Background
CRS has been working in Cameroon since 1961, with the main office in the capital Yaoundé and field offices in Bafoussam, Bamenda, Douala, and Maroua. Responding to the country’s strategic needs, the first interventions aimed to reduce infant mortality and increase food security. Since then, projects have strengthened local capacity in healthcare and in response to emergencies, including the Anglophone crisis in the North-West and South-West regions, the Lake Chad Basin crisis in the Far North, and the influx of refugees from Central African Republic. Working with local partners, CRS is providing direct services and addressing the structural barriers affecting the most vulnerable populations.
The current portfolio is strongly health-oriented, with a large HIV community/OVC program funded by USAID and PEPFAR, implemented across all 10 regions of Cameroon with almost 30 implementing partners, and serving over 60,000 participants. CRS also conducted a Seasonal Malaria Chemoprevention campaign funded by the President’s Malaria Initiative in 2018, reaching 1,658,424 children under 5 years with lifesaving malaria prophylaxis. CRS Cameroon is seeking to build on this preexisting health programming and leverage it for new opportunities in the health sector.
The remaining programming in country is focused on humanitarian assistance and early recovery, including provision of food and non-food assistance in the Northwest, rapid response preparedness across the conflict and displacement zones, and stabilization activities in the Far North focused on infrastructure development, economic revitalization, social cohesion, and governance.
Job Summary:
You will manage and provide technical oversight of the development and eventual implementation of the Country Program (CP) malaria health programming, particularly for large and complex projects, ensuring effective systems and processes are in place that support high-quality programming advancing CRS work in serving the poor and vulnerable. Your management skills and knowledge will ensure that the CP wins strategic financing opportunities, prepares for efficient and effective start-up, and delivers high-quality programming and continuously works towards improving the impact of its health programming. In coordination with the CARO (Central Africa Regional Office) Business Development Manager and the Cameroon/Chad Head of Programming (HOP), you will engage staff and partners in prepositioning for new opportunities and in development, design and growth of health programs in line with country and agency strategies. You will represent the agency and the Cameroon health program to a wide range of institutional donors and partners, including US Government (USAID, CDC, PMI), Government of Cameroon (MoH, MINAS, CNLS, CNLP), multi-lateral organizations, and a variety of emerging, non-traditional sources of funding to enhance CRS’ competitive positioning for donor attention and funding.
Roles and Key Responsibilities:
- Contribute to the proactive pursuit of opportunities for new funding to ensure growth of the CP health sector portfolio in line with agency, regional, and CP health strategic priorities, particularly for malaria programming. Serve as the technical lead and technical writer to ensure quality proposals in health per agency and donor standards. Contribute to budgeting and staffing plans and activities for proposals.
- Oversee the identification, assessment and strengthening of partnerships relevant to health and malaria programming and the appropriate application of partnership concepts, tools and approaches. Ensure CRS identifies highly competent and valuable consortium members for new proposals and engages them throughout the design process, proposal development, and into project start up and implementation.
- Cultivate and strengthen strategic agency partnerships within Cameroon, participate in various international, government and local partner health and networks, and represent CRS to external agencies including NGOs, donors, UN agencies, Church, and government of Cameroon entities. Specifically engage with the Cameroonian National Malaria Control Program and Ministry of Health to position CRS as a key contributor in the health and malaria space.
- In collaboration with Business Development staff, the MEAL Coordinator, and project staff, identify opportunities for learning, research and publications that can be used in influencing donor and government policy and for leveraging resources for promising health service delivery models.
- Lead the development of program learning – identify opportunities for learning, research and publications in the area of health and malaria that can be used in influencing donor and government policy and for leveraging resources for promising health service delivery models. Facilitate the dissemination of promising practices and lessons learned to contribute to the agency knowledge management agenda. Ensure integration of innovations and best practices.
- Provide management, guidance, and technical oversight of all new projects within the CP health programming throughout the project cycle to ensure project design, start-up, implementation and close-out are in line with CRS quality principles and standards, donor guidelines, and industry best practices.
- Oversee technical assistance and capacity strengthening activities in health programming for staff and partner organizations to enhance program quality and impact.
- Ensure timely and appropriate project expenditures in line with financial plans and efficient use and stewardship of project material sources.
Basic Qualifications
- Master’s Degree required in public health, medicine, health economics, or related field. Additional experience may substitute for some education.
- Minimum of 5 years experience in relevant field-based project management experience in health programming required, with preferably most or all of that experience focused on malaria programming.
- Experience in managing moderately complex projects preferably with an international NGO.
- Demonstrated experience working in health systems strengthening programs. Exposure to hospital network formation, health economics, or health administration a plus.
- Experience engaging with international and local partner organizations and proven capacity to work with the Catholic Church and faith-based institutions effectively.
- Experience with health programming donors, such as the Global Fund, PEPFAR, and/or the President’s Malaria Initiative (PMI).
- Demonstrated ability to write high quality technical proposals and position for health funding from major donors.
Required Languages – Excellent French and English, written and oral communication skills required.
Travel – Must be willing and able to travel up to 30%.

Preferred Qualifications
- Good experience in project grants management, including project design, preferably for grants from multiple public donors, including USAID.
