responsible professional experience, including five years in a political advisory and analytical capacity, particularly on justice issues, is required.
Experience in providing good office or technical assistance providing good office or technical assistance on pre-trial detention, legal aid and penal reform in a post-conflict setting is required
Experience supporting judicial personnel in areas of weak state presence and high insecurity is required.
Management experience is also required.
Experience in drafting reports to governmental or intergovernmental bodies is required.
Experience working in support of political processes, including regarding issues related to justice, human rights and governance sector is desirable.
Field experience in a complex environment is desirable
Languages
English and French are the working languages of the United Nations Secretariat. Fluency in French (both oral and written) is required. Good working knowledge in English (both oral and written) is required.

Poste 2 : CORRECTIONS OFFICER, P4
Org. Setting and Reporting
This position is located in the United Nations Multidimensional Integrated Stabilization Mission In Mali (MINUSMA), within the Justice and Corrections Section (JCS) in Gao.
Responsibilities
Within limits of delegated authority, the Corrections Officer P-4 is responsible for the following duties:
• Leading the development and implementation of mission strategies related to strengthening all aspects of the corrections system, as part of the justice chain, through advising national counterparts in line with applicable international standards on all aspects of corrections services, and prison management and administration, including humane treatment of prisoners;
• In line with providing strategic support to corrections institutions and building capacity of national actors in the corrections sector, contribute to the development of joint programmes, raising funds and implementing related activities;
• Facilitating the delivery of coherent ‘one-UN’ support to the national corrections sector, including through the coordination of Mission-UNCT assistance and effective integration of corrections programmes, projects and related activities
• Assisting in enhancing national capacity to design, develop, deliver, evaluate and record training programmes, including through providing training and development advice and guidance;
• Supporting the provision of advice and assistance on national efforts to mobilize and coordinate international assistance to corrections related initiatives;
• Ensuring effective relations with national government officials and civil society representatives including counterparts in the Ministry of Justice and other relevant ministries, police services, courts, women’s groups, non-governmental organizations, donors;
• Building linkages with development partners and donors to ensure seamless transition to long term development support to the national custodial/corrections services and mobilization of resources;
• Advising senior mission leadership, as applicable, on the mission role, priorities, activities, challenges and approaches regarding corrections matters;
• Supervising and evaluating performance (first level) of justice and corrections personnel;
• Contributing to the preparation outputs such as component reports, budgets, briefings, assessments, policy documents and guidelines.

At least seven years of progressively responsible experience in a corrections system is required, including experience in project management, policy development, budgeting, and planning. This must include at least two-year professional experience providing technical assistance for strengthening corrections systems in a transitional, developmental, or post-conflict setting outside the applicant’s country of nationality.
Significant management experience is required. This must include at least two-year professional experience providing technical assistance for strengthening corrections systems in a transitional, developmental, or post-conflict setting outside the applicant’s country of nationality and experience in strategic prison security.
Experience providing services in the field of corrections system to or in a field operation of the United Nations Common System or a comparable international organization is desirable.
