Position Overview
Free the Slaves’ Senegal office seeks a country program manager with strong background in advocacy, partnership, community mobilization and engagement for a program to support communities and the government of Senegal to combat human trafficking and modern slavery in the mining sector. The country program manager will be responsible for leading the implementation of the program to combat sex trafficking and forced labor. The candidate will coordinate with program implementing partners and will direct engagement with government stakeholders — deploying, measuring, and reporting on the FTS Community Liberation Toolkit. The country program manager reports to the West Africa regional director. The country program manager position will be based in Kédougou Region with periodic travel to Dakar.
Principal Responsibilities
- Represent Free the Slaves in its Senegal program. This includes presenting accurate information about Free the Slaves and the work of the organization; meeting with staff of other organizations, government agencies, media outlets and others as needed to achieve Senegal program goals.
- Enable FTS to define and implement a context-driven strategy in support of combating human trafficking in targeted areas including identification and selection of affected communities, linking with effective organizations that are building local, national, and regional resistance to modern slavery.
- Coordinate with FTS implementing partners to implement their planned programs including field visits, conduct regular capacity building trainings, ensure the FTS toolkit is accessed.
- Facilitate rescue, rehabilitation, repatriation and reintegration processes for victims and survivors of modern slavery.
- Support FTS and partner advocacy efforts to influence policies, practices, and implementation of anti-modern slavery responsibilities by regional, district and community government agencies and other stakeholders.
- Document FTS work in the region, with organizations and individuals’ permission, through digital photography and written stories/testimonies, and ensure materials are shared with the communications team as required.
- Ensure FTS is registered in Senegal and effectively operating in the country. • Manage FTS country office and ensure safety and sound management of the FTS logistics, policies, and systems.
- Identify and meet with other Senegal-based NGOs that are doing anti-slavery work and evaluate their strategies and activities. Suggest potential new partners to Free the Slaves.
- Identify opportunities for enhancing the FTS Senegal program, for example, through helping our partners network with other organizations, connecting them with new funding sources, utilizing on-the-ground learning about anti-slavery strategies to inform policy decisions, sharing ideas for raising awareness about slavery in Senegal, etc.
- Participate as a team member in development of FTS overall program strategies and strengthen the role of the overseas program work in FTS’ fundraising, research, advocacy, and public education. Host donors and potential donors to help ensure adequate funding for the FTS Senegal program and FTS overall.

Qualifications
Requirements:
- Passion for ending modern slavery and sexual exploitation.
- Strong understanding of community-based approaches to development.
- A master’s degree in a relevant field, e.g., international development, sociology, community/social work.
- Minimum of 5 years professional experience in international development.
- Have demonstrated capabilities in high-level strategic visioning and working effectively with local civil society organizations, local government, and community-led organizations.
- Demonstrated leadership in the design, management, implementation, monitoring, and evaluation of similar programs.
- Strong communication skills in French, English and Wolof or other local languages spoken in Senegal.
- Flexible approach to work, and ability to respond quickly to urgent needs in the field.
- Ability to manage and report on budgets and other financials.
Desirable:
- Experience working for international NGOs and fluency in both English and French.
Compensation
This position is full time contract with payment rate commensurate with experience.
