About the role: This is a 12 months replacement role with unaccompanied terms based in Bangui, CAR. This is a grade 3 with a pro rata salary of 39 911 € to 44 346 € and benefits.
You will report to the Programme Director (PD). You will work closely with the MEAL Manager, the Compliance and Internal Auditor, the Area Coordinators, and Programme Managers together ensuring the quality of Concerns’ programmes. The role will include frequent travel to the programme areas.
Your purpose:
You will support programme development, proposal writing and grant management processes. You will coordinate the development of funding proposals, lead on proposal writing whilst verifying that they are in line with donor and call guidelines. Together with the PD, you will ensure that the goals of the Country Strategic Plan, and crosscutting issues including but especially gender and protection, are taken into account in proposals and in programme implementation. You will work in close collaboration with the Area Coordinators and Programme Managers to produce high quality donor reporting and ensure strong compliance with donor requirements.
The Grants Manager will also coordinate technical support to programme teams to enhance programme quality through the development of contextually appropriate approaches to ensure Concern’s programmes in CAR are safe, sensitive to gender, inclusion, protection and other power dynamics.
You will be responsible for:
Programme Development
- Under the guidance of the PD, carry out research on potential donors in order to understand their mission, policies, strategies, procedures and priorities including preparation/updating of a funding strategy.
- Monitor the country programmes’ funding pipeline, ensuring that new proposals target key gaps and funding needs to the greatest extent possible.
- Provide recommendations, in collaboration with the MEAL Manager, on necessary surveys and assessments required to support the development of beneficiary centered, relevant, high quality proposals.
- Serve as the lead and coordinator for the development concept notes and proposals. Lead the writing of the proposal, programme activity budgets. Develop internal work plans for submission and coordinate the finance and operational staff, as well as headquarters and technical advisors to facilitate input. This includes developing realistic projects budgets with the support of the concerned staff.
- Ensure project proposals and concept notes are submitted by required deadlines.
- Ensure compliance with donor rules and various Concern strategies
- Prepare the programme portion of donor budgets in collaboration with PMs, ACs, BM and the CFM.
- Liaise with CFM and Regional Accountant to ensure financial compliance of all grants.
Donor reporting and requirements
- Take responsibility for grant compliance for all of CAR’s programmes, in close coordination with the Compliance and Internal Auditor.
- You will also be responsible for organising and facilitating Grant Management Meetings at various stages throughout a grant (Opening, Interim and Closing).
- Co-lead organisation of Programme Reviews (twice-yearly minimum), with the administrative support of the logistics team– and action plans that follow.
- Ensure teams are aware of key donor compliance issues by organizing grant start up workshops, sharing audit information, organisation of trainings on donors’ procedures and requirements, etc.
- Develop and maintain grant management tools, such as funding and grant trackers, reporting templates and calendars; and ensure the team is aware of these timelines.
- Manage the reporting schedule ensuring timely and accurate reporting. This will include editing reports and ensuring they are submitted in the correct formats.
- Liaise with the Desk Officer and Country Finance Manager to file the contract documents for grants – both active and archived.
- Liaise between finance and programme staff to ensure that all deliverables are completed within the grant period and that all budget revisions are carried out in line with donor regulations.
- Coordinating donor reports, ensuring they are of high quality, meet all internal and external standards and reporting requirements and are both reviewed and submitted on time.
- Ensure timely communication with donors on their reporting requests, including coordinating with other teams to provide both responsive and proactive donor communication.
- Coordinate the drafting and compilation of the annual programme and government reports as per the dates agreed with Programme Director/Dublin.
- Conduct capacity development initiatives on reporting quality and donor requirements, as well as media and qualitative data collection such as case studies, photos, all in line with Concern requirements on consent.
- Ensure version control of documents and filing of final reports and proposals, learning documents, survey reports and data, using the shared data space in country and upcoming Grants Management System.
- Support any research initiatives planned.
Funding strategy implementation
Contribute to the country fundraising strategy through:
- Providing and regularly updating an analysis of the current donor and stakeholder profile in country: their priorities for investment, potential calls.
- Provide information to the HQ based Desk Officer and fundraising teams in Dublin, London and New York to identify opportunities for funding and information dissemination.
- Assist with donor liaison through the oversight of the production of documentation and success stories of current programmes that would be of interest to them/linked to their strategy.
- Coordinate with the Desk Officer on funding opportunities that would fit with the country programme
- Represent Concern at relevant cluster and government coordination meetings, alternately with the PD.
- Be aware of and engage in networking opportunities to learn about/engage with new opportunities/priorities for the country, relevant to INGO work.
Programme implementation and Accountability
In line with Concern’s commitments under the Core Humanitarian Standard (CHS):
- actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);
- work with relevant colleagues to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;
- work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities.
- Support the implementation and revision of Concern CAR’s Gender Strategy
Your skills and experience will include:
Essential:
- A master’s degree in a social science discipline/gender studies/human rights/humanitarian studies or other relevant academic field
- At least two years of overseas experience with an NGO, UN agency or donor
- At least two year of experience in grants management and compliance
- Demonstrated understanding of gender and humanitarian protection in emergency contexts
- Experience with facilitation, capacity strengthening and partnership building through formal and informal training
- Experience of working in a high pressured, results focused and dynamic environment
- Good organisational and planning skills/experience
- Strong computer skills particularly Microsoft office
- Previous experience of donor reporting
- Experience of developing M&E tools, logframes, M&E plans and of conducting M&E activities
- Excellent interpersonal and communication skills
- Fluency in both French and English, both oral and written
- Ability to work in a challenging and stressful environment with unexpected
- Willing to travel frequently
Desirable:
- Specific experience with the EU/ECHO, OFDA, DFID and/or Irish Aid would be an advantage
- Experience working in an insecure and volatile environment
