Project Description:
The Principal Investigator (PI)/Project Director is the most senior member of the team, leading and directing the development and implementation of strategies, plans, and processes for a proposed Strategic Information Capacity Building project. The PI provides technical, management and financial leadership to the project. The primary responsibility of the PI is to ensure successful implementation of the project work plan and achievement of all FHI 360 targets and deliverables while managing and remaining within the approved budget. The PI is the lead for communication, coordination and reporting with CDC (and CDC partners), government agencies, and headquarter support team for this project. He/she plans and directs project schedules, oversees project performance, risk management, administration and financial management. The PI is responsible for oversight of personnel working on the project.
Key Responsibilities:
- Lead and provide day-to-day management oversight and technical guidance to the Project team, including general financial oversight and programmatic monitoring, ensuring quality and timeliness of all activities;
- Oversee the Project’s technical and strategic planning including annual work plans, budget, progress reports, and financial reports;
- Ensure programming complies with priorities and systems of the Government of DRC, the funder, and FHI 360 global rules and regulations, and that systems are in place so that local implementing agencies fully comply with programming, implementation, reporting and evaluation procedures;
- Serve as the primary liaison for the Project with the funder, government counterparts, other stakeholders, normative bodies and FHI 360 headquarters;
- Provide ongoing technical leadership to build the capacity of partner entities;
- Direct and lead project initiatives and activities, implementation of approved work plans and budgets, and ensure compliance with organizational procedures and policies (including funder requirements);
- Provide leadership and team building at the project level and supervise project staff;
- Represent the project and FHI 360 with external audiences as appropriate;
- Participate in country office strategic planning and resource development efforts, as needed;
- Participate and contribute to the overall mission of FHI 360; and
- Perform other related duties as assigned by supervisor.
Qualifications and Experience:
- Advanced Degree in Public Health, Social Sciences, Epidemiology or other relevant field;
- 10+ years of experience in a progressive leadership position managing programs involving HIV/AIDS, strategic information, health systems strengthening including quality improvement, human capacity development in developing countries and different cultural settings;
- HIV program management, organizational development, and collaboration between government and NGO partners, funders, and normative bodies;
- Experience in developing tools for surveillance, HIV data management, electronic reporting systems, data use for decision making and capacity building in strategic information;
- Prior project management experience (experience working with CDC a plus);
- Demonstrated strategic planning, staff development and capacity building experience;
- Excellent oral and written communication skills;
- Strong negotiation and consultative skills;
- Critical thinker with strong problem-solving skills with ability to plan, organize, and manage resources for successful completion of projects;
- Ability to motivate, influence and collaborate with others, and build positive local working relationships with governmental representatives at the national, provincial, and zonal levels;
- Must be able to read, write, and speak fluent English and French;
- Experience operating in logistically challenging environments
