Créée en 1964, la Banque africaine de développement est la première institution panafricaine de développement. Elle a pour mission de promouvoir la croissance économique et le progrès social dans l’ensemble du continent. La Banque compte 81 pays membres, dont 54 pays africains (les pays membres régionaux). Le programme de développement de la Banque vise à fournir l’appui financier et technique aux projets porteurs de transformation qui permettront de réduire sensiblement la pauvreté grâce à une croissance économique inclusive et durable. Pour davantage se concentrer sur les objectifs de la Stratégie décennale (2013-2022) et avoir un plus grand impact sur le développement, cinq grands domaines (High 5) dans lesquels les interventions devront s’intensifier pour l’Afrique ont été identifiés, à savoir : l’énergie, l’agro-industrie, l’industrialisation, l’intégration et l’amélioration de la qualité de vie des populations africaines.

La banque recrute au poste de Business Intelligence (BI) Analyst.

1. The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment: Business Intelligence (BI) Analyst.

2. Background Information:
The African Development Bank currently uses a four-level Results Monitoring Framework (the 2016-2025 RMF) that tracks the Bank’s performance in meeting its development objectives. These four levels are the following:
Level 1 tracks development progress across Africa.
Level 2 measures the Bank’s contributions towards development in all its operations.
Level 3 assesses the quality of the Bank’s operations.
Level 4 monitors the Bank’s efficiency as an organization.
Within each of these levels, a set of indicators has been defined, in line with:
The Bank’s strategic focus on five priority areas of development: the “High 5s”: light up and power Africa, feed Africa, industrialize Africa, integrate Africa, and improve the quality of life for the people of Africa.
The Bank’s new Development Business Delivery Model (DBDM) to increase its effectiveness and efficiency.
Data used to produce RMF indicators is collected from different sources of information:
Various regional and international organizations and institutions.
Internal operations of the Bank.
Projects in SAP system.
The current indicators production and management process is mostly manual and excel-based, which presents significant operational risk. Thus, automating the platform to produce the RMF portal would considerably improve the effectiveness of the facility and mitigate the risk of human error.
The RMF data is currently published only in static reports or provided on an ad hoc basis to answer requests. Thus, RMF indicators are not accessible online in a dynamic way, neither at operations level.
Moreover, there is a strong demand from different audiences to access aggregated and detailed data that contributed to the results.

3. Objective of the consultancy:
The Bank intends to engage the services of a senior consultant to serve as Business Intelligence (BI) Analyst, specifically on the Results Monitoring Framework. A first version of the RMF Dashboard has already been implemented, but some issues are encountered to drill-down from the aggregated level to the detailed level for some categories of indicators. The expectation from the Consultant is to propose and implement technical solutions to enhance the current Dashboard and solve the specific issues encountered.
The selected Senior Consultant will manage, create, maintain, and support all BI components managed by BI Team including OBIEE platform, SAP BW4HANA, ETLs (Talend, SAP Dataservices), SAP Lumira, Power BI and Tableau. He will also be involved in the Analysis and Relation with users. The Consultant will cover all skills ranging from data mining and extraction from different sources (Database format, MS Office format, etc.), maintenance of BI data warehouse, the development of analytical reports and dashboards and dissemination into a portal.
The Consultant should understand the source systems (SAP4HANA, SUMMIT, Oracle Database, SQLServer and MySQL), ETL components (Talend or SAP DataService) and BI components (OBIEE, POWER BI, SAP BI).
The responsibilities of the Consultant will include the following components:
(i) Full assessment of the existing RMF Platform
(ii) Proposals to solve the drill-down and filtering issue on Level 1 indicators
(iii)Implementation of the proposed solution
(iv)Implementation of any other relevant enhancement on the Dashboard

4. Required skills and qualifications:

The incumbent should have the following skills:
Master’s degree in computer science, software development or related business fields and/or equivalent work experience.
Minimum of 5 years’ experience as a customer-facing Business Analyst within an IT organization
A solid understanding of BI technologies and trends.
Deep Knowledge and skills in data warehousing methodologies, BI technologies and tools such as SAP BW4HANA, OBIEE and MS Power BI
Strong foundation in Business Intelligence Tools, Decision Support Systems, OLAP Technology and Multi-dimensional Data.
Very good knowledge and experience in the BI development with OBIEE suite : repository design(RPD), analytics, publisher.
Experience with Talend or SAP Data services would be highly regarded.
Good knowledge on SAP Objects, Oracle, MySQL and SQL Server Databases.
Good knowledge of web principle and technology (HTML, CSS, JavaScript).
Extensive knowledge and understanding of dimensional data warehouse design and implementation.
Strong Expertise in the areas of Performance and Finance. Expertise on Operations, Human
Resources, missions and travel, acquisition of goods and services are recommended.
Knowledge of data integration and data integrity issues and solutions.
Excellent commercial and business management and analytical skills.
Excellent communication and written skills.
Experience in International Institution will be highly regarded
Fluency in French or English.
Experience in managing and controlling the Business Requirements for a project (including prioritization, communication, and quality management planning, change management and risk management).

5. The Corporate Information Technology Services Department (CHIS) invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (CV, documents, reference to similar services, experience in similar assignments, etc.).

6. The eligibility criteria, the establishment of a short list and the selection procedures shall be in conformity with the Bank’s procedures for the acquisition of consulting services funded by the administrative or capital expenditure. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist.

7. The duration of services is six (06) months, and the estimated starting date is 01 December 2021.

10. ESTABLISHMENT OF THE SHORT LIST
A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.
