Description de la mission
Expertise France is looking for a Monitoring & Evaluation Expert to contribute to the review and adjustment of the project Logical Framework based on current developments of the Team Europe Technical Assistance Facility to support the AfCFTA and Continental Economic Integration (TETAF or the Project).
The M & E Specialist will provide guidance to the implementation of the Project’s Results Based Monitoring and Evaluation Plan including the development of methodologies as well as capacity, systems development and thematic, cross-country/ cross work streams evaluations for an evidence basis of project performance, with emphasis on EF technical interventions.
The M & E Specialist will work within an integrated, coordinated, and systems-strengthening approach. The M & E expert is expected to work closely with the Programme Manager and with the PMU team in Ghana. The M & E expert will be placed under the supervision of the Senior Programme Manager of Expertise France support to the ACFTA Secretariat – Team Europe Project, Accra, Ghana.
Duties and Responsibility
- Collect data/information from the PMU M & E specialists on the TAF project to strengthen the Project monitoring evaluation systems;
- Provide overall technical support and quality assurance for monitoring and evaluation of the TAF project with emphasis on the EF project interventions;
- Review and adjust the project Logical Framework, including:

- Establish the relevant cause-effect hypotheses;
- Review the indicators for measuring achievements;
- Initiate ideas towards enhancing the M & E system informed by the changes since project inception in December 2021 to the present (2023 project cycle);
- Recommend an appropriate proactive monitoring, reporting and evaluation system that reinforces the Project Objectives and Goals;
- Determine the resources required for implementing the Project.
- Evidence and knowledge development and dissemination in the M&E field.
- Project results in framework implementation and capacity development to enhance M & E reporting.
- Effectively link the project monitoring system with the EF monitoring system;
- Produce a report on the adjustment made to the Log Frame.
- Development of monitoring and evaluation policies, standards, and guidance as well as oversight compliance.
- Produce required data, information and reports for reporting purposes (reporting to EU and AFD and internal reporting for EF, especially on THEMA indicators)
Description du projet ou contexte
The African Continental Free Trade Area (AfCFTA), signed by 54 of the 55 African countries, is the first step to achieving the objective of a continental single market. The AfCFTA is expected to boost intra-African trade, promote structural transformation, and generate significant employment opportunities in Africa. Despite the high political momentum and the strong economic rationale, realising the AfCFTA will require strengthening institutional capacities to complete negotiations and to implement and meet the obligations of the agreements, with the active involvement of the private sector and effective cooperation between stakeholders at the continental, regional and national level.
In this context, The Team Europe Technical Assistance Facility to support the AfCFTA and Continental Economic Integration (TE TAF) seeks to contribute to the African Economic Integration agenda by mainly realizing the AfCFTA. The TE TAF is meant to be an efficient, reactive and flexible mechanism to answer to the needs of the African Union (AfCFTA Secretariat, AUC, and some AU Specialized agencies), RECs, AU Member States, and other potential continental partners and regional private sector organisations, working on fostering the AfCFTA and continental economic integration.
The main objectives of the TAF are to;
- Enhancing the capacity of the AfCFTA Secretariat for preparing and conducting the remaining negotiations of the Agreement:
- Build the capacities of AU Member States to implement AfCFTA commitments and improve trade regulatory practices;
- Strengthen the institutional capacity of targeted African institutions (AfCFTA Secretariat, AUC, and AU Specialized agencies, RECs) and AU Member States to successfully implement the priority AfCFTA agenda and improve regulatory practices for continental trade; and,
- Build trade capacity for the private sector and enhance market access under the AfCFTA.
The TAF is funded by the EU, Agence Française de Development, the German Ministry of Development Cooperation (BMZ), and Sweden and is being implemented by GIZ, Expertise France, and FIAPP under the guidance of the AfCFTA Secretariat.
Profil souhaité
- Master’s degree in Social Sciences, Monitoring and Evaluation, Development Planning, or any relevant field for the position. The graduate or post-graduate degree should preferably include credits in the principles and practice of monitoring and evaluation.
- 5 years of work experience in a comparable position with a track record in developing and setting up monitoring and evaluation systems.
- Experience in M & E and international trade policy,
- Strong analytical skills, quantitative/qualitative analysis knowledge, and ability to produce structured reports.
- Excellent presentation and communication skills, and proven skills in report writing.
- Excellent knowledge of Microsoft Office, especially MS Teams, Word, Excel, and PowerPoint.
- Ability to work under pressure, strong team orientation, cooperation, and negotiation.
- Fluency in English. French is an asset.
