Chad is a low-income country receiving financing from the International Development Association (IDA). With 42% of the population living below the national poverty line ($1.2/day), Chad is faced with a poverty challenge affecting women disproportionately. Chad is also currently the lowest in the world on the Human Capital Index (HCI) ranking. Like other AFCW3 countries, Chad is a member of the G5 Sahel and benefits from the strong support of the Sahel Alliance, an initiative launched in July 2017 by France, Germany and the European Union, with the World Bank Group, UNDP and African Development Bank as founding partners. With its long history of conflict and instability, Chad is officially classified as a FCV (fragility, conflict and violence) country. In light of its FCV challenges, Chad benefited from a Prevention and Resilience Allocation (PRA) over the IDA19 cycle.

Bank assistance to Chad includes. analytics, studies and advisory (ASA) and lending services. Ongoing and planned major ASA products include Poverty Assessment, Economics of gender, Risk and Resilience Assessment, and Improving learning outcomes.  The ongoing portfolio manages a broad portfolio of projects and development policy financing across all four Practice Groups (Sustainable Development; Human Development; Infrastructure; and Equitable Growth, Finance and Institutions).

The Word Bank Office Ndjamena, Chad is seeking a dynamic candidate to join the Team as an Administrative Assistant. The Administrative Assistant is an integral part of the Administrative and Client Support (ACS) Team. S/He will provide administrative support to the BPSFP Resource Management team supporting TRE. The RM team is responsible for business planning, budgeting, work programming, and certain centrally managed accounts. The team monitors the cost-efficient use of resources, oversees controls, and provides support for effective management and monitoring of deliverables. We are seeking a motivated and adaptable staff, willing to seize the opportunity to learn and gain new experience.
Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 4-year term appointment.

Role and Responsibilities 

The staff’s duties include but are not limited to: 

• Support the Country Office, as instructed, in terms of time management and scheduling, support with portfolio management and monitoring including tracking corporate indicators and engaging with Task Teams on portfolio issues as needed.
• Provide support, as instructed, to teams, including but not exclusive to the Resource Management Team in processing accounting and administrative transactions. The latter shall comprise:
• Handling routine data entry, including check writing, filing of documents including accounting and administrative documents.
• Handling custody of petty cash and collections.
• Monitoring vehicle fuel and maintenance costs and other equipment.
• Handling posting of purchase orders, goods receipt, service entry sheets and maintenance of inventory in SAP.
• Undertaking ad hoc inquiries in standard and non-standard databases; retrieve, manipulate and present administrative and accounting data.
• Identify and resolve diverse issues, including administrative and accounting transactional issues as they arise, often requiring interpretation of procedures and processes; independently determine appropriate application in consultation with the accounting team members.
• Provide general research support and utilize all relevant computer software to retrieve, maintain and manipulate data as needed.
• Retrieve data required for preparation of the Country Management Unit (CMU) monthly report and support the delivery of the report.
• Maintain up-to-date files (both paper and electronic) and retrieve data from various sources and compile these for use by the CMU.
• Maintain records for the CR’s Office in WB Docs and in such other systems as may be needed from time to time
• Keep others informed by providing relevant information, reports, or status updates.
• Support and work collaboratively with members of the immediate work team as well as with others in diverse work groups/teams/task forces, across World Bank Group offices

Selection Criteria

Qualifications:

• Bachelor’s degree with at least 2-3 year’s working experience in accounting; administration; logistics; business management service, or other relevant fields.
• Strong interpersonal skills; commitment to team-oriented work in a multi-disciplinary matrix management environment. Prior Bank Group experience in field of development would be a plus.
• Demonstrated skills in retrieving/obtaining accounting and administrative information from various Bank sources and pulling them together in a useable format.
• Sound organizational skills and ability to prioritize and deliver assignments as required and ability to work under pressure and to meet tight deadlines.
• French Proficiency
• Strong English language skills (verbal and written)

• Demonstrates advanced knowledge and experience working with Microsoft office applications (Excel, PowerPoint, Word, etc.). Has ability and willingness to maintain up-to-date knowledge and skills as technology and workflow change.

Able to stay organized, calm, and constructive in stressful situations. Demonstrates orientation to detail and quality; able to independently conduct quality control of own work (review for accuracy, fulfillment of relevant requirements, etc.)
• Demonstrates knowledge of own unit/department’s programs and products, and how they fit into the mission of the WB; knows key players, understands own role and value added to the team and to the organization. Displays good understanding of WB policies and procedures relevant to the area of assigned responsibilities and can apply and implement them with minimal supervision.
• Demonstrates flexibility and is receptive to the implementation of new solutions. Demonstrates willingness to avail and adapt oneself to effecting change. Demonstrates willingness to undertake tasks that stretch his or her capability.
