IntraHealth recherche un directeur des finances et de l’administration pour le prochain appel d’offres de l’USAID en Guinée pour une activité de renforcement du système de santé local (LHSSA). Le prochain projet de l’USAID contribuera à l’amélioration durable de l’état de santé des populations cibles dans les trois régions de Boké, Kindia et Labé et les six communes de la capitale Conakry. Cette nouvelle activité sera le pilier central du portefeuille de l’USAID/Guinée en matière de prestation de services de santé et de renforcement des capacités.

The Director of Finance and Administration is a key member of IntraHealth’s project leadership team, reporting to the Chief of Party. This position is responsible for providing fiscal leadership in the implementation of the project, overseeing effective recruitment, support and retention of project personnel, ensuring project’s alignment with sector-wide best practices; and guaranteeing compliance with local, IntraHealth, and USAID policies, rules and regulations.

This position is contingent upon award and approval by USAID.

Essential Functions 

  • Lead the establishment of HR, logistics, accounting, and financial systems for the project in compliance with donor regulations, relevant Guinea legislation, and IntraHealth policies and procedures;
  • Document, maintain and ensure compliance with updated finance and administration policies for the project;
  • Oversee and support the development of project procurement plans and ensure proper procurement policies and guidelines are followed;
  • Oversee final operations such as reconciliation of monthly expenditures of the bank accounts and the petty cash, banking transactions
  • Ensure an effective payroll system, including the tracking benefits and allowances, and compliance with all applicable tax withholding and remittance to local authorities
  • Review and approve financial reports to IntraHealth and USAID as required
  • Manage organizational risk and liability, particularly related to ensuring compliance with all relevant donor regulations and local laws;
  • Provide strategic guidance and assistance in problem-solving to project leadership;
  • Serve as chief liaison to the internal audit team;
  • Supervise finance, HR and administrative team staff .

Requirements: 

  • Bachelor’s Degree required, Master’s Degree strongly preferred, in Business Administration, Finance, Accounting, or other relevant field of study;
  • Ten years of experience managing, in increasing roles of responsibility, finance, procurement, contracts management, logistics and/or human resource related matters for international development activities of similar dollar value ($50-75 million);
  • At least five years of supervisory experience;
  • Mastery of USG financial reporting and compliance rules and regulations;
  • Demonstrated ability to set up and maintain accounting and financial management systems and ability to build and review budgets;
  • Experience in managing donor funded procurements and subcontracts/grants with local and international partners;
  • Demonstrated expertise in setting up and enforcing systems to prevent fraud, abuse, and waste;
  • Demonstrated ability to work effectively in team-based environment, supervise a professional team and ability to interact with a variety of technical, clinical and other specialists;
  • In-depth knowledge of Microsoft Word and Microsoft Excel and accounting software and proficiency in online financial systems and databases such as Quickbooks;
  • Excellent personal integrity and confidentiality.
  • Fluent in French and strong oral and written communications skills in English, and ability to negotiate with partners, USAID and other donors.

Preferred: 

  • Professional qualification in CPA or ACCA will be an added advantage;
  • Experience managing USAID cooperative agreements and contracts in West Africa.
