In positioning the WBG as an employer of choice and leader within the development community and to better respond to the diversified needs of the organization’s shareholders and staff, the Human Resources Vice-Presidency is expanding its footprint in its field offices, to be closer to its clients. Specifically, the HRDLS Staff Development (SD) Program which supports the WBG staff globally by providing face-to-face training, distance learning, job aids, and online resources is expanding its operations to be fulfilled from the Africa region. The program includes Communication and Business Skills, Intercultural Effectiveness, On-the-Job Learning, and future of work and, also oversees HR-specific training programs such as HR4HR Learning and Agile. The Team delivers on average 250-500 training sessions per year, reaching approximately 9000 participants.

To support these initiatives, the SD Program is looking for a dynamic Senior HR Assistant, Learning & Development (SHRA) with an event management passion to join its team in Dakar, Senegal, working closely with the SD Program Manager and Unit Manager based in Washington, DC.

Duties & Accountabilities :

Course Administration: To ensure successful delivery of courses, the SHRA is expected to :

  • Proactively collect all information needed for the design and delivery of the courses through the Task Team Leaders (TTLs) responsible for course design and delivery based in Washington, DC. Ensure consistency and completeness of the received information, including all logistical data ;
  • Coordinate all logistics related to courses delivery, adapting support according to course type (face-to-face or virtual). This includes the following:  i) secure the venue and ensure set-up, catering and AV needs are fulfilled according to needs (face-to-face, when these types of training resume); ii) anticipate and troubleshoot technical issues related to virtual deliveries (e.g., webinars or workshops with online facilitation via WebEx, Zoom or Teams); and iii) prepare, communicate and deliver required course material to participants ;
  • Design and manage courses, classes and sessions on the WBG’s Learning Management System, the Online Learning Campus (OLC) platform.  After the initial course design on the OLC platform, the SHRA is expected to: i) enter the relevant information for each course/class/session; ii) test the system to ensure correct information is displayed; iii) enroll, manage and track participants; and iv) take follow-up actions in a timely manner ;
  • Be the focal point for all communications with the different stakeholders, including participants, their managers and course facilitator/instructor, drafting outgoing communication and marketing related to learning offerings ;
  • Provide additional ad hoc support. Especially for distance learning courses, this can include: i) assist in coordinating writing samples review from applicants; ii) serve as technical moderator for webinars; and iii) manage a database of users ;
  • Contribute to increase of program effectiveness and efficiency.  The SHRA is expected to contribute to the continuous program improvement framework and administration procedures, and actively participate in brainstorming, testing and implementing of new processes. Contribute to the maintenance of the psychological safe environment in the team ;
  • Serve as a backup for other staff supporting staff development program.

Material Design & Update :

  • In coordination with colleagues, design new/update course material and edit/update the Program’s website ;
  • Under the guidance of TTLs, develop online support tools ;
  • Contribute ideas on improvements of the processes, products and services towards more effective and efficient staff development program. Share acquired knowledge and lessons learned with the team.

Manage Information, Communication and Records :

  • Create and manage periodic marketing and follow-up communications. In consultation with team members, draft relevant materials and market SD programs through internal platforms ;
  • Develop, maintain, manipulate databases/spreadsheets for specific courses and prepare reports. Manage and maintain a master Excel file to capture data on the program; combine data from different systems; curate and analyze data, correcting discrepancies daily; produce regular reports ;
  • Manage and update course calendar including room bookings (where applicable) and communication with vendors/consultants/staff on their availability and entering new dates in OLC ;
  • Maintain and keep updated folders and files in shared drive (SharePoint) ;
  • Coordinate creation and analysis of evaluation records for all courses to track trends and help TTLs with program improvements based on participants’ feedback.

Program Resource Management and Reporting:  In coordination with the Unit Manager, Program Manager, TTLs, and the HR Analyst, Learning & Development of the SD Program, the SHRA is expected to provide budget and reporting support for the specific programs.

Selection Criteria :

  • Bachelor’s degree in HR or related field desired, or equivalent combination of education and experience ;
  • Advanced proficiency in written and oral communication in English and French. Ability to interact effectively with clients verbally and in writing ;
  • Excellent time and project-management skills. Ability to work capably under stress and to juggle multiple tasks within tight deadlines independently, with minimum supervision ;
  • Able to organize, coordinate, monitor and implement tasks and projects. Demonstrates ownership and accountability for results ;
  • Thorough attention to detail so that records will be up-to-date and readily retrievable ;
  • Advanced skills in Excel with ability to manage large databases, including use of pivot tables and charts ;
  • Ability to use Bank systems (SABA, SAP, MS products, etc.) is desirable ;
  • Self-starter and independent learner. Demonstrated Growth/Learner Mindset. Initiates changes to work processes to improve efficiency and performance ;
  • Strong interpersonal skills, including the ability to work effectively in a virtual and multi-cultural team-based environment ;
  • Demonstrate the WBG competencies.
