Le bureau national de la FICR en République centrafricaine (RCA) opère dans un environnement humanitaire complexe, avec de fréquents incidents de sécurité, ce qui exige de la prudence et une adhésion étroite aux politiques et procédures de sécurité. Le bureau pays fait partie de la structure régionale africaine de la FICR.

Sous la responsabilité du Chef du Bureau Pays, le Délégué Santé, Immunisation est chargé de gérer et coordonner le soutien de la FICR aux programmes de santé de la Croix-Rouge de la RCA, conformément aux stratégies, politiques et plan opérationnel de la FICR, en coordination avec le CICR et les partenaires du Mouvement de la Croix-Rouge soutenant les activités de santé de la RCA.

The delegate will exert leadership of the immunization team and provide technical support, together with IFRC head of the country office, to CRCA immunization programmes, in close liaison with relevant focal points in the Ministry of Public Health and through field staff, with a view to ensure solid context analysis, monitoring and evaluation as well as timely and quality reporting to IFRC partners.

The delegate will closely work with GAVI and UNICEF focal points in collaboration with MSP colleagues to understand resource needs for gaps in immunization services, especially the community component and outreach immunizations throughout the country.  The position holder will also make timely funding proposals to GAVI, UNICEF, and MSP to support the work of IFRC and the National Society in filling immunization gaps, especially in hard-to-reach and conflict areas, for mobile populations, and especially for community and outreach components.

The delegate will closely work with WHO on disease surveillance and other technical issues,  will oversee the compliance and reporting requirements of all programmes’ implementation as well as line-manage Federation country office national health staff and support the CRCS health team.

The role requires significant experience in dealing with immunization programmes and overall health programme management, including community health and emergency health, with a strong command on planning/budgeting, capacity building, mentoring, monitoring, evaluation and reporting.

Job Duties and Responsibilities

Detailed duties include:

  1. Support the CRCA in the delivery, monitoring, evaluation and reporting of immunization activities through agreed strategies, targets, common risk management approaches, and effective monitoring, evaluation, and reporting mechanisms.
  2. Support the CRCA to plan, manage, implement, and further develop its basic curative and preventive health programs, based on the CRCA health strategy and IFRC operational plan and ongoing activities including immunization programs.
  3. Assist CRCA to identify humanitarian health need gaps through collection and analysis of data for improvement and development of community-based health interventions programming.
  4. Facilitate CRCA engagement to collaborate and coordinate with the Ministry of Public Health in order to ensure that health programs adhere to national standards, priorities, policies and partnership modalities.
  5. Participate in relevant coordination mechanisms, especially those established by the Ministry of Public Health on immunization.
  6. Support the CRCA, in coordination with the ICRC, Movement and non-Movement partners, to increase CRCA self-reliance and health service sustainability by gradually downscaling its dependence on external financial support.
  7. Support and encourage the CRCA to liaise regularly with authorities, UN agencies and other respective stakeholders and to attend weekly immunization meetings.
  8. Assess and analyses trends, emerging needs and conditions in CAR for Federation involvement in the health sector (particularly in the contexts of emergency, public and community health).
  9. Lead on the development of proposals, especially to GAVI and UNICEF country office, in support to CRCA, to maximize resource mobilization opportunities in line with health priorities and CRCA capacity to deliver.
  10. Mainstream a gender-sensitive approach and gender minimum standards across health program design and implementation.
  11. Develop CRCA health team management capacities through IFRC tools, concepts and training opportunities utilizing A/P Region and Geneva resources.
  12. Lead on effective and dynamic planning, monitoring, evaluation, and reporting functions across IFRC-supported health programs and in support to CRCA capacity enhancement.
  13. Manage IFRC health staff, promote training, standardization, best practices and learning on IFRC health policies and strategies, with the technical support from the A/P Region.
  14. Manage the health budget, expenditure and procurement with the delegation health, finance/admin and logistics teams, monitor the implementation and ensure the timely and efficient financial reporting.
  15. Ensure the production of regular, timely, accurate and quality narrative and financial reports as well as any other required updates and situation reports; Facilitate the generation of quality content which can be used for publicity and promotional purposes.
  16. Promote documentation and dissemination of achievements and undertake advocacy actions.

LATERAL RELATIONSHIPS:

  1. Ensure close collaboration and coordination with Regional and Geneva health counterparts for health programme management, reporting or resource mobilisation.
  2. Ensure effective working relationships with CAR Red Cross Society counterparts and technical leadership.
  3. Contribute to a well-coordinated Movement Approach in CAR – CRCA, ICRC, Red Cross Red Cross Partners and IFRC.
  4. Ensure effective working relationships, close collaboration and effective teamwork with IFRC Country Office technical leads and colleagues.

Education

  • University or equivalent post-graduate degree in public health/health/planning/management
  • Professional certification as a health professional
  • Training course for field delegates or equivalent knowldege

Experience

Required experience

  • 5 years or more experience in public health/health planning management
  • 5 years or more experience of working for a humanitarian aid organisation in a developing country
  • Experience in a strategic health programme planning/management
  • Expertise in developing robust monitoring and evaluation systems in health
  • Expertise in immunization programmes
  • Experience in leading health emergency response or preparedness programmes
  • Experience in writing project proposals and project reporting
  • Experience of coaching/skill transfer/ training, and staff development
  • Proven experience in program coordination, project management and strategic planning
  • Experience of, and commitment to, participatory approaches and the integration of participatory mechanisms into all stages of project cycle planning, implementation, monitoring and evaluation
  • Program management experience in African countries

Preferred experience

  • Management experience in immunization programmes
  • Experience in financial management including budgeting
  • Experience in health networking
  • Experience in Red Cross/Cross capacity building
  • Experience and understanding of programme integration across programme sectors so to reduce duplication and enhance efficiency and effectiveness of RC/RC skills, engagement and response.
