POSITION SUMMARY:

Freedom House is recruiting an Advocacy Specialist to provide advocacy expertise and training to civil society as part of a five-year program helping to solidify and accelerate The Gambia’s democratic transition through support to civil society and the justice sector. The Advocacy Specialist will be responsible for the design and implementation of activities to strengthen the capacity of local civil society organizations to safely and securely exercise their civil and political rights. This position is based in Banjul, The Gambia and will report to the Deputy Chief of Party (DCoP).

Principal Duties and Responsibilities

  • Provide technical skills trainings to the project partners to lead successful advocacy initiatives and campaigns;
  • Provide mentoring and coaching to civil society partners and support the development of working groups on issues surrounding human rights priorities;
  • Develop and design training materials/manuals on a variety of topics including advocacy, human rights, and civic engagement for CSOs;
  • Facilitate trainings, workshops, roundtables and other capacity strengthening events supported by Freedom House;
  • Work with the DCoP to plan and implement project activities and compile reports as necessary;
  • Serve as technical advisor on democracy and governance, transitional justice, and human rights to the overall Gambia program;
  • Monitor and evaluate implementation of project activities and draft program reports in conjunction with DCoP;
  • Provide guidance and oversight on advocacy subgrants to partner organizations and provide ongoing mentoring and coaching
  • Provide necessary guidance, as well as technical and editorial support to project partners to improve the quality of their policy and legislative drafts and reports.
  • Coordinate with DCoP and staff to develop risk assessment and mitigation plan including staff and program risks;
  • Routinely update team members on daily challenges and progress of partner advocacy initiatives, and regularly brief FH headquarters staff in consultation with the DCoP;
  • Required to travel extensively to project sites within The Gambia; and
  • Undertake other duties as assigned by the DCoP.

Minimum Qualifications

  • Bachelor’s degree in international development, rule of law, public policy, political science, public administration, human rights, communications, or other relevant field, Master’s degree preferred.
  • A minimum of seven years of technical experience in advocacy, democracy, and civil society support initiatives;
  • Knowledge of governance, transitional justice, and human rights issues in The Gambia is required;
  • Two years of experience providing technical assistance to civil society in The Gambia related to human rights and advocacy, preferably with experience working with marginalized groups such as women and youth;
  • Strong interpersonal skills, demonstrated ability to create and maintain effective working relationships with CSOs, community-based organizations and grassroots groups, government officials, as well as in-country and foreign experts;
  • Experience facilitating workshops, trainings, or roundtables required;
  • Experience in facilitating gender, race, and literacy sensitive participatory dialogues and trainings
  • Demonstrated ability to mobilize communities and encourage the inclusion of marginalized groups, such as women, youth, people living with disabilities, LGBTQ+ people;
  • Demonstrated experience in managing MEL systems including target setting, data collection and reporting;
  • Knowledge of USG rules and regulations, and other donor approaches to civil society development preferred;
  • Strong knowledge of human rights principles and mechanisms, and democracy promotion;
  • Strong ability to communicate effectively in English, both orally and in writing;
  • Experience using software such as MS Word, Outlook, PowerPoint; and Microsoft Excel; and
  • Experience in challenging environments and in modifying programming to fit evolving contexts.

Working Conditions:

  • General working office environment in Banjul, The Gambia;
  • Some evening and weekend hours to complete tasks or attend events;
  • Travel within The Gambia outside of Banjul;
  • Exposed to outside weather conditions when required to complete assigned tasks outside the office;
  • May involve work in regions that are remote and lack basic modern infrastructure, and in regions under U.S. travel advisory due to threats of terrorist attacks, civil unrest, kidnappings, disease outbreaks, etc.
