Corus International’s largest country portfolio is the Democratic Republic of the Congo (DRC), where IMA World Health has worked alongside the Congolese government, donors, and a variety of local and international partners since 2000, with a staff of over 200. Programs revitalize the country’s health system, improve WASH access and systems, prevent and respond to SGBV, promote clean energy, and improve the health of the population. The portfolio includes a focus on both sustainable development and humanitarian assistance activities and operates out of two base offices in Kinshasa and Goma.

The Deputy Project Director will have significant experience in gender-related programming to provide leadership to the programmatic implementation of a SGBV related Project. This position will oversee the administrative and compliance related obligations of the program; oversee management of partner implementing organizations; and serve as a key respondent to the World Bank in all administrative and contractual issues.

Actual hiring is contingent upon successful agreement award and World Bank approval.

Essential Functions:

Program Management (50%)

  • Work with the Project Director to monitor progress of project objectives and maintain regular contact with partners as well as key staff and consultants to assure that progress is being made on work plans and that issues, challenges, and concerns are being addressed
  • Support project budget management and monitoring, including implementing internal systems to ensure regular budget tracking
  • Ensure strong and transparent working relationships with implementing and technical partners, IMA World Health country office and headquarters, and the World Bank
  • Together with the Technical Team and Project Director, take a lead role in the development of the Annual Workplan and review of the existing performance monitoring plan (PMP)
  • Ensure proper technical capacity of staff and provide technical assistance backstopping when required
  • Help organize quarterly consortium and partner meetings
  • Support the development process of quarterly and annual project reports; coordinate timely review by IMA HQ; and ensure quality of the deliverables
  • Support the Project Director in identifying business development opportunities that complement the program
  • Liaise with external and internal program evaluation technical staff and consultants
  • Liaise and share weekly updates with the HQ and country office management teams
  • Step in as acting Project Director, as needed

Grants Management (20%)

  • Oversee implementing partners’ contractual and financial obligations, and compliance with conditions in their agreements, and advise the Project Director and country office management team accordingly
  • Ensure project expenses are reasonable, allocable, prudent, and spent in accordance with donor rules and regulations
  • Support the annual internal and external auditing processes, ensuring that auditor recommendations are implemented

Operations (10%)

  • Assist the Operations Department in overseeing property and equipment acquisition, disposition, and management, in compliance with donor requirements, and sign off on project inventory lists quarterly
  • Liaise with the logistics specialist to avoid stockouts of drugs and project tools, including SBCC and data collection tools

Representation (20%)

  • Along with the Project Director, represent the project in public and professional circles through meetings, conferences, and presentations, and during donor and high-level visits, especially those from USG and private agencies
  • Support written correspondence to the donor as needed
  • Other relevant tasks as assigned by the Project Director

Qualifications (Required):

  • Minimum of a Master’s degree in a relevant health or gender discipline
  • Minimum of eight years of experience working within the context of program monitoring and development (particularly World Bank-funded programs)
  • Experience in a management-related position for donor funded programming, preferably in a senior leadership role as a consortium lead
  • Strong knowledge of program development, implementation, and results-based management and reporting
  • Demonstrated capacity to lead the collection, analysis, and production of project reporting
  • Experience supervising professional and support staff and building teams
  • Strong skills in planning and organization, and partnership and collaboration
  • French fluency, with professional proficiency in writing required; conversational level English required
  • Experience working in fragile contexts and/or in the DRC preferred
