PROJECT SUMMARY

MOMENTUM Safe Surgery in Family Planning and Obstetrics is a new USAID-funded program initiated in September 2020 and active through September 2025. Through a consortium of partners led by EngenderHealth, this project expands awareness of, equitable access to, and appropriate use of quality, voluntary surgical maternal health (MH), and family planning (FP) services that are essential to reducing maternal and newborn mortality and morbidity and promoting reproductive health (RH). MOMENTUM Safe Surgery in Family Planning and Obstetrics focuses on surgical obstetric care, including safe and indicated cesarean delivery (CD) and peripartum hysterectomy; prevention and treatment of obstetric and iatrogenic fistula; and voluntary long-acting reversible contraceptives and permanent methods (LARCs/PMs). 

JOB SUMMARY

Under the Finance and Administration Manager’s supervision, the Grants, Contracts & Procurement Officer will be responsible for the day-to-day procurement and Grants functions of this project. The incumbent will also ensure the effective implementation and monitoring of all grants in his/her portfolio including closeout of Grants.

ESSENTIAL FUNCTIONS

Grants & Contracts

  • Support the grants solicitation pre-award process, prepare grant applications log and checklist for grant applications– initial screenings including confirmations of proposal receipt.
  • Conduct pre-award survey and fill in pre-award survey form and provide feedback, to potential grantees
  • Prepare and collect vetting information with supporting documents,
  • Contact grantee organizations for submission of monthly and quarterly programmatic and financial reports as well as documented success stories.
  • Identifies requirements for and develops reporting formats to aid in the management of operations and grant expenditure.
  • Organize and/support orientation sessions and assist grantees on all grants contractual requirements
  • Be involved in collecting and verifying the grant activities reported in a grantee progress report, maintaining and updating grant report tracking sheets.
  • Provide ongoing support to grantees with respect to program management, financial, reporting, and compliance issues.
  • Work with the partners and grantees to ensure that grants are implemented in accordance with the terms and conditions of USAID rules and regulations– with a focus on finance, procurement, and compliance
  • Review and monitor grantees’ financial reports and reported expenses under the approved grant proposal and monthly work plan to ensure these are adequately documented and in compliance with the grant agreement and applicable USAID regulations.
  • Support grant completion and closeout.
  • Coordinate with EngenderHealth/DRC Finance and Administration Manager in development of sub-agreements with the projects’ partners; establish, manage, and monitor all project procedures for eth development and issuance of sub-agreements/subcontracts with local partners
  • Any other duties as assigned by the supervisor.

PROCUREMENT

  • Support Finance & Admin Manager in the procurement of office assets, equipment, supplies, etc., and issuance of Purchase Orders.
  • Procurement of services and issuance of contracts to service providers and vendors.
  • Establish procedures and monitor contracting with external short-term advisors/consultants identified by the program staff to fulfill the gaps in qualifications and expertise.
  • Management of Inventory (All Assets) Records for DRC Office and undertake a periodic physical inventory of all assets and maintain the necessary records.
  • Maintain Fixed Assets Inventory report from time to time.
  • Assistance with organizing and making arrangements for workshops/meetings.
  • Any other duties assigned by Supervisor from time to time.

REQUIREMENTS

  • 4-6 years of experience working with international organizations.
  • Minimum of 4 years of experience working with USAID-funded projects and understanding of applicable rules and regulations for USAID is highly desirable.
  • Bachelor’s degree in Commerce, Master’s degree preferred.
  • Ability to work well in a team environment, strong interpersonal skills, able to work effectively with civil society organizations, project staff, and other beneficiaries.
  • Ability to work collaboratively between programmatic, finance, and administration teams.
  • Ability to travel to conduct site visits.

ESSENTIAL SOFT SKILLS

  • Committed to EngenderHealth’s core organizational values of reflection, inclusion, integrity, respect, and transformation.
  • Demonstrated proficiency in Fench language, both written and spoken, knowledge of English is desirable.
  • Advanced computer skills– include Internet, Word, Excel, and database use and management.
  • Excellent organizational and communication skills.
  • Attention to detail, ability to track and follow up.

PREFERRED SKILLS, ABILITIES, AND FUNCTIONS

  • Computer proficiency with a high level of familiarity with QuickBooks, MS Word, Excel, Powerpoint, etc., and database management programs.
  • Must be proficient in English. Having knowledge of the local language is desirable.
  • Willing to travel up to 20% of the time.
