Créée en 1964, la Banque africaine de développement (« la Banque ») est la première institution panafricaine de développement. Elle a pour mission de promouvoir la croissance économique et le progrès social dans l’ensemble du continent. La Banque compte 81 pays membres, dont 54 pays africains (« les pays membres régionaux, ou PMR »). Le programme de développement de la Banque vise à fournir l’appui financier et technique aux projets porteurs de transformation qui permettront de réduire sensiblement la pauvreté grâce à une croissance économique inclusive et durable. Pour davantage se concentrer sur les objectifs de la Stratégie décennale (2013-2022) et avoir un plus grand impact sur le développement, cinq grands domaines (« High 5 »), dans lesquels les interventions devront s’intensifier pour le développement économique de l’Afrique, ont été identifiés, à savoir : l’énergie, l’agro-industrie, l’industrialisation, l’intégration et l’amélioration de la qualité de vie des populations africaines.

The services to be provided under the assignment include project management and technical support to PECG to implement the Facility for AfDB’s African Private sector Assistance (FAPA) – funded project “Enhancing Access of the African Private Sector to International Cooperation on Climate Action” and the CIF New Strategic Programs. For the FAPA project, the consultant will ensure that the funding is used to achieve the intended targets and objectives in an efficient, effective and timely manner through, among others, leading and coordinating the project implementation, and coordinating with the PECG and other AfDB departments, the host country governments, the knowledge and service providers, relevant regional institutions and stakeholders and development partners. The Consultant will also provide technical support to the new CIF program and its imbedding in the Bank’s operations, particularly through: (i) reviewing and analyzing the relevant CIF, AfDB and other stakeholders at global level, drawing from previous work of the PECG1 division and the CIF team; (ii) analyzing policies, strategies, and approaches at play and mapping out priorities, relevant partners and entry points for the Bank’s CIF interventions; (iii) conceptualizing, initiating, designing, commencing and reporting on programs and projects within Africa by exploring relevant policies, strategies, and approaches; (iv) Ensuring the mainstreaming of crosscutting areas of the Bank, including gender and youth, within the CIF programs and projects; (v) utilizing CIF and the Bank’s tools and guidelines to ensure the CIF programs and projects have achieved the intended objectives; (vi) Establishing partnership and networks with relevant stakeholders and partners, including with the Regional Member States (RMCs) participating in implementing the CIF programs and projects; (vii) Undertaking any other duties, as assigned by PECG Management.
